WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Sheriff ' s Department has requested authorization to submit a request for L.E.A.A funds for a three (3) year matching grant for a classification system for the Weld County Sheriff 's Department, and WHEREAS, said system would allocate inmates of the Weld County Jail to spaces in the jail according to their needs , thus encouraging the safety and well-being of all prisoners and WHEREAS, the cost of the grant would be $59 ,222 .00 of which $2 , 961. 00 would be Weld County ' s share for the first year. The grant monies would pay for the salaries of four (4) employees and office equipment, and WHEREAS, after careful consideration of the matter, the Board of County Commissioners deems it advisable and in the best interests of Weld County to authorize the Weld County Sheriff to submit the request for said funds . NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado , that the Weld County Sheriff is hereby authorized to submit the request for L.E.A.A. funds for a three (3) year matching grant for a classification system of inmates of the Weld County Jail , and futher that the Chairman of the Board is hereby authorized to sign said request. Standard Grant Conditions: - The applicant hereby assures and certifies that he/she will comply with all federal and state regulations, policies, guidelines and requirements, including but not limited to OMB Circulars Nos. A-87, A-95 and A-102, as they relate to the application, acceptance and use of federal funds for this federally assisted project. The applicant further understands and agrees that any grant received, directly or through its state law enforcement planning agency (designated under P. L. 90-351, as amended) as a result of this application, shall be subject to and incorporate the grant conditions set forth in the Statement of Grant Award (DCJ Form 9) and contained in the LEAA Guideline Manual, "Financial Management for Planning and Action Grants" and in the Division of Criminal Justice Financial Guide. L. 90-351:as amended. A notice to this effect shall appear in all subgrants and other arrangements for implementation of this project. Special Conditions In addition to the general conditions and conditions applicable to fiscal administration to which this grant is subject, it is also conditioned upon and subject to compliance with the following special conditions: DUE Form S State of Colorado APPLICATION FOR LEAA FUNDS Division of Criminal Justice Page 2 — GRANT CONDITIONS (1) Requests fur Proposal (REP) or invitations for bid issued by the grantee or a subgrantee to implement the giant or sulk grant project are to provide notice of prospective bidders that the LEAA organizational conflict of interest provision is applicable in that contractors that develop or draft specifications, requirements, statements of work and/or RFPs for a proposed procurement shall be excluded from bidding or submitting a proposal to compete for the award of such procure- ment. (LEAA Guideline Manual M7100.1A,Chapter 3, Paragraph 49e.) (21 It is the policy of the Law Enforcement Assistance Administration that the locations of meetings for LEAA-funded projects be determined on a cost/benefit basis. That is, meeting sites selected by grantees or recommended by contractors should represent those most cost advantageous not only to LEAA hut also to those state and local agencies which support our efforts by releasing employees from duty in order that they may participate in project activities. (a) In selecting or recommending sites for project meetings, grantees and contractors should use the official duty station or participants as the basis for identifying an optimal location in terms of travel and per diem costs. This is not to say that all meetings must be held at the same location. As a general rule, however, average costs for all meetings during the project period should approximate the costs of meetings conducted at such an optimal-location. (b) In instances where meeting sites are predetermined by the nature of the project or where it can be specifically shown that significant program benefits will be derived from selection of a particular location despite some additional cost, the general rule may be infrequently waived by the government project monitor with the concurrence of the respon- sible office head. (c) As a general rule, locations which reasonable persons would refer to as "resort areas"will not be selected for LEAA- funded gatherings, except where all participants reside within the specific geographic area and the site can be proved to be most cost-advantageous to the government. e. Environmental Impact Applicant hereby declares that no significant environmental impact, as defined by the National Environmental Policy Act of 1969 and LEAA Guidelines, may result from implementation of this program. Further, the applicant hereby declares that implementation of this program will have no adverse effect on properties listed in the National Register of Historic Places. Where this Declaration cannot be made, the applicant must attach an Environmental Impact Analysis and proceed in accord- ance with OMB Circular A-95 clearance procedures and appropriate LEAA Guidelines. f. Part E Funding If Part E funding is requested, the applicant agrees to all Part E assurances as set forth in the State Comprehensive Criminal Justice Plan. g. Clean Air Act — Federal Water Pollution Act The Clean Air Act, USC 