Re: Ion Chromatography System Bid, B1600098
The Department of Public Health and Environment Laboratory recommends that the Board of
Commissioners accept the bid from Metrohm USA, Inc for the Ion Chromatography System.
The Metrohm Ion Chromatography System initial purchase may be more expensive initially
however over time the operation cost of this system is significantly more economical for the
county . In reality, the lesser overhead of the Metrohm system makes up the initial purchase price
difference in less than two years of operation with increasing ROI for years to come over our
current system.
The Thermo Electron North America, LLC bid as mentioned above may have been the lowest
purchase price however the overhead from the instrument consumables and preventive
maintenance recommended by the manufacture is not fiscally economical . All bidders were
asked to provide the cost of consumables and maintenance based on 500 samples per year. As a
consequence, based on those analytics the Thermo Electron system cumulative overhead is the
reason their bid was not selected.
The Fisher Scientific Company, LLC bid did not meet bid specifications as the instrument
quoted did not provide automated eluent generation listed within the bid under section A.k. .

The Laboratory would like to award the bid to Metrohm according to the following rationale . Please
note that the bid submitted by Fisher Scientific did not meet bid specifications and will not be of
consideration . Fisher Scientific did not meet bid specifications due to the lack of the following
information; cost of installation, cost of onsite training, cost of preventative maintenance contracts, cost
analysis on consumables, nor did they provide list of references for review . Lease options will not be
considered as they were not a fiscally viable option . The cost of consumables to run and maintain the
instrumentation was compared between Metrohm and Thermo Electron over the first four years of use .
Metrohm having the least overhead over the time period assessed . Warranties were compared on the
instrument, software, and parts . Metrohm provides a longer warranty on the instrument ( 3 years ) ,
software ( 5 years ) and parts ( suppressor at 10 years ) . Metrohm also guarantees parts and service for 10
years after the instrument has been discontinued from the product line . This added benefit will allow
the laboratory to maintain the instrument for many years to come . Service contracts were compared
between the two bids . Both companies provide a full service contract for the first year. After the first
year, the Metrohm service contract is a lower cost than the Thermo Electron service contract . This is an
additional savings to Weld County . Service and support for both bids are provided by field staff in the
Denver area , however Thermo Electron service is provided by a third party vendor which is not
preferred . References were checked for both companies via an email survey . The entire cost except for a
$ 500 deductible is covered for this purchase by the County Insurance . On March 23rd 2016, a winter
storm and power outage caused electrical damage to essential components to our current IC system
that were damaged beyond repair.
