HomeMy WebLinkAbout20170796.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MARCH 20, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 20, 2017, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Amanda Petzold Controller, Barbara Connolly 7 MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of March 15, 2017, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Conway moved to approve the Certification of Hearings conducted on March 15, 2017, as follows: 1) ) COZ16-0005 - 4 S's Holdings, LLC, do Trent Timm. Commissioner Freeman seconded the motion, which carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. PROCLAMATIONS: 1) WILLIAM "BILL" WEBSTER DAY - MARCH 20, 2017: Chair Cozad read into the record the proclamation of appreciation for William Webster designating Monday, March 20, 2017, as William "Bill" Webster Day. Mr. Webster reflected on his past experiences and roles with the County, and thanked the Board of Commissioners for this honor. Commissioner Moreno stated that Mr. Webster is an inspiration to him, and he extended thanks for all Mr. Webster has done for the County. Commissioner Kirkmeyer reflected on her six years of serving the County as a Commissioner, alongside Mr. Webster. Commissioner Kirkmeyer identified other roles served by Mr. Webster, not mentioned in the proclamation, and stated she is proud of Mr. Webster's accomplishments. a Commissioner Freeman noted many family connections shared with Mr. Webster, and stated it has been an honor working with him. Commissioner Conway commented on the contribution of the entire Webster Family. Chair Cozad reflected back when Mr. Webster served as a Commissioner, while she worked in the Zoning Department. ©-i/t: / GOI 7 Minutes, March 20, 2017 Page 1 2017-0796 BC0016 Chair Cozad stated that Mr. Webster always made her feel appreciated, and she thanked him for his commitment to the County. (Clerk's Note: The meeting was paused for a photo opportunity.) • PUBLIC INPUT: No public input was given. BIDS: 1) APPROVE BID #61600155, ENGINEERING SERVICES/BRIDGE 44/33A REPLACEMENT- RFQ - DEPARTMENT OF PUBLIC WORKS: Marcia Walters, Department of Purchasing, stated eight (8) bids were received and four (4) were shortlisted. Staff recommends Short Elliott Hendrickson, the best qualified firm for the final amount of $149,100.00, which is 19.8% of the total project budget. Richard White, Department of Public Works, stated there have never been any issues in the past with Short Elliott Hendrickson, and he considers them to be perfect for this design project. Commissioner Moreno moved to approve staff recommendation. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. • 2) APPROVE BID #B1700066, AMBULANCE COT LOADING SYSTEM AND COTS - CORONER'S OFFICE: Rose Everett, Department of Purchasing, stated two bids were received, and staff recommends awarding to Stryker, the low bidder in both material and installation. Ms. Everett stated the total cost is $115,380.00, which includes the optional installation amount of $6,000.00. Carl Blesch, Weld County Coroner, stated it is recommended that installation is done professionally because of the complexity of proper alignment. Commissioner Conway moved to approve staff recommendation. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. NEW BUSINESS: • 1) CONSIDER RELEASE OF LIENS FOR CERTAIN DESCRIBED PROPERTIES LOCATED IN WELD COUNTY CHAMBERS TRACTS SUBDIVISION WATER AND SEWER LOCAL IMPROVEMENT DISTRICT NO. 2003-1: Barbara Connolly, Controller, stated this is a subdivision that has had an assessment against it, and one of the lot owners has chosen to pay the assessment in full and have their lien released. The motion to release said lien, which was made by Commissioner Kirkmeyer, and seconded by Commissioner Moreno, carried unanimously. • 2) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Ms. Connolly stated this is the annual inventory sent out to all County departments for the purpose of identifying any broken items or equipment in need of replacement. Ms. Connolly recommended to move forward and dispose of, or sell, said equipment. Ms. Connolly stated this equipment is held for municipalities who are in need of such items, instead of disposing, when the situation arises. Commissioner Conway moved to approve said equipment as surplus property and authorize the Controller to sign any necessary documents. The motion was seconded by Commissioner Freeman, and it carried unanimously. • 3) CONSIDER GRANT CLOSEOUT AND FINANCIAL RECONCILIATION FOR 2009 CONGRESSIONAL SELECT GRANT AND AUTHORIZE ELECTRONIC SUBMITTAL: Ron Arndt, Director of the Regional Crime Lab, stated all funds from the Congressional Select grant of $500,000.00, Minutes, March 20, 2017 Page 2 2017-0796 BC0016 awarded seven years ago, have been spent on getting the Crime Lab up and running properly. Commissioner Conway thanked Mr. Arndt for his efforts and diligence, and also extended thanks to Barbara Connolly, Controller, for their collaborative efforts. The motion to approve the closeout and reconciliation of said grant, which was made by Commissioner Conway, and seconded by Commissioner Kirkmeyer, carried unanimously. • 4) CONSIDER INSTALLATION OF TEMPORARY TRAFFIC CONTROL DEVICES ON VARIOUS COUNTY ROADS: Janet Lundquist, Department of Public Works, stated these temporary speed limit signs will slow down traffic during construction. The motion to approve said temporary speed limit signs, which was made by Commissioner Freeman, and seconded by Commissioner Kirkmeyer, carried unanimously • 5) CONSIDER TEMPORARY CLOSURE OF CR 69 BETWEEN U.S. HIGHWAY 34 AND CR 380: Ms. Lundquist stated this closure is from April 3, 2017, through April 21, 2017, for a bridge repair and replacement of a culvert. Commissioner Conway moved to approve said temporary road closure. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. • 6) CONSIDER TEMPORARY CLOSURE OF CR 44 BETWEEN CRS 37 AND 39: Ms. Lundquist stated the closure is from April 10, 2017, through April 21, 2017, for replacement of two culverts. Commissioner Freeman moved to approve said temporary road closure. The motion was seconded by Commissioner Moreno, and it carried unanimously. • 7) CONSIDER RENEWAL APPLICATION FOR HOTEL AND RESTAURANT LIQUOR LICENSE AND AUTHORIZE CHAIR TO SIGN — COLORADO CATTLE COMPANY, LLC, DBA COLORADO CATTLE COMPANY: Frank Haug, Assistant County Attorney, stated the application is a renewal of a liquor license with no existing issues from any county departments. Mr. Haug recommended approval of said liquor license renewal. Tom Carr, Managing Member of Colorado Cattle Company, LLC, commented on his great relationship with the Sheriff's Office, and stated that there have never been any problems in the past. The motion to approve said renewal application, which was made by Commissioner Conway, and seconded by Commissioner Kirkmeyer, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
