SUBJECT: WIOA Youth Request for Proposal
The Workforce Innovation and Opportunity Act (WIOA) of 2014 states "the local board —shall
identify eligible providers of youth workforce investment activities in the local area by awarding
grants or contracts on a competitive basis". Employment Services of Weld County (ESWC), with
the support and guidance of Weld County Attorneys and the Purchasing Department, published
a Request for Proposal (RFP) on January 20, 2016 with submissions due on February 16, 2016.
The RFP was published in the Greeley Tribune and was electronically disbursed to Workforce
Development Board and the Youth Committee members as well as to required partners and
anticipated service providers such as Aims Community College.
The Assessment and Learning Lab, facilitated through ESWC, was the solitary provider to
respond to the RFP. Based on the available information, it's our recommendation to approve the
Assessment and Learning Lab at ESWC as an eligible provider to deliver appropriate youth
elements as described in the submission.
In alignment with the Weld County Code, ESWC will seek additional eligible providers as
necessary to deliver required youth program elements.
