We are working on an application to build a second dwelling on my mothers property so that I can care for her elderly
parents who are now living with her, Her name is Leslie Hansen (or Leslie Glynn). Her property is located on Antelope Hill
near WCR 70 & WCR 23. The address is 33766 Cliff Rd, Windsor 60550. Part of the Weld County application process
requires that we obtain a written letter from the Town of Windsor specifically addressing the Coordinated Planning
Agreement & any stipulations or concerns. Kim Ogle with Weld County Planning told us that we should talk with you. Is

Section 23-12- 30. Drainage Policy
F. Exceptions.
1. Exceptions to stormwater detention shall not jeopardize the public health, safety, and
welfare of public and private property and shall be limited to the following:
a. No stormwater detention will be required for sites that meet any of the
following conditions.
Requirements of the Municipal Separate Storm Sewer System (MS4) areas remain
applicable.
3) 4 second dwelling permit in the A (Agricultural) Zone District,
Water from North Weld County Water District enters the property near the driveway entrance
at the NW corner of the property. Driveway is accessed from a cul-de-sac at the top of Antelope
Hill. Water flows SSW along the driveway at the top of the hill into the NE corner of the home.
Water exits the home on a south facing downward slope into a septic system on the south east
corner of the home. Due to the home sitting at the top of the hill, there have been no previous
drainage problems on the property.
