RE: CREATION OF HONE RULE CHARTER AMENDMENT STUDY COMMITTEE.
WHEREAS , pursuant to the statutes of the State of Colorado,
and Article III of the Weld County Home Rule Charter, the Board
of County Commissioners of Weld County, Colorado, are vested
with the duties of administering the affairs of Weld County,
Colorado, and
WHEREAS, requests have been made to the Board of County
Commissioners of Weld County, Colorado, that a Weld County Home
Rule Charter Amendment Study Committee be created to review the
Weld County Home Rule Charter and to determine whether or not
any amendments thereto would be appropriate in order to provide
better government by the citizens of Weld County, Colorado, and
WHEREAS, in the opinion of the Board of County Commissioners
of Weld County, Colorado, it would be beneficial to establish a
Weld County Home Rule Charter Study Committee for the purpose
of studying the Weld County Home Rule Charter and making recom-
mendations to the Board of County Commissioners of Weld County,
Colorado, of any revisions or amendments to the Weld County Home
Rule Charter which, in the opinion of said Committee, would be
beneficial to the citizens of Weld County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that there be and there
hereby is established a Committee to be known as the Weld County
Home Rule Charter Study Committee, whose duties shall be to
study the Weld County Home Rule Charter and make recommendations
to the Board of County Commissioners of Weld County, Colorado of
any needed amendments or revisions to said Charter so that ap-
propriate action may be taken prior to the general election to
be held in November of 1978.
Said Committee shall be comprised of nine (9) members, one
member to be appointed from each of the six (6) geographical
districts of Weld County, Colorado, and three (3) members to be
appointed at large. Membership on said Committee shall be by
appointment by the Weld County Board of Commissioners , and the

Weld County Attorney is hereby directed to act as counsel to
said Committee. The Weld County Home Rule Charter Study Com-
mittee shall make their own rules as to the times and dates
and places of meetings and shall elect from its membership
a chairman who shall sign all recommendations to the Board of
County Commissioners of Weld County, Colorado.
The above and foregoing Resolution was, on motion duly
made and seconded, adopted by the following vote on the 9th
day of February, A. D. , 1977.
The above and foregoing Resolution was read into the record
and signed on the 23rd day of February, A.D. , 1977.

Dear Ms. Steinmark:
I would like to take this opportunity to request the consideration of
you and your fellow commissioners concerning my desire to be appointed
to the committee which will evaluate, review, and possibly suggest
revisions on the Home Rule Charter.
As a life-time resident of Weld County, my interest in its welfare and
in its progress is paramount. I have maintained an active interest in
local, state, and national politics for a number of years, and, due to
my current occupation, I am now ab)e to devote myself nearly full time
towards the progress of those governments. I feel that we in weld
County have a unique opportunity to demonstrate to the rest of the state,
and ever the nation, the virtuous aspects of county home rule, and that
those aspects can and will work efficiently.
But, as in so many of the rules and regulations set down by us, these
codes occasionally need to be evaluated to measure their performance
and their efficiency; to see if they are doing the job for which they
were initially designed.
Thank you in advance for your time and consideration concerning my
possible appointment, and I look forward to the possibility of working
with the Board of Commissioners and 1r. Thomas David, County .Attorney.
