WELD COUNTY, COLORADO
JANUARY 9, 1975
Seventh Regular Meeting

The Home Rule Charter Commission of Weld County, Colorado, met in session in full
conformity with the law and by-laws of said Commission at the meeting room of the
Weld County Health Department Building, Greeley, Colorado, on Thursday, January 9,
1975, at the hour of 7:30 P.M.
INVOCATION: Father Tom McCormick, Director of Catholic Community Services opened the meeting
with the invocation.
ROLL CALL: The meeting was called to order by the Chairman J. L. Johnson, and 19 of the 21
members were present, constituting a quorum of the members thereof. Those present
were:

Also present was the Legal Counsel for the Home Rule Charter Commission,
Mr. William West.
MINUTES: The minutes were submitted by mail in rough draft. There were no corrections or
additions. Mr. Anderson, made amàtion that the minutes be accepted as mailed. Mr.
Brown seconded the motion. Motion carried.
GUESTS: DR. RICHARD CRIPE, DIRECTOR OF WELD MENTAL HEALTH CENTER: Dr. Cripe explained his
office and position. He answered questions from the Charter Commission members.
MR. CHARLES SMITH„PRESIDENT OF THE WELD MENTAL HEALTH CENTER BOARD: Mr. Charles
Smith did not attend.
COMMITTEE REPORTS:
PRELIMINARY REPORT, HEALTH COMMITTEE - Mrs. Nancy Clark, Chairman.
Committee members: Mr. Fahrenbruch, Mr. Brown, Mr. Bain, Mr. Martin.
Mrs. 'Clark gave'a report on"the Weld Mental Health Center, Inc. , the Coroner's
Office, and the Ambulance Service.
Mr. Martin gave his report on the Public Hearing held on Monday, January 6, 1975.
Mr. Brown gave a report on the Weld County Health Department.
Mr. Bain gave a report on the Weld County General Hospital.
Mrs. Clark made a motion to accept the report of the Health Committee as presented,
with the right to make corrections and/or additions. Mr. Weigand seconded the motion.
Motion carried.
GUESTS: MR. S. LEE SHEHEE, COUNTY CLERK AND RECORDER: Mr. Shehee spoke on the functions
of the many different departments under his direction. He answered questions from
the Charter Commission members.
CONTINUE MEETING: Being 10:00 P.M. , Mr. Bain made a motion to continue the meeting. Mr. Dunbar
seconded the motion. There was a roll call vote.
Mr. Southard and Mr. Bowles voted No. Motion carried.
GENERAL DISCUSSION:
PUBLIC RELATIONS COMMITTEE: Mrs. Clark explained that many letters had been sent to the
news media informing them of our meetings and asking them if they were interested in
receiving copies of our minutes and other reports.
Mr. Waldo made a-motion to send information to the people who requested it. Mr. Martin
seconded the motion. Motion carried.
SAFETY COMMITTEE: Mr. Brooks, Chairman, stated that a meeting had been set up for
the 14th of January at 7:15 in the Commissioners' meeting room. To be present at this
meeting are: Judge Donald A. Carpenter and Judge Hugh Arnold of the District Court;
and Judge Willis Culp of the County Court. Also, Mr. Robert N. Miller, District
Attorney.
COUNTY SERVICES: Mr. Lesh said his committee has a meeting set up for Saturday,
January 11, 1975.
DRAFTING COMMITTEE: Chairman Johnson suggested to Mr. Bain that the preamble be
• started for the Charter. It is to be ready by the first meeting in March.
Mr. Carlson made a motion to adjourn. Mr. Bain seconded the motion. Motion carried.
The meeting was adjourned at 10:45 P.M.
