HomeMy WebLinkAbout20174137.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO DECEMBER 11, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, December 11, 2017, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly El MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of December 6, 2017, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. Ei CERTIFICATION OF HEARINGS: Commissioner Moreno moved to approve the Certification of Hearings conducted on December 6, 2017, as follows: 1) USR17-0053 — Kerr-McGee Gathering, 2) USR17-0036 — Dusty and Karrie Thomas, and 3) USR17-0048 — DCP Operating Company, LP. Commissioner Conway seconded the motion, which carried unanimously. El AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. El PUBLIC INPUT: Ron Bateman, Front Range Fire Resuce, Fire Chief, extended his gratitude to the Board and to Roy Rudisill, Director of the Office of Emergency Management, for working with an oil and gas company, to donate training or equipment in lieu of a fine. They strategically placed five (5) remote methane detectors around Weld County: one in Southeast Weld Fire Station, Platte Valley Fire Station, Eaton Fire Station, Frederick Fire Station and Front Range Fire Station. He stated the detectors will locate a hazardous environment from a safe vantage point. In response to Chair Cozad, Chief Bateman stated the next Chief's meeting will be in January, 2018, in the Town of Johnstown. I alaa / I-7 Minutes, December 11, 2017 Page 1 2017-4137 BC0016 NEW BUSINESS: 1) CONSIDER CONTRACT ID #1536 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - MAIRA GOMEZ AND ERIC IBARRA: Karin McDougal, Assistant County Attorney, presented the agreement for Foster Care Services for a home in Weld County and the stated rate is based on the child's negotiated needs. Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer and it carried unanimously. 2) CONSIDER AGREEMENT FOR COLORADO OPPORTUNITY SCHOLARSHIP INITIATIVE GRANT AND AUTHORIZE CHAIR TO SIGN: Don Warden, Director of the Department of Finance and Administration, presented the agreement for the Colorado Opportunity Scholarship Initiative Grant, in the amount of $283,744.00, which will be used for the Weld County Bright Futures Program and provide funds to 190 students. He stated they have an agreement with Upstate Colorado to have the money pass -through them. Commissioner Conway thanked Mr. Warden for his hard work on this program and then he moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 3) FINAL READING OF CODE ORDINANCE #2017-08, IN THE MATTER OF REPEALING AND REENACTING WITH AMENDMENTS, CHAPTER 21 AREAS AND ACTIVITIES OF STATE INTEREST, CHAPTER 23 ZONING, CHAPTER 24 SUBDIVISIONS AND CHAPTER 29 BUILDING REGULATIONS, OF THE WELD COUNTY CODE: Commissioner Kirkmeyer moved to read Code Ordinance #2017-08 by title only. The motion was seconded by Commissioner Conway and it carried unanimously. Bruce Barker, County Attorney, read the title for the record. Michelle Martin, Department of Planning Services, presented the modifications to Code Ordinance #2017-08. No public testimony was offered concerning this matter. Commissioner Moreno moved to approve on Final Reading. The motion was seconded by Commissioner Freeman and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2017-08 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
