HomeMy WebLinkAbout20173861.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 13, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 13, 2017, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Amanda Petzold Controller, Barbara Connolly Ei MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of November 8, 2017, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification of Hearings conducted on November 8, 2017, as follows: 1) USR17-0043 — Cactus Hill Ranch Co., c/o Simon Contractors, Inc., 2) USR17-0036 — Dusty and Karrie Thomas, 3) USR17-0038 — Michael and Mary Woodruff, dba Sheaf and Kettle Brewing Company, LLC, and 4) 1MJUSR17-16-0029 — Reynaldo Bonilla. Commissioner Freeman seconded the motion, which carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. PROCLAMATIONS: • 1) WELD COUNTY ADOPTION DAY - NOVEMBER 17, 2017: Chair Cozad read the proclamation into the record. Jamie Ulrich, Department of Human Services, communicated the importance of this Proclamation for Adoption Day and the significance of connecting youth with their forever families. She highlighted the large number of youth between the ages of nine (9) and sixteen (16) needing families, and advised age ten (10) is considered old for adoption. She then outlined the details for the Adoption Day event. Gabrielle Arreola, Department of Human Services, stated there are five (5) adoptions this l0'7! /`o7OI1 Minutes, November 13, 2017 Page 1 2017-3861 BC0016 week, which are kinship adoptions. She further stated there have been thirty-one (31) total adoptions this year, compared to last year's thirteen (13) adoptions, and as of October 18, 2017, the county has 186 chldren in need of adoption, which highlights the need for adoptions and foster care. Ms. Arreola brought to light the importance of both adoption, post adoption, and fostering. Jackie Underwood thanked the Commissioners for their support, and acknowledged her child welfare team. Commissioner Kirkmeyer praised the adoption team and expressed how proud and honored she is to be their County Commissioner Coordinator. Commissioner Moreno expressed his pride in representing Weld County, knowing the efforts made by the Department of Human Services to ensure a proper and safe placement for growth and success in the adopted youth's future makes such a positive difference. Commissioner Conway thanked the team for all their efforts which increased the adoption success by about three (3) times from last year. Commissioner Freeman agreed with his fellow Commissioners and reflected back on his good friend who was adopted as a child, recognizing the importance of their work. Chair Cozad praised the team and highlighted Ms. Ulrich's efforts in stepping -up and finding forever homes. (Clerks Note: Hearing paused for a photo opportunity.) • PUBLIC INPUT: No public input was given. BIDS: • 1) APPROVE BID #B1700105, INMATE TELEPHONE SERVICES - SHERIFF'S OFFICE (CONT'D FROM 11/1/17; TO BE CONT'D TO 11/20/17): Rob Turf, Purchasing Department, stated the bid opened on October 6, 2017, and was presented on October 11, 2017. He requested a continuation to November 20, 2017, to allow for a work session scheduled for November 15, 2017. Commissioner Conway moved to continue said matter to November 20, 2017. Commissioner Kirkmeyer seconded the motion, which carried unanimously. NEW BUSINESS: 1) CONSIDER GRANT APPLICATION FOR JUVENILE DIVERSION PROGRAM AND AUTHORIZE ELECTRONIC SUBMITTAL: Michael Rourke, District Attorney's Office, stated this is a continuation application of the Division of Criminal Justice Grant which funds the Juvenile Diversion Program for a second year of a three-year grant cycle. He advised the requested funds reflect a slight increase to cover living and/or step increases for salaries, supply costs, and travel expenses during the 2018/2018 year. Additionally, the funds are to cover an increase from 55-60% for the salary of Krista Britton, Director of Juvenile Diverson , caused by her increased workload devoted to the new legislative project on sexting. Mr. Rourke advised there is a 25% cash match, in the amount of $35,672.00, which is approximately a $4,000.00 increase from last year. Commissioner Conway questioned whether the program is meeting the expectations sought by the initiation of the program. Mr. Rourke expressed the high success rate of his team, and explained his concerns related to the sexting legislation. Commissioner Conway thanked him for being proactive on this matter. The motion to approve the electronic grant submittal, which was made by Commissioner Conway, and seconded by Commissioner Freeman, carried unanimously. E 2) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR TO SIGN - TRENTON GHORAM: Mr. Rourke presented Trenton Ghoram as a fantastic young man, who demonstrated his eagerness to be with Weld County in his three-week relocation to Colorado from Oklahoma. Commissioner Moreno moved to approve said appointment and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. • 3) CONSIDER CONTRACT ID #1539 AGREEMENT CONCERNING PURCHASE OF PUBLIC ROAD RIGHT-OF-WAY AND PERMANENT EASEMENT FOR CR 49 CORRIDOR IMPROVEMENT PROJECT AND AUTHORIZE CHAIR TO SIGN ALL NECESSARY DOCUMENTS - ANADARKO E&P Minutes, November 13, 2017 Page 2 2017-3861 BC0016 ONSHORE, LLC: Cameron Parrott, Department of Public Works, stated the agreement is related to for the County Road (CR) 49 Corridor Improvement Project. He stated it is for the acquistion of .31 acres, near the intersection of CR 49 and CR 18.5. Mr. Parrott advised the purchase is being made by Interstate Highway Constructors, the County's contractor. Commissioner Freeman moved to approve said contract and authorize Chair to sign. The motion, which was seconded by Commissioner Moreno carried unanimously. 4) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES, AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Barbara Connolly, Controller, stated there are four (4) pieces of equipment ready for auction. Commissioner Freeman moved to declare said equipment as surplus for sale at auction and authorize the Controller to sign any necessary documents. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
