The Fire District has reviewed the submitted plans for the USR17-0015. The plans were reviewed
for compliance with 2012 International Fire Code (IFC) as adopted by the Fort Lupton Fire
Protection District and the Weld County Commissioners. The plans are approved with the
following requirements.
1. Plans for the proposed new Regulator Station need to be submitted for review and approval.
2. Access roads for fire department apparatus must be maintained throughout the project at
all construction areas.

Re: Weld County Referral USR17-0015- Lancaster Pipeline
Dear Kim:
Thank you for providing Colorado Parks and Wildlife the opportunity for review and comment on the
Lancaster Pipeline and request for concurrence for the biological assessment from Tetra Tech, the
environmental consulting firm for the Lancaster pipeline. We have reviewed the biological assessment
performed by Tetra Tech and have conducted site visits along the pipeline.
Colorado Parks and Wildlife concurs with the findings of the biological assessment performed by Tetra
Tech. The two primary concerns within the project footprint is the possible presence of nesting raptors
and the potential for burrowing owls. Based on the recommendations by Tetra Tech, they seem to be
familiar with surveying protocols recommended by Colorado Parks and Wildlife for burrowing owls and
for surveying other raptor nests. According to the biological assessment, it appears that surveys for the
raptor nests took place outside of the nesting season. Colorado Parks and Wildlife recommends that
another survey be performed just prior to construction to detect any new nests that may have
developed since the last survey. Burrowing owl surveys should be performed just prior to construction
as well. Burrowing owls utilize prairie dogs burrows for nesting. Burrowing owls arrive on the breeding
grounds in late March to early April and continue to occupy prairie dog colonies until late October.
Tetra Tech has identified several prairie dog colonies within the path of the pipeline. Any prairie dogs
within the construction footprint should be euthanized in a humane manner according to USDA
standards. Once the prairie dogs have been euthanized, their burrows should be filled in immediately
to prevent burrowing owls or other wildlife from occupying those holes. This will prevent potential
impact to burrowing owls that may result in delays during the construction of the pipeline.
