BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JUNE 12, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, June 12, 2017, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Julie A. Cozad, Cozad - EXCUSED
Commissioner Steve Moreno, Pro -Tern - EXCUSED
Commissioner Sean P. Conway — PRESENT BY TELECONFERENCE

ELECT ACTING CHAIR PRO-TEM:
• 1) ELECTION OF ACTING CHAIR PRO-TEM OF THE BOARD FOR JUNE 12, AND 14, 2017:
Commissioner Freeman moved to approve the election of Barbara Kirkmeyer as Acting Chair Pro -Tern.
Seconded by Commissioner Conway, the motion carried unanimously.
• MINUTES: Commissioner Freeman moved to approve the minutes of the Board of County
Commissioners meeting of June 5, 2017, as printed. Commissioner Conway seconded the motion, and
it carried unanimously.
• AMENDMENTS TO AGENDA: Commissioner Freeman made a motion to remove New Business
item 3) and list it under Consent Agenda item 5). Seconded by Commissioner Conway, it carried
unanimously.
• CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as
amended. Commissioner Conway seconded the motion, and it carried unanimously.

PRESENTATIONS:
• 1) GOVERNMENT FINANCE OFFICERS ASSOCIATION (GFOA), DISTINGUISHED BUDGET
PRESENTATION AWARD - DON WARDEN, DIRECTOR OF FINANCE AND ADMINISTRATION: Acting
Chair Pro -Tern Kirkmeyer read the certificate for the record recognizing the highest form of achievement
for governmental budget presentation. Each one of the Commissioners thanked Mr. Warden for his
dedication to keeping the budget on track and all his hard work. Mr. Warden stated he appreciates all the
support and effort from Commissioners and the County staff. (Clerk's Note: the meeting was paused for
a photo opportunity.)
• PUBLIC INPUT: No public input was given.
BIDS:
1) PRESENT BID #B1700099, PUBLIC WORKS SOILS LAB REMODEL - DEPARTMENT OF
BUILDINGS AND GROUNDS: Barb Connolly, Controller, presented the four (4) bids received and stated
staff will bring back a recommendation on June 26, 2017.
NEW BUSINESS:
1) CONSIDER 2017-2018 CHILD WELFARE COMPASS PROGRAM VENDORS LIST AND
RATES: Jamie Ulrich, Department of Human Services, stated this is a CORE funded program that
partners with local community agencies with the common goal of keeping children at home , in a safe
and, stable, and nurturing family environment; preventing families from re-entering the child protection or
juvenile justice system. Commissioner Freeman moved to approve said list and rates. The motion was
seconded by Commissioner Conway and it carried unanimously.
le 2) CONSIDER REVISIONS TO OPERATIONS MANUAL SECTION 2.000, HUMAN SERVICES
DIVISION POLICIES AND PROCEDURES: Ms. Ulrich presented the revisions to the operations manual
for facilities and foster homes that provide twenty-four (24) hour out -of -home care.
Commissioner Freeman moved to approve said revisions to operations manual. Seconded by
Commissioner Conway, the motion carried unanimously.
3) CONSIDER 2017 APPLICATION FOR INTERNET CRIMES AGAINST CHILDREN (ICAC) Task
Force GRANT AND AUTHORIZE CHAIR TO SIGN - COLORADO SPRINGS POLICE DEPARTMENT:
Ron Arndt, Director of the Northern Colorado Regional Crime Lab, stated this is an application for Daren
Ford to obtain funding for training. Commissioner Conway moved to approve said application and
authorize the Acting Chair Pro -Tern to sign. The motion, which was seconded by Commissioner
Freeman, carried unanimously.
• 4) CONSIDER CHANGE ORDER #1 FOR JAIL KITCHEN REMODEL (BID #B1700067) —
GROWLING BEAR COMPANY, INC: Toby Taylor, Director of Buildings and Grounds, stated the Change
Order is for the kitchen remodel to cover some unknown issues, which were discovered during demolition.
Commissioner Freeman moved to approve said Change Order #1 and authorize the Acting Chair Pro-
Tem to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
5) CONSIDER TEMPORARY CLOSURE OF CR 66 BETWEEN CRS 49 AND 51: Amy Joseph,
Department of Public Works, presented the closure effective June 20, 2017, through June 23, 2017, for
a culvert replacement. Commissioner Freeman moved to approve said closure. The motion was
seconded by Commissioner Conway and it carried unanimously.

6) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES AND AUTHORIZE CHAIR TO
SIGN — DIGITAL VERITE PRODUCTION, LLC: Jennifer Finch, Public Information Officer, presented the
agreement for Digital Verite Production, LLC, to do a video for the Courthouse Anniversary.
Commissioner Freeman moved to approve said agreement and authorize the Acting Chair Pro-Tem to
sign. The motion, which was seconded by Commissioner Conway, carried unanimously.
7) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND
GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE AND AUTHORIZE CHAIR TO SIGN - PDC
ENERGY, INC. Bruce Barker, County Attorney, reviewed the acreage and the bonus amount.
Commissioner Freeman moved to waive said bid procedure, accept offer to lease, and authorize the
Acting Chair Pro -Tern to sign. The motion was seconded by Commissioner Conway, and it carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:16 a.m.
