RE: RATIFICATION OF JOYCE SMOCK TO BOARD OF TRUSTEES OF HIGH PLAINS
LIBRARY DISTRICT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the High Plains Library District was created by action of eight "Establishing
Bodies", namely, the Town of Ault, the Town of Eaton, the City of Evans, the City of Fort Lupton,
the City of Greeley, the Town of Hudson, the RE -8 School District Board of Education, and the
Weld County Board of County Commissioners, all of the State of Colorado, and
WHEREAS, the High Plains Library District Board of Trustees is comprised of seven trustee
seats, one of which is currently up for replacement, and
WHEREAS, Section 24-90-108(2)(c), C.R.S., provides that the Establishing Bodies have
authority to ratify trustees recommended for appointment to the High Plains Library Board of
Trustees, and
WHEREAS, pursuant to Section 24-90-108(2)(c), C.R.S., recommendation of replacement
library trustees must be made by a committee held for that purpose, and
WHEREAS, pursuant to that Joint Motion and Stipulation to Approve Settlement and
Dismiss Remaining Claims entered into by the Establishing Bodies and ordered by the Court in
Weld County District Court Case No. 2014 CV 30358, a trustee selection committee (the
"Committee") met on October 13, 2017, to interview trustee candidates, and
WHEREAS, on October 13, 2017, the Committee voted by majority vote to recommend
Joyce Smock, for appointment to the High Plains Library District Board of Trustees with a four-year
term (2018-2021), for the Region specified below:
REGION 6: New Raymer, Kersey, Grover, Galeton, Briggsdale, Buckingham, Keota,
Masters, Deerfield, Barnesville, Hardin, N -County Line, S-CR52, E -County Line, W-CR45
WHEREAS, the above -named individual is qualified to serve as a trustee on the High
Plains Library District Board of Trustees and represent adequately the various interests within the
High Plains Library District.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the appointment of Joyce Smock to said Board of Trustees, with a term to
expire December 31, 2021, be, and hereby is, ratified.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of October, A.D., 2017.

Dear Commissioner Cozad:
We wish to thank the Weld County Board of Commissioners for participating with us in the process to
select a new trustee for Region 6 of the High Plains Library District. Your delegate was Mike Freeman.
The Selection Committee, in a meeting held on October 13, 2017, has nominated Joyce Smock, of
Grover, for a 4 -year term, 2018-2021. Attached is a copy of her application.
The next step is for each of the Establishing Body boards to ratify the nominee. Each Establishing Body
board must ratify the nominee by a 2/3 supermajority vote. Further, the nominations must be ratified
unanimously by all eight of the Establishing Bodies.
To assist in this process, a sample resolution is provided. You are encouraged to consider the
resolution as soon as possible so the Library District is not without full representation on the Board. A
copy of your resolution should be sent to me at the High Plains Library District, 2650 W 29th Street,
Greeley, CO, 80631, once acted upon by your Board. Any governmental unit which does not respond
to the request to ratify within sixty (60) days is deemed to have assented to the appointment of the
nominee.

Dear Mr. Brewer
I learned of a trustee opening on the High Plains Library District Board from an article in the Lost Creek
Guide. Since I am a resident of Region 6, I would like to apply for the open trustee position. My
application for that position is enclosed.
As I have lived in northeastern Weld County all my life, I believe I could represent the outlying areas that
may be sparsely populated, but still deserve representation and need access to the services provided by
the Library District. Having served on the County Council, the Planning Commission, and (currently) the
Health Board, I am aware of the leadership necessary to continue to move Weld County boards in a
progressive direction and complete the jobs they were set out to do.
My background is in education having taught business subjects and sponsoring the Future Business
Leaders of America at Pine Bluffs High School in Pine Bluffs, WY for 33 years. Currently I am retired but
still enjoy being involved in organizations and education.
