HomeMy WebLinkAbout20174162RESOLUTION RE: APPROVE MEMORANDUM OF AGREEMENT FOR FOSTER AND ADOPTIVE FAMILY REQUIREMENTS AND AUTHORIZE CHAIR TO SIGN - PROJECT 1.27 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Agreement for Foster and Adoptive Family Requirements between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and Project 1.27, commencing November 1, 2017, and ending October 31, 2018, with further terms and conditions being as stated in said memorandum of agreement, and WHEREAS, after review, the Board deems it advisable to approve said memorandum of agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Agreement for Foster and Adoptive Family Requirements between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and Project 1.27 be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said memorandum of agreement. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 13th day of December, A.D., 2017, nunc pro tunc November 1, 2017. Request Board Approval of the Department's Memorandums of Agreement (MOA) for Foster and Adoptive Family Requirements with Project 1.27. This agreement is to establish the requirements for the precertification process for foster and/or adoptive families. Project 1.27's application and training program are designed to qualify families to provide foster care or adoption services. Cozad, Chair Mike Freeman Barbara Kirkmeyer Steve Moreno, Pro -Tern `'aft3 Approve Recommendation Work Session Schedule Other/Comments: 2017-4162 1--I ROO 8" 8' Pass -Around Memorandum; November 17, 2017 — CMS 1524 Page 1 MEMORANDUM OF AGREEMENT for FOSTER AND ADOPTIVE FAMILY REQUIREMENTS Between Project 1.27 and Weld County This agreement is to establish the requirements of the precertification process for foster/adoptive families with the Project 1.27 foster and adoption ministry and the above named agency. Project 1.27's application and training program are designed to qualify families to provide foster care services and/or adopt legally -free children. The information in this agreement will be made available to applicable county workers and Project 1.27 families. Parties agree to: 1. Orientations: For the purposes of standardized foster and adoption qualification, it is agreed that Project 1.27 Foster and Adoptive Parent Orientations meets all requirements of the State and the Agency. 2. Foster and Adoptive Parent Training: In compliance with the Colorado Child Welfare Practice Handbook, all competencies for foster and adoptive parent certification will be met. At a minimum, each Project 1.27 family will complete the following training prior to endorsement by Project 1.27 and certification by the Agency: Hours 1) Project 1.27 Foster/ Adoptive Parent Orientation 2.0 2) Foster Parent Core Curriculum 12.0 3) Project 1.27 Core Curriculum 12.0 4) Foster/Adoption Support Team Training 4.0 5) CPR/First Aid 8.0 Total 38.0 Project 1.27 training will be conducted in a church host facility and may also be monitored by the Agency. This training qualifies and meets all requirements of the State of Colorado and said agency for the purpose of foster care certification and the adoption of legally free children. 3, Family's Transition to the Agency: The Project 1.27 office will assemble packets that include the application material and training certificates and endorse the packet's completeness with a letter on Project 1.27 letterhead. Families without this letter will not be recognized as a Project 1.27 family. Project 1.27 families will then submit their packets to their respective agency with the intent of a 6 month commitment to that agency after their Home Study is completed. After this time, if not satisfied, the family may elect to transfer their paperwork to a Colorado county or to a CPA with the full cooperation of the original agency. 4. Home Study Charyies: Project 1.27 families will not be charged for their home studies when performed by the agency or an independent contractor retained by the agency. If a Project 1.27 family requests that their home study be transferred to another agency prior to the original agency's contractual time frame, the Project 1.27 family may be required to pay for the home study. 5. Child Placement Process: An approved home study does not guarantee placement of a specific child or any child. The goal of the Agency is to make the best match for each child. That decision is made by the DHS Agency staff, attorneys and ultimately, the Court. 6. Information Sharing: It is agreed that Project 1.27 families and our staff can share limited case information in the process of recruitment and providing on -going support. 7. This Memorandum of Agreement shall be effective November 1, 2017, and shall expire October 31, 2018.