1957 et, seq., as amended, by P. L. 91-604;and Executive Order 11602, require that grants, suhgrants or contracts will not be made to parties convicted of any offense under the Federal Water Pollution Control Act. Whoever embezzles, willfully misapplies, steals or obtains by fraud or endeavors to embezzle, willfully misapply, steal or obtain by fraud any funds, assets or property which are the subject of a grant or contract or other form of assistance pursuant to this title, whether receives, conceals or retains such funds, assets or property with intent to convert such funds, assets or property have been embezzled, willfully misapplied, stolen or obtained by fraud, shall be fined not more than $10,000 or imprisoned for not more than five years or both. . It must be accompanied by a separate narrative (page 4 of the application) which provides justification and details the basis for deter- mining the cost of the items included in each budget category. The budget must cover the entire project period. The budget form has separate columns to show total cost, category costs (total line items in that category)and the total project cost. a. Personnel - (1) Salaries: List each position by title (and name of employee if available);if two individuals have the same title, list it twice. Show the annual salary rate for the employee and the percentage of time to be devoted to the project by the employee. Budgets should take into account time needed to acquire new staff and changing demands for personnel during the course of the project. (2) Employee Benefits: Indicate each type of benefit included and the total cost allowable to employees assigned to the project. b. Supplies and Other Operating Expenses List items within this category by major type (e.g., office supplies, training materials, research forms, telephone, tuition. postage, etc.) and show the basis for computation (i.e., "X" dollars per month for office supplies, "V"dollars per person for training materials, telephone-base charge plus long distance at "Z"dollars per month, etc.). This category should include all items costing$100 or more and having a useful life of one year or more and items of a specialized nature, such as calculators, which may cost less than $100 but must be inventoried. All equipment must be purchased through competitive bid or established purchasing procedures. e. Construction Contracts _ Indicate the type of services to be performed and the estimated contract price. Further contract cost data must be supplied in the budget narrative. Construction items must be matched at 50 percent, except for projects using Part E funds. Remodeling of an existing facility should also be included in this category. Minor remodeling requires the same match as the rest of the proposal. Rates for individual professional services cannot exceed $16.87 per hour or $135 per eight-hour day. This is a maximum rate and should not be considered a normative rate. g. Total Project Costs The "Total Project Cost"is the sum of the "Category Totals." h. Total Percent by Source In this section, the applicant should indicate how much of the total project costs in item "g"above are federal, subgrantee match,buy-in or other funds. The ratios for three years of funding are as follows: Federal Match Year One 90% 10% Year Two 75% 25% Year Three 50% 50% Year Four 100% See Part I of the Grant Guide for an explanation of matching funds and consult your regional planner to determine if buy-in or other matching funds are available for your project The federal amount cannot exceed the limits shown above. See item "e" above for an explanation of matching requirements for construction grants. The match categories must total 100 percent. For example, if the federal amount is 90 percent, the buy-in is five percent, then the subgrantee match must be five percent. The "Other"category refers to match appropriated by the legislature for local projects, such as community corrections. The total in item "h"should always equal the total project cost in item "g" 30. Budget A'arrative: The applicant must provide a justification and explanation of the budget items on page 4. If continuation pages are necessary, these should be numbered 30-1, 30-2, et cetera. The budget narrative should use the same category subheadings as used on page 4 (e.g., a. Personnel,b. Supplies and Other Operating Expenses, etc.). The budget narrative should contain the criteria used to compute budget figures. All budget figures should be justified and explained clearly so as to be easily understood. The budget narrative should show the relationship between category amount and proposed project operations. For example, if this were a training project, explanation of the professional services budget category amount Should include an explanation of the need for consultants to provide training. Project income should be clearly identified, estimated and explained in all budget categories. Project income is earnings by the subgrantee realized from grant supported activities. Such earnings excludes interest income and may include, but is not limited to, income from services fees, sale of commodities, usage or rental fees, sale of assets purchased with grant funds and royalties on patents and copyrights. These funds must be used for project purposes or to reduce the amount of the federal award. Project income is subject to the same guidelines and restrictions as grant funds. Use of project income for