Peer group control has worked extremely well in past Sanctuary events including the run -walk events in 2015 & 2016. 17. Identify the plans for sound control and sound amplification, if any, including number, location, and power of amplifiers and speakers: Entertainment, as well as awards ceremony Public Address systems will be used on Sanctuary property - however, their level and location will not be an issue with the Sanctuary's location in open farmland, and having 720 acres belonging to the sanctuary. 18. Ms. Gesick, Assistant County Attorney Frank Haug, and myself reviewed your application, and I think we are close to wrapping it up. There are just a couple of things we'd need to finalize it. One item we are requesting is a brief email detailing your security plan. It is not necessary to issue security uniforms to your staff and volunteers; security needs to be easily identifiable as such, and a range of examples including t -shirts, your daily standard issue attire, or the bright -orange safety uniforms you spoke of is more than sufficient. Similar to the other letters that you included in your applications, please submit your security plan of staff and volunteers, identified as such, in writing (email works well). We will need to know how many folks will be helping, where they well be stationed (or if they are mobile), who will be in charge of the security team, and how they will be identifiable. Also, additional EMT's are not required for the race occurring June 3, 2017. Upon speaking with Cassandra, she said that she would need to confirm whether or not EMT services were contracted for the other events. After speaking with the County Attorney's Office, what we'd like is for you to get a referral from the Ambulance District, Fire District, and Law Enforcement District (email is fine). Rather than contracting additional dates to have an ambulance on scene, you can contact the above districts. What we need is just documentation that they are aware of each of the event, and don't foresee issues regarding public safety or response time for the events. We will also coordinate with our Office of Emergency Management director, Roy Rudisill, Then we will add their referrals to your application packet and present them to the Board on the morning of the hearing. The Wild Animal Sanctuary is truly a great attraction in Weld County, and your record of operating without incident is commendable. The security plan, and references from the Ambulance District, Fire District, and Law Enforcement District, help us document how public safety is being addressed for the events, so we appreciate you providing those. Please let me know if you have any further questions or concerns. 4. Two (2) persons trained in emergency medical technology for the first three hundred fifty (350) persons and one (1) for every three hundred fifty (350) persons after that, together with at least one (1) emergency ambulance available for use at all times. An enclosed structure where treatment may be rendered shall also be provided. Proof of insurance for the company providing standby emergency medical services shall be included for review by the Board of County Commissioners. Said proof of insurance shall indemnify and hold harmless the County or any of its agents, officers, servants and employees from any liability or causes of action which might arise by reason of granting the permit. 10. Adequate security to control any disturbances which might occur. As a minimum requirement, the applicant shall provide security guards at the rate of two (2) for every three hundred fifty (350) persons attending the assembly. For security within and among the assembled people, at least five (5) security guards shall be provided, or in the alternative, an adequate plan of peer group control may be used. There were two points that were rejected on our application — one having to do with EMT personnel — and the other with security. Cassandra was told we had to provide far more EMT medical help for our run/walk event than we have in the past, which would end up costing the Sanctuary significant money. We've put on this event for years now, and have always had both Hudson Fire and Southeast Weld (Keenesburg) Fire and Medical there, and there has never been an issue. I think the worst thing they have ever run into was a twisted ankle. In any case, there has always been far more medical personnel on site than was ever needed, so requiring the Sanctuary to suddenly increase their numbers seems unreasonable. Also, the other item that seems to be at issue is official uniforms for the security personnel, as Cassandra was told we needed to issue security uniforms to our staff and volunteers that would be at the event. We currently wear incredibly -bright safety orange uniforms as our daily standard issue attire, so it is very obvious to the participants — which are active supporters of the Sanctuary and very responsible people —that we are the official operators of the event and have the authority to address any issue that arises. Again, in the many years of hosting this and other events, we have never had any sort of security issue or even any kind of conflict that warranted intervention or attention, so going beyond our normal attire to purchase and issue official "security" shirts would also be unreasonable. I understand the code, and how there are standard requirements for events, but given the Commissioners have approved our permit numerous times with the same verbiage and conditions as we submitted this year, it would seem odd to suddenly have to go to these new lengths to be approved. 2 Thank you again for your help, and I hope we can resolve these items in an easy and reasonable manner. I apologize for the differences and subsequent confusion, as the event list with the higher numbers was originally made for our annual insurance renewal process. Whenever listing events for insurance purposes we try to embellish attendance numbers greatly to ensure we have adequate coverage for the events without having to worry that our insurance wouldn't cover an incident due to a technicality relating to under estimating attendance. When Cassandra obtained the event list from me, I forgot to mention to her the numbers listed were far greater than what we actually expected. However, for the purpose of the permit application with the County, we would be glad to amend our application to reflect the same numbers as we had turned into the insurance company... or we can revise the event list to reflect what we actually expect. With two of the events never having been held before (Earth Day & Wheels for Wildlife), we simply estimated extremely high with the hope we would reach those numbers in attendance within a few years - if the events become successful. I went back through the numbers and came up with a more realistic total of 6,900... but again, that reflects some historical values for events we've had for many years, and absolute guesses for those that are new this year. If the County wishes to have the worst -case scenario — or highest estimated totals — we can simply change the application to mirror the event list with the higher values. If you can give us an idea what would suit you or the Commissioners better, we would be happy to amend one or the other. Again, I apologize for the confusion, as we didn't mean to submit conflicting values. (TA) #3 says 299 for each dinner, then #4 states they are selling 1196 tickets for Dinners. Numbers do not match. (TA) #14 indicates possible camping will occur. Camping shall not exceed 1 week in time (per camping definition, see 23-1-90). Campers shall be self-contained. County planning approved Sanctuary's use by special review and has record of our 10 acre parking lot and its capacity — which exceeds any of the proposed events. 3. This area is not in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency Management Agency (FEMA). County planning already reviewed Sanctuary's site during use by special review and knows it is not in a SFHA area. 4. The applicant has submitted an acceptable Traffic Control Plan (TCP) prepared by a certified Traffic Control Supervisor (TCS) for past events.
