RE: APPROVE PARTIAL VACATION OF USE BY SPECIAL REVIEW PERMIT, USR-1578
- RIBBONS AND RAINBOWS EVENT FACILITY, C/O SHAWN SARCHET
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by Resolution dated April 11, 2007, the Board did approve the request of
Ribbons and Rainbows Event Facility, c/o Shawn Sarchet, for a Site Specific Development Plan
and Use by Special Review Permit, USR-1578, for a Business Permitted as a Use by Right or
Accessory Use in the Commercial or Industrial Zone Districts (conference center, weddings,
wedding receptions, wedding seminars, meetings, life celebrations, reunions, bridal showers,
baby showers, bar mitzvahs, music recitals, wakes, and community gatherings) in the
A (Agricultural) Zone District, on the following described real estate, to-wit:
Lot A of Recorded Exemption #1920; being part of
the N1/2 NW1/4 of Section 21, Township 3 North,
Range 66 West of the 6th P.M., Weld County,
Colorado
WHEREAS, the Board has received a request from the current property owner, Ribbons
and Rainbows Event Facility, c/o Shawn Sarchet, 14016 Weld County Road 32, Platteville,
Colorado 80651, to partially vacate Use by Special Review Permit, USR-1578, and
WHEREAS, the Board of County Commissioners heard all of the testimony and
statements of those present, studied the request of the applicant and the recommendations of the
Department of Planning Services staff and all of the exhibits and evidence presented in this matter
and, having been fully informed, deems it advisable to approve said partial vacation, conditional
upon the following:
1. Pursuant to Section 23-2-200.G.5 of the Weld County Code, the applicant
shall submit a revised plat, titled "Partial Vacation of Use by Special Review
Permit, USR-1578", conforming to Section 23-2-260.D of the Weld County
Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Use by Special Review Permit, USR-1578, be, and hereby is, partially
vacated, with the abovementioned condition, with said plat to be titled and recorded as Partial
Vacation of Use by Special Review Permit, USR-1578.

Subject: Partial vacation of USR-1578 — Ribbons and Rainbows Event Facility.

Date: March 21, 2016
The Department of Planning Services has received the attached letter dated February 26, 2016
from the owner Shawn Sarchet and his authorized agent for this case Scott Ducommun who is
with Alles Tayler and Duke Surveying and Engineering. Mr. Sarchet is requesting a partial
vacation of USR-1578 in order to remove his private residence from the Use by Special Review
area. In conjunction with this proposal Mr. Sarchet was conditionally approved by the weld
County Planning Department for a two (2) Lot Recorded Exemption RECX15-0164 on February
3, 2016 which is being done to split his private residence off from the area that will still be
associated with the original USR-1578 area. If the partial vacation is approved, the applicant is
required to submit a revised USR map per Section 23-2-280 of the Weld County Code and a
preliminary map has been included in this request.
The Department of Planning Services is recommending approval of this partial vacation.
Background Information:
Legal Description: Lot A of RE-1920 being part of the N2 of the NW4 of Section 21, T3N,
R66W of the 6th P.M., Weld County CO.
Location: South of and adjacent to County Road 32, East of and adjacent to County
Road 29.
July 23, 2015: Conditionally approved by the Weld County Planning Department a Two
(2) Lot Recorded Exemption RECX15-0164
September 4, 2008: The BOCC approved the release and cancellation of collateral for I ISR-
1578. 2016-1040
October 7, 2007: The BOCC approved a request to modify two (2) conditions of approval
and one (1) development standard from the original USR-1578 Resolution.

The modification of condition of approval #1.B.9 updated the parking
spaces on site from ninety eight (98) to Seventy Five (75) and van
accessible handicapped spaces from four (4) to Three (3). Condition of
approval #1.J was updated to show when the drinking water regulation
conditions were to be met from; prior to recording the plat to prior to the
certificate of occupancy being issued. Lastly, development standard #19
was amended to drop the maximum number of employees and guests per
event from one hundred and seventy five (175) to one hundred and thirty
(130.
April 23, 2007: USR-1232, was approved by the BOCC for a Site Specific Development Plan
and Special Review Permit for a Conference Center, Weddings, Wedding
Receptions, Wedding Seminars, Meetings, Life Celebrations, Reunions,
Bridal Showers, Baby Showers, Bar Mitzvahs, Music Recitals, Wakes, and
Community Gatherings in the A (Agricultural Zone District.

I,Shawn Sarchet am requesting a partial vacation of the captioned USR.Currently,my(Shawn Sarchet's)
private residence is joined together with the Ribbons and Rainbows event facility within the said USR.I(Shawn
Sarchet)would like to vacate my private residency from the USR permitted area located in Lot A of RE-1920.
In accordance with Weld County regulations,Alles Taylor Duke has created a plat depicting the two areas;the
private residence and the event center,and where I,(Shawn Sarchet)would like the USR partially vacated.
We would like to set a hearing date with the Board of County Commissioners to partially vacate the USR on my
property.Please contact Alles Taylor Duke for possible dates and times for the hearing.
