BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
April 12, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 12, 2017, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Julie A. Cozad, Chair — (arrived at 9:10 a.m.)

el MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of April 10, 2017, as printed. Commissioner Freeman seconded the motion,
and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
Ei PUBLIC INPUT: No public input was given.
• COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer stated she will be
testifying on the Oil and Gas Bill in the Senate today. Commissioner Moreno stated he attended the
Success Foundation, which addressed the use of technology within the Greeley -Evans School District 6.
He also attended the State of Greeley Address and stated there are a lot of good things happening in the
local area. e(Clerk's Note: Chair Cozad included her coordinator report at the end of the meeting.)
Chair Cozad stated she was recognized at the event for Women of Distinction this morning, which was
why she was not present at the start of the meeting. She acknowledged Carolyn Gattis as being honored
with the title "Volunteer of the Year", and stated Rhonda Welsh was also honored. She stated she, Jody
Freeman, Tina Powell were all nominated for the Government category, where Ms. Freeman won the
award. Chair Cozad expressed feeling honored for the nomination. Next she reported on the Criminal
Justice Advisory Committee (CJAC) meeting, and explained that the new position responsible for court

date assignment, in the Department of Justice Services, has been performing a pilot program on making
contact with citizens as a reminder of their upcoming court appearances. This initial report from the pilot
program indicates the appearance rate for court has increased to about 90%. The report also indicated
a drop to the 70% range when contact is not made. Chair Cozad further mentioned part of the no-show
situation is due to on -duty patrol officers not noting a good phone number for the citizen. Another
attributing factor to the no-show situation is only one attempt to make contact is made. She noted the
increased appearance rate will help in the jail population, since less citizens will be held for failures to
appear. Lastly, she mentioned speaking with Dianna Campbell, Department of Justice Services, and
learned people from Friday court hearings approved for Work Release becacuse of staffing issues, stay
in the jail and wait for transfer to Work Release until Monday mornings. Chair Cozad finished with the
comment of this being a huge housing cost for the County, and stated discussions for earlier
transportation on Saturdays are to come.
BIDS:
• 1) APPROVE BID #B1700068, VALT SYSTEM FOR SHERIFF'S OFFICE INTERVIEW ROOMS -
DEPARTMENT OF INFORMATION OF TECHNOLOGY: Ryan Rose, Director of the Department of
Information Technology, stated one bid was received and staff recommends approval for the bid from
Intelligent Video Solutions (IVS) in the amount of $74,507.00. Commissioner Kirkmeyer moved to
approve staff recommendation. The motion was seconded by Commissioner Freeman, and it carried
unanimously.
• 2) PRESENT BID #B1700082, EMC STORAGE AND LICENSING - DEPARTMENT OF
INFORMATION TECHNOLOGY: Mr. Rose stated staff received bids from four (4) vendors, and will bring
back a recommendation on April 26, 2017.
• 3) PRESENT BID #61700084, CISCO ACCESS POINTS - DEPARTMENT OF INFORMATION
TECHNOLOGY: Mr. Rose stated staff received bids from eleven (11) vendors, and will bring back a
recommendation on April 26, 2017.
el 4) PRESENT BID #B1700069, QUAD AXLE TANK TRAILER WITH DUST PALLIATIVE SPRAY
SYSTEM - DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, stated
staff received a single bid and will review and bring back a recommendation on April 26, 2017.
NEW BUSINESS:
1) CONSIDER INSTALLATION OF TRAFFIC REGULATORY SIGNS ON CR 14.5 BETWEEN CRS
7 AND 9: Janet Lundquist, Department of Public Works, stated a speed reduction request was received
from a citizen, and a traffic count determined that 85% of the drivers in the area are driving 30 MPH. She
stated 30 MPH fits within the area, because it is a residential roadway in a subdivision of homes. She
advised the speed limit is currently 55 MPH because there is no traffic regulatory signs posted currently.
She explained Public Works typically places flags on the new signs to increase awareness of the change.
Ms. Lundquist recommended the installation of a speed limit sign for 30 MPH. Commissioner Freeman
expressed concern over the major change in the speed limit, and stated that if the required speed limit is
too slow then more people may tend to drive faster than the regulated speed limit of 30 MPH; however,
if the traffic study shows most citizens are already driving the speed of 30 MPH, he can support the
change. Ms. Lundquist explained Public Works does not notify the Sheriff's Office of speed limit changes,
but further stated it is the Department of Public Works' responsibility to ensure a safe environment. The
motion to approve said installation of speed regulatory signs, which was made by Commissioner
Kirkmeyer, and seconded by Commissioner Freeman, carried unanimously. (Clerk's Note: Chair Cozad

PLANNING:
1) CONSIDER CANCELLATION AND RELEASE OF COLLATERAL FOR USE BY SPECIAL
REVIEW PERMIT, USR 1662 - NOBLE ENERGY, INC.: Ms. Lundquist stated the roadway was annexed,
in 2010, by the Town of Platteville, and Noble Energy is now requesting release of the collateral for
USR-1662, which was originally accepted in November of 2009, in the amount of $4,940.00. The motion
to approve said cancellation and release of collateral, which was made by Commissioner Freeman, and
seconded by Commissioner Kirkmeyer, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