costs not included in the approved project budget must be approved by the Division of Criminal Justice. The following is specific information required for specific budget categories: a. Personnel Explain how the salary rate for each position was determined. Provide evidence to show that the proposed salary is one which is paid for equivalent positions and employee qualifications in your area. Include the qualifications required for each position and a specific job description. If salaries are increased from one project year to the next indicate the percentage increases for each position and justify. h. Supplies and Operating Explain how the costs were determined and justify the need for the various line items. c. Travel Explain the relationship of each cost item to the project, (e.g., if conference expenses are requested, explain the topic of the conference and its relationship to the project). Provide justification that purchase is more reason- able than rental or leasing of the equipment. e. Construction Contracts Further contract cost data must be supplied which includes, but is not limited to, at least three competitive bids (itemized in detail) and drawings or blueprints of the proposed construction. The Division of Criminal Justice will decide if proposed expenditures of less than$5,000 constitute remodeling or construction;for expenditures in excess of$5,000, L EAA will make the determination. /. Professional Services Explain why proposed consultant services cannot or should not be provided by project staff. Explain how the rate was deter- mined. For each consulting organization, indicate the number of people to be assigned to the project, number of hours per person per day to be spent on the project, and a breakdown of the contract price by major cost item. Effectiveness measures are used to indicate the degree to which the project is successful in achieving the ultimate goal. The following are examples of effectiveness measures for the objectives listed as examples.in item 42: Pre- and post-scores on the community relations skills inventory; subjective assessment by supervisors of those receiving training, analysis of citizen complaints received before and after training. (2) Efficiency measures: Efficiency, or process measures, assess internal project operations or activities. Efficiency measures indicate how well a project operated. The following is an example of an efficiency measure for the objectives listed as examples in item 42: Number of law enforcement personnel receiving community relations training. d. Data Needs The following two factors must be addressed in developing data needs: - (1) Data requirements. Identify the specific data needed to perform the evaluation, including operational definitions of the data elements and sources of data. The data elements that are required for a starting point for the evaluation must he defined. These facts or figures (referred to as baseline data) would describe the present or existing conditions in the area the project is intending to affect. Your project's progress will be measured against this baseline data. In the absence of suit- able baseline data, the applicant must provide a plan which outlines both the method and time schedule for collecting it. Minimum data needs required for evaluation are outlined in Part II of the Grant Guide. The following are examples of data needs for measures listed above in item 44.c.: Number of law enforcement personnel in the department. number receiving community relations training; pre- and post-scores (median and mean) on the community relations skills inventory, number of citizen complaints during the past six months and six months after the training. (2) Reporting systems: The applicant must address how the data will be collected to support the evaluation design. Answers should be provided to such questions as: Who will collect the data? How will it be collected? What will be the source of the data (e.g., police or court agency)? What forms are necessary for data collection purposes (e.g., an "intake" form will be used to record demographic data on all clients)? e. Methods of Analysis Each project applicant must present a data analysis plan. The analysis plan should summarize how the evaluation measures will be calculated to determine project results. Answers should he provided to such questions as: With what data and using what statistical method will each of the objectives be measured? How will the measures be calculated for project evaluation? How will qualitative factors be measured and analyzed?Who will be responsible for the analysis? The following are examples of methods of analysis for the evaluation measures and data needs listed as examples above: Number of personnel provided training divided by the number in the department equals percentage of efficiency; post-test scores minus pretest scores equals change due to training. 45. Evaluation of Past Progress for Continuation Applications: If this is a continuation project, a detailed evaluation of past activities must accompany the application. This narrative must address, in detail,.the extent to which each of the project's goals and/or objectives were met, with supporting data included. If a specific objective was not achieved, or only partially achieved, an explan- ation must be provided. Piojects applying for third-year funding should provide accumulative evaluation of past progress for the pi evious two ye=ars of funding.
