RE: APPROVE AGREEMENT FOR PUBLIC ASSISTANCE REPORTING INFORMATION
SYSTEM (PARIS) PROJECT FUNDING AND AUTHORIZE DIRECTOR OF HUMAN
SERVICES TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agreement for Public Assistance
Reporting Information System (PARIS) Project Funding between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Weld County Department of Human Services, and the Colorado Department of Health Care Policy
and Financing, commencing July 1, 2017, and ending June 30, 2018, with further terms and
conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Agreement for Public Assistance Reporting Information System
(PARIS) Project Funding between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Weld County Department of
Human Services, and the Colorado Department of Health Care Policy and Financing, be and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Director of Human Services be, and
hereby is, authorized to sign said agreement.

Request Board Approval of the Departments' Public Assistance Reporting Information System (PARIS)
Project Funding for State Fiscal Year 2017-2018. The Colorado Department of Health Care Policy and
Finance is allocating $13,485 to Weld County to help prevent fraud, waste and abuse in the Medical Assistance
program by working the PARIS report (other interstate governmental assistance and payments). This funding
will be used to offset administration costs associated with researching client residency, case reviews and
Colorado Benefits Management System (CBMS). The Department is requesting to submit this funding
agreement with Director Authorization.
I do not recommend a Work Session. I recommend approval of this Funding and Director Signature

RE: PARIS funding
The Public Assistance Reporting Information System (PARIS) is a public assistance
data matching program managed by the U.S. Department of Health and Human
Services' Administration for Children and Families. PARIS is a Federal -State
partnership which provides the States, D.C., and Puerto Rico with information to
assist in maintaining program integrity by identifying possible erroneous or duplicate
payments.
This letter is to provide authorization for additional funding to your department to
assist with researching the May 2017 through February 2018 PARIS Interstate
matches for your county for cases with Medical Assistance. SB 10-167 "Medicaid
Efficiency & False Claims" Act appropriated funds to County Administration to help
with the research costs for counties to determine a client's ongoing eligibility.
This funding allocation has been made available from July 1, 2017 to June 30, 2018.
The allocation does not require the standard 20% county match; rather, it is
supported by 50% state funding and 50% federal funding. The allocation available
to your department is $13,485. A requirement of the funding is to provide a contact
for your department who will be responsible for the funding and oversight of the
staff who are researching the matches.
Reminders about the funding include, but are not limited to, the following:
• Funds must only be expended on allowable costs related to research completed
on the May 2017 through February 2018 PARIS Interstate matches for cases with
Medical Assistance and may not be used for any other purpose.
o Allowable cost include: researching the case in CBMS, reviewing the case
file, requesting verification from the other state or the client, work with
the other state to determine the client's residency, requesting school
verification or a home visit to determine residency.
• The funds cannot be utilized for creating a referral, report writing or
investigations that result from information obtained from researching the PARIS
matches.
• The results of the research must be tracked on the PARIS Interstate Detail
window in the Colorado Benefits Management System (CBMS). The comment
section must include which state will close their case. This information will be
reviewed by the Colorado Department of Health Care Policy & Financing (the
Department).
• If it has been verified that the client Is residing out -of -state, the case must be
closed in CBMS.
• Special coding, M840.4040, has been set up in CFMS and must be used to
designate expenditures charged to PARIS research. Your Department will have
to request the code combinations you will be using in the usual manner, to:

• Use of the funds must be tracked and reported monthly in CFMS.
• Staff time billed to PARIS research must be tracked separately from the random
moment sampling (RMS) process. PARIS related expenditures must be recorded
as 100% time reporting in the cost report, and must not be included in the RMS
process.
• Counties will be required to report quarterly funds spent, matches researched
and the number of clients closed based on their research.
The Department calculated the allocation of funding for each county based upon the
FY 2016-2017 PARIS Interstate Matches. To calculate the PARIS allocations, the
Department calculated the percentage of cases with Medical Assistance for each
county and distributed the funding based upon that percentage.
This funding expires June 30, 2018. Any unspent funds will revert back to the state.
The Department appreciates your continued commitment to preventing fraud,
waste, and abuse in the Medical Assistance program. If you have any questions
