RE: APPROVAL OF GREELEY FAMILY SPORTS CENTER, 20TH STREET, BE-
TWEEN 59TH AVENUE AND AIMS COLLEGE, GREELEY, COLORADO, AS
A USE PERMInED IN THE S-SCIENTIFIC ZONE.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statutes and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, at a meeting held July 13th, 1977 in the Chambers of
the Board of County Commissioners, Weld County, Colorado, the
Board did hear the request of Mr. David C. James , Managing Gen-
eral Partner of the Greeley Family Sports Center, 20th Street
between 59th Avenue and Aims Community College, for a determination
by the Board that the use proposed by the Greeley Family Sports
Center is an allowed use in the S - Scientific Zone, which is the
zoning classification of the tract of land owned by the Greeley
Family Sports Center at the above address , being more particularly
described as follows:
Part of the S1 of the SEo of section 10 , Township 5
North, Range 66 West of the 6th P.M. , Weld County,
Colorado, located west of the Itel Building presently
being used by Aims Community College, and on the
north side of 20th Street.
Said tract containing 5 acres , more or less.
WHEREAS, a public sports center of the type proposed by
Greeley Family Sports Center is not enumerated as a use by right
in the S - Scientific Zone, and
WHEREAS, the Board of County Commissioners , pursuant to Section
6. 1 (1) of the Weld County Zoning Resolution, is authorized to per-
mit, in any zoning district where a building, structure or use is
enumerated, any other building, structure, or use which is similar
to those enumerated and no more obnoxious or detrimental to the
area in which it is located, and
WHEREAS, the Board of County Commissioners has heard the state-
ments of those present at the meeting and has studied the plans and
specifications submitted by Mr. James and having been fully in-
formed and satisfied that the request complies with the Weld County

Comprehensive Plan, the Comprehensive Plan for the City of Greeley,
and the conditions set out in Section 6. 1 (1) of the Weld County
Zoning Resolution;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners, Weld County, Colorado, that the request of David C.
James, Managing General Partner of the Greeley Sports Center for
a determination that the proposed use is compatible with the S-
Scientific Zone, be, and hereby is , granted, subject to the ap-
proval of a drainage plan by the Weld County Department of Engi-
neering.
BE IT FURTHER RESOLVED that this determination of the com-
patibility of the proposed use with the enumerated uses in the
Weld County Zoning Resolution is made solely for the particular
site described and for the particular development plans submitted
by Greeley Family Sports Center, and does not operate as a general
determination for any parcel of land zoned S - Scientific.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 13th day of
July, A.D. , 1977.

Re: Greeley Family Snorts Center
hr. Gary Fortner, Director el Planning for Weld County, asked
that I submit the following to you for the Com:issioners ' consid-
eration.
The project will include a 37,000 square foot facility which
incorporates two buildings; four indoor championship tennis courts
in the larger of the two facili_ties, with au 11,000 square foot club
house building which houses four indoor racket ball courts, an in-
door swimming pool, exercise facilities, spacious locker rooms , pro
shop, nursery, and a lounge containing viewing of the racket ball
courts, tennis courts, and the swimming pool.
The property is located just west of the ltd Building presently
being used by Ames College and on the north side of 20th Street. The
parking area will be more than adequate to accommodate the (350 members,
which we project will be our capacity,
My experience in developing the Fort Collins Athletic Club build-
ing and acting as consultant to the indoor tennis facilities in Fort
Collins have convinced me that combining these activities and actually
increasing and improving the facilities would provide a much needed
center for Greeley. Several of your business residents have encouraged
us with our initial. plans.
I hereby request the Commissioners ' consideration for allocing hs
to build the facility on the scientific zoned land as a corresponding
use. f shall be happy to provide your ell ices with additional inlorma-
tion or to meet with you.

