Those present were Commissioners Dietz, Ewald, Keirnes and Roeth. I. APPROVAL OF MINUTES Motion was made by Commissioner Ewald and seconded by Commissioner Keirnes that the minutes of the October 11 meeting be approved as mailed. The motion carried unanimously. (Commissioner Dietz pct present.) • — II. REFERRAL FROM COUNTY: PRELIMINARY PLAT LOCATION: 35th Avenue and County Road 64 (north of the Poudre River) 4 The Planning Commission recommended no objections to the rezoning from Agriculture to Estate on September 27, 1977. Max Earner, City Engineer, recommended at the Administrative Review Team meeting that the curb be left off during construction of the street to allow for expansion of the width of the street and that a six- foot gravel shoulder on each side be installed. 1 i Commissioner Keirnes moved that the Planning Commission recommend no objections to the Preliminary Plat. The motion was seconded i by Commissioner Modlin and carried unanimously. (Commissioner I . Dietz was not present for the vote.) III. REFERRAL FROM COUNTY: RECORDED EXEMPTION LOCATION: County Road 64, west of County Road 45 Mr. Sasaki told the Commissioners that the property is located outside the 'Greeley growth ring. The exemption would allow an 0.87 acre parcel to be split off of an 80. 265 acre parcel which is improved with two residences. Commissioner Ewald moved that the Planning Commission recommend 1 no objections to the Recorded Exemption. The motion was seconded by Commissioner Keirnes and carried unanimously. IV. REFERRAL FROM COUNTY: RECORDED EXEMPTION LOCATION:. North side of 20th Street, west of Aims College Mr. Sasaki said the five-acre parcel proposed for development is located in a scientific zone. Plans call for the area to be developed as the Greeley Sports Center. I . Ernie Scott, developer, commented that another set of plans calls for development of an additional 10 acres to the north. Rezoning I would be necessary to allow single-family residences . lie also • mentioned that the Sports Center will contain indoor and outdoor tennis courts, a swimming pool and racquet ball courts. Commission Ewald moved that the Planning Commission recommend no objections to the Recorded Exemption. Commissioner Delta. seconded the motion and it carried 4-0 with Commissioner Modlin abstaining due to a possible conflict of interest. A V. STAFF REPORTS i I . This subdivision consists of 9 one-acre or larger tracts on a 14.28 acre tract of land located in the East Half of the Southeast Quarter of Section 26, Township 6 North, Range 66 West, (lying South of County Road /,%64 and West of County Road #35) . The land falls to the South at about 1% grade. Along the South and the Southwest boundaries, the land falls rapidly (8-10 feet) to the Cache LaPoudre • River plain. Previous investigation of the Corps of Engineers, Flood Plain Information on the Cache LaPoudre River (March 1974) indicates the land lies well above bcth the Intermediate Regional and Standard Project Flood levels. As the subdivision has a very low density and positive overland drainage to the South and Southwest, no specific drainage plan or facilities have been considered necessary to protect any improvements within the subdivision. A large area lying 1, Northwest of the subdivision at one time was contributory to the subdivision, how- 11 ever, the existing ditch and road improvements have reduced this area to approxi- I ' mate] y 73 acres lying directly to the North . The Seeley Lake outlet ditch (approxi- mately 8' deep with 4' bottom) intercepts it large area pivoting about the center of Section 26 no shown on Exhibit 1 . I?xintinp cultivation and the existing Storm Drainage Report (con e Nov, cr 10, 1977 I ota River View Subdivision ` Proj c. No. 113-771 construction of County Road No. 64 diverts storm drainage in the Northwest 1/4 of the Southeast 1/4 of Section 26 Southerly across the road into the river oxbow. 11 The 73 acres of contributory drainage area ("Area A") is presently cultivated in row 1 ! crops and slopes approximetely 0.46 to the South. Soils consist of Ft. Collins and 1 ' Kim looms and fall into Soil Group "H" . The area flows to the Northwest corner of the intersection of the County Roads. The existing roads would cause ponding of about 1 foot before the water would overflow the road in sheet flow. A small culvert from the low corner carries the field waste water ans low flows under County Road 64 where an open borrow ditch along the West side of County Road 35 carries the water to the River. 11 A now 18" culvert has been placed in the South borrow pit of County Road 64 to provide II an entrance road into the subdivision. The only water diverted through this pipe is Al what collects from about 600 feet of half the road and the borrow pit. : "Procedures for Dotemining Peak Flows in Colorado" (March,1977) by the Soils Conservation Service, U.S. Department of Agriculture has been used as the basis for analyzing this j1 area and determining runoff quantities. A storm with a frequency q Y of 25 years and 24 hour precipitation was selected for the design storm. Calculation of areas, slopes, channel length, selection of values from tables and the adjustments are shown on the calculation sheet attached. Maximum flow at the Northeast corner of the subdivision is approximately 11 83.4 cfs. JI If you or the Weld County official:; have any questions concerning this report, please let us know. Fortner , . ,g.T Director of Planning - T;,,, Weld County Centennial Center 915 10th Street Greeley, Colorado 80631 This is to acknowledge request for review of Final Plat - River View Subdivision, Thomas Cowan. This is the second and final review of the subject subdivision plat. The devel- oper has provided a copy of the protective covenants which declares and answers most questions raised in the first evaluation. Covenants so state that no live- ; stock will be permitted and each lot owner should endeavor to provide vegetative cover that will retard soil erosion by wind and water. From maps and schematics provided for review, it appears that adequate surface and storm runoff drainage has been provided for. At this point, we can see no reason why this subdivision should not be granted approval. Sincerely, Milton Baumgartner, President West Greeley Soil Conservation District MB/jb . . itissiii-Tte .. Centennial Center Greeley, CO 80631 Dear Tom: A staff review of the final plat for the River View Subdivision has been conducted. The proposed platting conforms to the preliminary plat which was reviewed and j recommended by the Planning Commission. 1 The Planning Commission approved the preliminary plat with the understanding and upon the recommendation of the Public Works Director that North 35th Avenue Court would be improved with a 25 foot concrete roadway and a six foot gravel shoulder on each side of the road. This provision would provide for future widening of 35th Avenue Court . It is therefore requested that the concrete curb be elimin- I ated From the construction plans . I do not feel that it will be necessary to seek a for- mal Planning Commission recommendation on the final plat . 4 Please let me know whether I can be of further assistance . f Sincerely, %,,JJ Iam Sasaki Planning Director SS : ka Enclosure "A COMMUNITY OF PROGRESS" omm Weld ( ♦ Health a ♦ BOARD OF HEALTH r r Q u County I' r ealth Department DAVID WERKING.
