Town Of May 5, 2017 HUNTERS CROSSING ANNEXATION IMPACT REPORT Statement of Purpose This Annexation Impact Report, which has been prepared pursuant to Section 31-12-108.5 of the Colorado Revised Statutes, is based on the Annexation Petition and Zoning submitted by the Applicants. It is being reviewed and evaluated by the Town Staff, and is scheduled for review by the Town of Severance Planning Commission on May 17, 2017 at 6:00 PM and Board of Trustees on June 5' 2017 at 6:00 PM. Project Description This is a project that was submitted by the applicants for annexation, zoning and concept plan process. The properties proposed for annexation consists of 149+ acres situated southwest of the intersection of Weld County Road 21 and Weld County Road 74. The annexation meets the 1/6th or 16.67% contiguity requirements set by State Statutes. Requested zoning for the property described herein is sub -urban perimeter and rural residential. The land is currently zoned agricultural in Weld County. The annexation and zoning map is attached along with the Vicinity Map. Severance legal staff is working with the applicant for completion of an annexation agreement. The final annexation agreement can be made available upon request. The development will be located directly south of and adjacent to Weld County Road 74, west of Weld County Road 21, and east of Weld County Road 19 (Hollister Lake Road). The project includes approximately 149.47 acres and consists of residential and open space/parks usage. This report analyzes the proposed development's impact with respect to the Town of Severance's (and Weld County's) services. Please do not hesitate to contact me with any questions or concerns. Sincerely, Robbie Lauer Designer, Farnsworth Group Annexation Impact Report for Hunters Crossing Subdivision Severance, Colorado March 31, 2017 Project Location The Hunters Crossing property contains 149.47 acres and is located in Weld County, Colorado. The property's borders include: • North: Weld County Road (WCR) 74. • East: WCR 21. • South: Private, undeveloped land in Weld County. • West: Hollister Lake Road and private, undeveloped land in Weld County. The area to be developed lies within the Town of Severance Sub -Urban Perimeter zone as designated by the Hometown Vision Comprehensive Plan; a portion of the property which will remain undeveloped lies outside the Sub -Urban Perimeter, in the Rural Residential zone. See map below indicating location and vicinity. VICINITY MAP Proposed Land Uses Hunter's Crossing is a single family detached residential neighborhood that will enhance the existing small-town community feel within the Town of Severance while providing easy, convenient access to cities and towns across Northern Colorado. Hunter's Crossing will incorporate one -of -a -kind views with eye-catching architecture to deliver a resident -oriented community complete with open spaces, walkways, and a central park. The community will be designed to be an asset to the Town of Severance and will attract residents who value what the Town has to offer. Municipal Services The area to be annexed as described by the attached legal description will receive the following municipal services from the stated responsible agencies: • Water: Severance Water Service Area. Potable water will be provided to the development by the Town of Severance. The water system will be designed according to standard practices including a loop system that will tie into existing mainlines. • Sewer: Severance Sanitation Service Area. The internal system will be designed to respond to topography to drain effluent to a low point in the subdivision. • Police: Weld County Sheriff. The residential neighborhood will not require any special security measures and can be easily patrolled as part of the current duties of the Sheriff's Office. • Fire & Emergency Services: Windsor Severance Fire Rescue. Neighborhood access and street design will conform to Town standards. All construction and fire prevention will adhere to building code. • Schools: Weld County RE -4 District. Schools serving this site are listed below along with anticipated student generation. • Library District: Clearview Library District. No adverse impacts anticipated at this time. • Electric/Communication Service: The developer will work with service providers to establish the most efficient manner for extending service to the community. Financing Method The Hunters Overlook Metropolitan District will be established to as the authority to finance all public improvements within and adjacent to the property. The district will convey public infrastructure to the Town and will establish the means for ongoing maintenance. The district will also provide the administration and control services for the community such as establishing and enforcing the architectural standards and lot landscaping requirements. The details of the district's organization, obligations and financial structure will be provided in a formal Service Plan conforming to all legal standards. School Districts Impact The Hunters Crossing property is within the Weld County School District RE -4. Students that will reside within the Hunters Crossing neighborhood will be currently served by the following schools: • Range View Elementary School 700 Ponderosa Drive, Severance, CO (Enrollment 2013-2014: 570) • Severance Middle School 1801 Avery Plaza Street, Severance, CO (Enrollment 2013-2014: 472) • Windsor High School 1100 Main Street, Windsor, CO (Enrollment 2013-2014: 1312) The table below uses the district's formulas for student generation by new housing. Due to the growth in housing in the area, some schools are reported to be over capacity and a new high school is on upcoming ballot. The developer will work with the Town and District regarding appropriate mitigation measures. Traffic Impacts The Town of Severance Transportation Plan adopted April 6, 2015 provides an in depth analysis of existing conditions and anticipated needs through year 2035. The analysis projects build out of residential and commercial uses, the traffic that would be generated and the road improvements necessary to accommodate the traffic at acceptable levels. The Concept Plan and Management Plan submitted to the Town anticipates right-of- way dedications to WCR74 and WCR 21 to accommodate the ultimate cross sections for all road improvements. Environmental Impacts Existing land use has been agriculture. There are no identified drainage ways or wetlands on the property. Detention of storm water runoff will be accommodated in ponds that can be incorporated into public open spaces. The stormwater design will be accomplished by identifying specific grading and drainage patterns relative to the site and applying standard practices for this region for conveyance and detention. The stormwater design will be based on the subdivision layout and existing topography. Generally, the grading and drainage of the subdivision will be from northwest to southeast. The internal street system will be used to convey stormwater runoff to the detention system within the open spaces. The runoff will be mitigated by the detention system and released offsite at a historic rate. The drainage design and a final report will be completed and provided for review and approval.