Re: Site Drainage for your proposed facility
Dear Dave,
This letter shall serve to verbally describe our intentions in the way of
site drainage on your proposed facility on West 20th street in Greeley.
The existing site as shown on the topography maps prepared by NHPQ, slopes
from the east to west + 5' accross the 120' width of the building. We
propose to establish the elevation of the lower floor of the facility ap-
proximatley 5' below existing grade at the east side such that the lower
floor elevation at the west side is at grade.
Our preliminary plans are to create a positive drainage swale across the
east side of the building to divert water to the north and west of the
building. We propose to leave the grade on the west side of the building
as near to existing elevations as possible, which would create positive
drainge to the west of the building.
All parking lots , sidewalks and other areas outside building lines will
be installed to provide for positive drainage away from the building and
to the north and west of the property.
We will have final grading plans to you as soon as we are able to make a
site survey to determine it the topography from NHPQ is correct at this
time. We trust this information will asist you in your current planning,
if we can be of further assistance please do not hesitate to call .

The proposed indoor sports center is located in an area that has
been considered suitable for light industrial activity compatible
with the facilities at Aims College and the golf course . A •
private recreational facility would be a use by right under the
City ' s 1- 1 , Light Industrial, zoning classification . While the
final recommendation is in the hands of the Planning Commission,
T would not anticipate any real problems with the filing in the
future of a recorded exemption or subdivision plat .
The minutes from the City' s Administrative Review Team are attached .
The City would request at the time of construction a 20- foot right-
of-way dedication on 20th Street , installation of a fire hydrant,
and provisions for on- site storm water retention .

IV. DEVELOPMENT PROPOSAL IN COUNTY: INDOOR SPORTS CENTER
LOCATION: 20th Street Between 59th Avenue and Aims
College
Mr. Given reviewed a referral from the County for the develop-
ment of an indoor sports center on a parcel 870 by 250 feet .
The center will house four indoor tennis courts , eight racquet
ball courts, a swimming pool , and other exercise facilities .
The proposed building is set back approximately 220 feet and
there are plans for future additions to the front .
Max Karner, City Enginner, presented his report on storm
drainage . IIe recommends detention of storm drainage on- site
since development will substantially alter the character of
the site ' s capacity to retain storm water. He noted that
this is the City of Greeley' s policy and , since it is antici-
pated that the property may be annexed in the near future ,
on- site detention is recommended .
Darryl Alleman , Water and Sewer Director, commented that both
water and sewer services would be available . Water can be
tapped from a line in 20th Street . He noted that in addition
to City sewer licenses and tap fees , a Highland Hills Sanita-
tion District tap fee will also be collected . He also noted
that a raw water transfer will be required.
Fire Chief Bruce Forbes noted that for buildings set back
more than 150 feet from the street a hydrant must be installed
near the building. This could be accomplished by extending an
8- inch line in from 20th Street . Or, the 20- inch service line
along the west lot line could be tapped and a fire hydrant
installed, provided there is paved access to the hydrant .
Bub Smead , Public Works Director, requested that 20 feet of
frontage along 20th Street be dedicated as public right-of-way
at the time of construction. Although it is not currently in
the City , improvement of 20th Street out to 59th Avenue is
now in the 1977- 1982 Capital Improvements Plan .

I strongly recommend that detention of storm drainage
be employed on this site. Historically this site has had
vegetation as ground cover and this proposed development
would substantially change that character and concentration
of storm water exiting the site.
I anticipate that in the near future this parcel could
qualify for annexation to the City of Greeley and therefore
would urge that the City of Greeley policy regarding storm
water detention be employed.

The City of Greeley has requested storm water detention
facilities be included in this development . The runoff
characteristics are being drastically changed by the large
roof area and paved parking area . The Engineering Department
agrees with the city ' s recommendation and will require a
drainage study be prepared and certified by a registered
professional engineer .
The items to be considered are as follows :
1 . Provide retention on site. The City of Greeley ' s
Modified Rational Method as specified in city ' s
Comprehensive Drainage plan is acceptable . A 1C0
year storm at the developed condition with a release
rate at the 5 year existing condition should be used
to determine storage volume .
2 . The existing drainage from the east should be indicated.
It should be shown how that quanity of runoff is to be
handled on the site .
3 . The flow in the ditch along West 20th Street should
be determined and a better detail of the entrance
submitted. There appears to be problems with adequate
cover for the pipe indicated .
4 . Consideration of concentrated flow as it leaves the site
at the northwest corner should be given . This is a
change in the existing overland flow pattern and could
cause problems for adjoining land owners .
