RESOLUTION
RE: RELEASE OF SURETY BOND OF CHARTER GAS RESOURCES, INC. ,
FOR UNDERGROUND AND UTILITY PERMIT NUMBER 1234.
WHEREAS, the Weld County Engineer has recommended the release
of a Twenty Thousand Dollar ($20,000. 00) surety bond payable to
the Board of County Commissioners, Weld County, Colorado, which
bond was submitted by the applicant, Charter Gas Resources, Inc. ,
care of Arnold Barney, Box 42, Roggen, Colorado, 80652 , which
bond was originally issued in connection with underground and
utility permit number 1234 which was originally issued to Charter
Gas Resources, Inc. , on May 21st, 1975 to install a gas line
along and across Weld County R.O.W. in Sections 24,25, and 36 in
Township 2 North of Range 63 West and in Section 2 , Township 1
North, Range 63 West, all located in the Prospect Valley vacinity.
Completion date on this project being August 4th, 1975 and, inasmuch
as several inspections were made during construction and during
the year, which indicates there is no damage to the Weld County
right-of-way.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that it does hereby direct
the County Clerk to release said bond now being held by the County
in the amount of Twenty Thousand Dollars ($20,000. 00) for and on
behalf of Charter Resources , Inc.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on this qrh day of
August, A. D. , 1976 .

GENERAL POWER OF ATTORNEY
Know all men by these Presents, That THE FIDELITY AND CASUALTY COMPANY
OF NEW YORK has made, constituted and appointed, and by these presents does make, constitute, and appoint
Kathryn W. Gorman of Jacksonville, Florida
its true and lawful attorney for it and in its name, place, and stead to execute on behalf of the said Company, as
surety, bonds, undertakings and contracts of suretyship to be given to
all obligees
provided that no bond or undertaking or contract of suretyship executed under this authority shall exceed in amount
the gum of Two Hundred Fifty Thousand ($250,000.) Dollars.
This Power of Attorney is granted and is signed and sealed by facsimile under and by the authority of the fol-
lowing Resolution adopted by the Board of Directors of THE FIDELITY AND CASUALTY COMPANY OF NEW
YORK at a meting duly called and held on the 16th day of October, 1957, as amended April 20th, 1961:
"RESOLVED, that the Chairman of the Board, the Vice Chairman of the Board, the President, an Executive Vice President or any
Vice President of the Company, be, and thateach or any of them hereby is, authorized to execute Powers of Attorney qualifying the
attorney named in the given Power of Attorney to execute in behalf of THE FIDELITY AND CASUALTY COMPANY OF NEW YORK,
bonds, undertakings and all contracts of suretyship; and that any Secretary or any Assistant Secretary be, and that each or any of
them hereby is, authorized to attest the execution of any such Power of Attorney, and to attach thereto the seal of the Company.
FURTHER RESOLVED, that the signatures of such officers and the seal of the Company may be affixed to any such Power of
Attorney or to any certificate relating thereto by facsimile, and any such Power of Attorney or certificate bearing such facsimile
signatures or facsimile seal shall be valid and binding upon the Company when so affixed and in the future with respect to any bond,
undertaking or contract of suretyship to which it is attached."

subject:
Underground and Utility Permit #1324 was issued to Charter
Gas Resources Inc . , May 21 , 1975 to install a gas line along
and across Weld County R . 0 . W . in Sections 24 , 25, and 36
in T2N-R63W , and Section 2-T1N-R63Wall located in the Prospect
Valley vicinity.
A surety bond in the amount of $20 ,000 . 00 payable to the Board
of County Commissioners , Weld County , Colorado was submitted
by the applicant when permit was issued , said Bond to remain
in effect for one year after completion date .
Completion date on this project was August 4 , 1975 . Several
inspections were made during construction and during the year .
I made a final inspection July 22 , 1976 and recommend the release
of Charter Gas Resources bond # BND 193 69 90 dated May 19 , 1975
and issued by Fidelity and Casualty Company of New York in the
amount of $20 ,000. 00. At this time there is no indication of
any damage to Weld County R.O.W.
Bond release to be returned to Charter Gas Resources Inc . ,

the release to Industrial Gas Services , 12 Lakeside Lane , Denver,
Colorado 80212 .
