5. Surrounding Occupancies & Land Use
Surrounding land use is mainly mixed commercial, industrial facilities and agricultural
land with active oil and gas facilities.
a. Directly adjacent to the northwest of the Greenhouse Substation is a combined cycle
electric power generation facility owned by Tri-State (known as JM Shafer).
b. To the north are another electrical substation and simple cycle combustion turbine
electric power generation facility owned by Public Service of Colorado (Xcel Energy).
c. Directly adjacent to the east is a large greenhouse facility owned by Greenhouse
Colorado.

d. To the south of the substation is an open field with oil and gas equipment and wells
owned by CRESTONE PEAK RESOURCES OPERATING LLC.
e. To the west of the substation is a storm water collection pond, Road 31 and an open field

with oil and gas equipment and wells owned by KERR MCGEE OIL & GAS ONSHORE
LP and K P KAUFFMAN COMPANY INC.

3. Location & Types of Water Supplies:
Fresh water is available at JM Shafer adjacent to facility that is owned by Tri-State.
**Never attempt to fight a fire in any Tri-State electrical facility with water without
consent and instruction from Tri-State Staff. * *
4. Transportation routes:
Access to the substation will be by Road 31 and CR 52. The route from our Field Facility
in Frederick will be CR 52 to Road 31. The dedicated entrance (see map on next page) of
the substation is the gate on the south side of the substation accessed directly off Road 31
(same road to access eastern greenhouse). Do not try to access the substation without Tri-
State Staff approval and presence and do not attempt to enter through the adjacent JM
Shafer facility to the west of the substation. An alternate route would be Hwy 85 to Road
16 to Road 31 and to the substation access road to the south of the substation.
Most chemical/product is delivered by Tri-State via Tri-State staff and vehicles or
contractors of Tri-State (varies greatly). There will not be regular shipments of materials
or chemicals to this facility as it is an unmanned electrical substation housing electrical
equipment and batteries. Any deliveries will most likely be electrical equipment

including breakers, relays, transformers, batteries etc. Chemicals of interest could be
dielectric fluids such as mineral oil, SF6 gas for circuit breakers, and battery acid for
battery banks as well as miscellaneous small quantities of chemicals necessary to perform
work.

5. Action Items and Response:
**Never enter an energized facility or a facility in an unknown state of operation or
energization** If access to a facility is needed, Tri-State Staff must always be present
and made aware of the request to ensure all parties safety and compliance to various
standards. The dedicated entrance of the substation is the gate on the south side of the
substation accessed directly off Road 31 (same unnamed road to access eastern
greenhouse). Do not try to access the substation without Tri-State Staff approval and
presence and do not attempt to enter through the adjacent JM Shafer facility to the west
of the substation.
Our worst case scenarios are as follows:
a. Electrical fire or dielectric fluid/gas release due to electrical equipment damage or
malfunction. Tri-State Substation Maintenance staff would respond to the emergency to
de -energize the substation so that maintenance/fire/cleanup crews could make repairs,
fight the fire or cleanup as necessary. Never enter an enersized facility or a facility in

an unknown state of operation or energization. Tri-State Substation Maintenance Staff
are always available to respond to emergencies upon request.
b. Battery bank failure causing a release of dilute sulfuric acid (S.G. —1.215, #•30%) in the
control house. Acid would be contained within control house and Tri-State Substation
Maintenance Staff would respond to the emergency and provide cleanup services within
their training. Outside cleanup contractors may also be utilized for larger releases.
c. Flooding of substation due to large amounts of precipitation or runoff from nearby
greenhouse, ditches or containment ponds. Tri-State Substation Maintenance staff would
respond to the emergency and provide sand bagging, ditching, etc. as necessary.
11. Coordination with First Responder Agencies:
EHS representative and first responders met on 5/2/17 to review emergency plan and tour
facility. Tier II report current Y/N.
Other Hazardous materials stored on site if non Tier II Facility?
1. Battery Bank Electrolyte (dilute sulfuric acid, '30%) 60 cells at 4.5 lbs/cell of pure
H2504, therefore 270 lbs of H2SO4 in addition to what already exists at the JM Shafer
Facility (adjacent/contiguous sites).
12. Safety and Training Review:
Each year, all employees are provided with all necessary information concerning the
proper handling of a chemical spill, accident, or emergency through computer based
training. These training modules detail proper procedures, which shall be signed and
dated by each employee when all items are understood (via CBT testing). Also, proper
use of cleanup and containment tools and procedures will be demonstrated as necessary
for job specific functions. Any new or updated information or procedures will be taught
to employees immediately when applicable.
