HomeMy WebLinkAbout20161658.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MAY 25, 2016 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 25, 2016, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Sean P. Conway, Pro-Tem Commissioner Julie A. Cozad Commissioner Barbara Kirkmeyer - EXCUSED Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Senior Accountant, Chris D' Ovidio MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of May 23, 2016, as printed. Commissioner Cozad seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CI CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. PRESENTATIONS: 12 1) CERTIFICATE OF APPRECIATION, DEPARTMENT OF PUBLIC SAFETY COMMUNICATIONS - LORI MOSER: Chair Freeman read the certificate for the record. Mike Wallace, Director of Department of Public Safety Communications, thanked Ms. Moser for all her years of dedication and hard work. Each one of the Commissioners thanked Ms. Moser for her years of service as a dispatcher and extended an invitation for her to come back and volunteer for opportunities in the County. (Clerk's Note: The Board paused for a photo opportunity.) 2) RECOGNITION OF SERVICE, DEPARTMENT OF PUBLIC WORKS - ROBERT LANE: Chair Freeman read the certificate for the record. Duane Naibauer, Department of Public Works, presented Mr. Lane with a plaque and pin and acknowledged his work history for the Public Works Department. Mr. Lane stated he appreciated working for the County. (Clerk's Note: The board paused for photo opportunity.) O PUBLIC INPUT: R. Chris Eikenberg, citizen of Weld County, stated she has some concerns about the Access Road on County Road 51 being blocked by her neighbor and the actions taken by the Weld County Sheriff's Office. Commissioner Conway reassured Ms. Eikenberg that he would follow up with Sheriff Reams concerning the situation. 12 COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno attended the Peace Officer Memorial, announced that Chair Freeman read a proclamation and stated he visited Chuck Carison's family. Commissioner Cozad reported the Board received a thank you note from two (2) of the graduates from the 4H Leadership Program and she was honored to be their keynote speaker. Commissioner Conway addressed a 4H Leadership class and was pleased that all the students knew about the Weld County Bright Futures Program. He reported that he learned the donations for the Bright Future Program have reached $1.1 Million. BIDS: 12 1) APPROVE BID #B1600091, EXTERIOR LIGHT FIXTURE REPLACEMENT/VARIOUS BUILDINGS - DEPARTMENT OF BUILDINGS AND GROUNDS: Trevor Jiricek, Director of General Services, presented the seven (7) bids received and stated staff recommends awarding the bid from Skyline Lighting and Electric for the amount of $100,388.44. In response to Commissioner Cozad, Toby Taylor, Department of Buildings and Grounds, explained the alternate bid from Skyline Lighting and Electric did not meet specifications. Commissioner Moreno moved to approve said low bid. The motion was seconded by Commissioner Cozad, and it carried unanimously. • 2) APPROVE BID #B1600093, ROOF REPLACEMENT (JAIL PORTION) - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Jiricek recommended continuing this matter so staff has more time to make a recommendation. Commissioner Conway moved to continue this matter to June 1, 2016. Seconded by Commissioner Moreno, the motion carried unanimously. • 3) APPROVE BID #61600037, WEB CONTENT MANAGEMENT - DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, reviewed the bids and stated staff recommends awarding the low bid from CivicLive for one year in the amount of $210,000.00. Commissioner Conway moved to approve said low bid. The motion was seconded by Commissioner Cozad, and it carried unanimously. O 4)APPROVE BID#B1600100, CISCO EQUIPMENT MAINTENANCE RENEWAL - DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated staff recommends awarding the bid from Global Technology Resources, Inc., for the amount of $85,620.96. Commissioner Moreno moved to approve said low bid. The motion, which was seconded by Commissioner Conway, carried unanimously. NEW BUSINESS: la 1) CONSIDER ACCESS EASEMENT AGREEMENT AND AUTHORIZE CHAIR TO SIGN - VIMA PARTNERS, LLC: Bruce Barker, County Attorney, reviewed the details of the access agreement. Commissioner Cozad moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it carried unanimously. IR 2) CONSIDER AGREEMENT FOR LIQUEFIED NATURAL GAS FUEL AND SERVICE AND AUTHORIZE CHAIR TO SIGN - STABILIS ENERGY SERVICES, LLC: Elizabeth Relford, Department of Minutes, May 25, 2016 2016-1658 Page 2 BC0016 Public Works, presented the agreement for fueling and maintenance service. Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. • 3) CONSIDER APPLICATION RENEWAL FOR 3.2 PERCENT BEER RETAIL LICENSE AND AUTHORIZE CHAIR TO SIGN - 7 ELEVEN STORE #39510: Frank Haug, Assistant County Attorney, presented the renewal application and noted the Sheriffs Office reported there have been no calls for service, and recommended approval. Commissioner Cozad stated she inspected the store and found that it was very clean. Commissioner Cozad moved to grant said license renewal and authorize the Chair to sign. The motion, which was seconded by Commissioner Conway, carried unanimously. • 4) CONSIDER APPOINTMENTS TO NOXIOUS WEED MANAGEMENT ADVISORY BOARD: Commissioner Conway moved to approve said appointments. The motion, which was seconded by Commissioner Cozad, carried unanimously. PLANNING: • 1) CONSIDER RECORDED EXEMPTION, RECX16-0045 - MARK AND SUZY ZIGRAY: Michelle Martin, Department of Planning Services, explained the applicant applied for a two (2) lot Recorded Exemption. Ms. Martin explained the details of actions taken by Planning Services and displayed a slide show. She explained the reasons staff presented this to the Board and stated the applicant is requesting a new lot. Ms. Martin clarified the twos) existing homes would be located on one lot and the Recorded Exemption would create a new lot. PA Mark Zigray, resident of Fort Collins, explained the uses of the houses on the parcel and stated they are not within the time frame or the size requirements of the application. Commissioner Cozad inquired of the applicant if there any other circumstances for the reason for the land split. Ms. Martin reviewed the specific details of the lot sizes. Commissioner Cozad moved to approve Recorded Exemption, RECX16-0045, with Conditions. The motion was seconded by Commissioner Conway, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
