The permitted uses as shown on the hereon described parcel shall be a single family residence and all uses allowed by right under Section 3.3(B) of the Weld County Zoning Resolution. 2. The sewage disposal system shall conform with all applicable Weld County and State Health standards and regulations. 3. Access shall be limited to the one existing road as shown hereon. Said Access road shall comply with the standards and requirements of the National Fire Protection Association 1231 Sec. B-1-5 Access roadways to water supplies. The access shall be approved by the County Engineer's Department prior to issuance of building permits. On-site fire protection measures shall include either: a. Installation of a fire hydrant within 600 feet of the residence; or b. Installation of a useable cistern with a capacity of at least 3000 gallons of water, if the proposed home is 1200 square feet or less. When the size of the home exceeds the above, the water requirements are determined by the cubic footage (length X width X height,), 5. (2) The facility shall comply with all County and State Health Standards and regulations pertaining to air quality, water quality, noise e mi ssion and sanitary disposal systems. The noise emission shall not exceed 70 dbA at the property line. (3) Upon termination of the operation of the compressor station, all facilities and structures shall be removed to 30" below grade. The site shall be reclaimed to a farmable state. (4) The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. (5) Access shall be limited to the one access off County Road 19 as shown hereon. (6) A buried 6' diameter by 5' high fiberglass tank shall be in- stalled to collect the liquids removed by the scrubber and any other liquid wastes which might be discharged by the compressors. These wastes shall be pumped out and hauled away to any approved disposal site. (7) Sanitary facilities shall consist of a self-contained portable toilet. The waste shall be pumped out and hauled away to an approved disposal site. (8) The Special Use Permit shall be limited to the plans submitted and governed by the development standards stated above and applicable Weld County regulations. Any changes to the plans and/or development standards shall require approval of another Special Use Permit before such changes shall be allowed. A discussion of the Tri-Area opposition took place. No objections to application in audience. RESOLUTION: Be it therefore resolved to recommend to the Board of County Com- missioners approval of this request according to staff recommendations. NW-; of Sec. 22, T2N, R68W SUBJECT: single family residence APPEARANCE: Arthur Roy, Attorney Mr. and Mrs. Daryle Vollmer DISCUSSION: Mr. Roy asked Mr. Lier to tell the Commission about the history of this piece of land. Mr. Lier was the previous owner of the land and explained that the land had never been farmed; crops raised. Tt was used as grassland land and a silane pit built in the area as the land was too shallow. Mr. Lier sold to the Vollmers 58.91 acres. The Vollmers intend to place a single family residence of a 2.2 acre parcel of this. Mr. Roy presented a petition of surrounding property owner approval for application. Mr. Vollmer explained that he intended to build a home on the 2.2 acre parcel and raise 4-H calves and the other 56 acres will remain as farmland, farmed by Craig Anderson. A discussion on the issuance of the building permit was held. Ms. McEver stated that if the building permit has been issued in error, they have the right of revocation. Mr. Vollmer stated that he bought his home after issuance of this permit. A septic permit was also issued. Mr. Roy pointed out that the map from which the land was observed by the Soil Conservation Service is a grosser type of map and does not take into account each square foot and this particular piece of land does not meet that. He stated that Mr. Vollmer's intention is a rural agricultural use. Mr. Roy questioned the on-site protection develop- ment standard. Mr. Lier explained that there was a fire hydrant 'a mile from their house. Mr. Roy explained that they do intent to upgrade the access road to their property. MOTION: Mr. Ashley to take this under advisement. Mr. Nix, seconded. A vote of "aye" by Ms. Yost, Mr. Nix, Mr. Heitman, Mr. Ashley, and Mr. Hiatt. COMMENTS: Some of the commission discussed the idea of inspecting the parcel . Ms. McEver read the standards for determining whether a Conditional Use Permit ought to be granted. Vona sandy loam is a deep well drained soil with a r-:oderately light textured surface and subsoil. The subsoil is weakly developed. Water intake is radium to rapid and water holding capacity is poor to fair. Erosion hazard from both wind and water is r,-.oderate. When irrigated this soil is suited to all crops adapted to this area. Sore conservation practices such as land leveling, ditch lining and pipelines ray be needed for proper water application. This soil has good potential for urban and recreational develop:lent. Its only limiting feature is the rapid permeability in the substratum and the hazard of contamination of the ground water from sewage o.la�„_ons. Nelson fine sandy loam is a t:.aderately shallow, roderately drained soil with a moderately light textured surface and subsoil. The subsoil has no developreent. Sandstone occurs between 20 and 40 inches. Water intake is medium. Water holding capacity is fair to - poor. This soil is suited to li.sited cropping; intensive cropping is hazardous because of erosion. The cropping system should be limited to close grown crops such as alfalfa, wheat and barley. The soils also are adapted to irrigated pasture. The underlying sandstone is the most limited feature of this Nelson soil. It formed in material weathered residually from soft sandstone. Included in this unit are some soils with sandstone at depths greater • than 40 inches. Typically the surface layer is a pale brown fine sandy loam about 8 inches thick. The underlying material is light yellowish brown to pale yellow fine sandy loam or sandy loam abcut 20 inches thick. - Depth to soft sandstone ranges from 20 to 40 inches . C Permeability is moderately rapid . Available water capacity is moderate. Effective rooting depth is 20 to 40 inches. Surface runoff is medium to rapid and erosion hazard is moderate: - This soil is suited to limited crapping; intensive cropping is hazardous because of erosion. The cropping system should be limited to close grown crops such as alfalfa, wheat and barley. The soils also are adapted to irrigated pasture. A suitable cropping system would be alfalfa 3 to 4 years followed by corn and small grain for 2 years and alfalfa seeded with a nurse crop. Close groan crops may be irrigated from closely spaced contour ditches or sprinklers . Contour furrows or sprinklers should be used for new crops. Applications of nitrogen and phosphorous fertilizer will help ( maintain good production. • The potential native vegetation on this site is dominated by sand bluestem, sand reedgrass and blue grama. Needle and thread, switchgrass, sideoats grama and western wheatgrass are also prominent. Potential production ranges from 2200 pounds per acre in favorable years to 1800 pounds per acre in unfavorable years. When range condition deteriorates, sand bluestem, sand reedgrass and switchgrass decrease and blue grams, sand dropseed and sand sage increase. Annual weeds and grasses invade 5_ the site as range condition becomes poorer. Management of vegetation on this soil should be based on taking half and leaving half of the total annual production. Seeding is advisable if i range is in poor condition. Sand bluestem, sand readgrass , switch- t ' grass , sideoats grama, blue grama, pubescent wheatgrass and crested wheatgrass are suitable for seeding. The grass selected should meet . the seasonal requirements of livestock. For successful seeding, a clean, firm, sorghum stubble -- prepared the growing season prior to 4 ' seeding -- or a firm, prepared seedbed and grass drill should be used, � ' Early spring seeding has proven most successful. !Windbreaks and environmental plantings are generally not suited to this soil. On-site investigation is needed to determine if plantings are feasible. Wildlife is an important secondary use , with these soils best suited for openland and rangeland wildlife. In cropland areas , habitat favorable for ring-necked pheasants , mourning doves , and many non-game species can be developed by establishing wildlife areas for nesting and escape cover. For pheasants , the inclusion of undisturbed nesting li Ill i cover is vital and should be included in plans for habitat development: this is especially true in areas of intensive agriculture. Rangeland ' wildlife, exemplified by the pronghorn antelope , can be assisted and t t encoutaged by development of livestock watering facilities , proper f livestock grazing management, and range reseeding where needed. .
