The department and the Community Corrections Board concurs and recommends that the award for a contract for community corrections services and leased use of the Community Corrections Facility be granted to Intervention, Inc. 1333 W. 120th Avenue, Suite 101 Westminster, CO 80234. Evaluation of the experience, reputation, and performance of Intervention, Inc. these past nine (9) years as Weld County's provider indicates they are capable to continue their important work to deliver these essential public safety services. Enclosed is tabulation of the two proposals used by the department and the Community Corrections Board to help in its decision and recommendation. Thank you. Ability to ensure that local, state or federal procedures are used where appropriate. 4 5 20 Work Location/Familiarity/ Experience The proposal indicates its corporate work location relative to the Community Corrections Facility site location, its key leadership, its familiarity with Weld County, experience and record of accomplishment delivering these types services. 5 5 25 Lease Agreement and Facility Furnishing Plan The proposal describes its understanding of Lease Agreement and Facility Furnishing proposed Plan and its roposed acquisition and activation (transfer) plan and schedule. 5 5 25 SCORE (0 - 125) 4.6 25 115 Good understanding of community corrections, and track history (as CMI) of the business in Colorado, less familiarity with Northern Colorado. Good leadership training Comments: program, likely better pay for staff. No onsite educational services, COOP is weak, overall establishing services in Weld County would be challenging. Did not really offer anything new. Big, out of state company. INTERVIEW CRITERIA (if needed) Evaluation Criteria Standard Service delivery approach The bidder proposed and clearly described its approach towards completing the desired work. The bidder offered innovative ideas for the delivery of these services. Qualifications The bidder has adequate qualifications and a proven record of accomplishment. The bidder demonstrated effective communication skill. Quality of Presentation The interview presentation was clear and easy to understand. The bidder interviewed demonstrated effective communication skills and offered effective audio-visual aids and/or handouts. Question/ Answers The bidder provided good answers to the questions asked by the Evaluation Team. Answers given demonstrated a clear understanding of the services desired. Came in and did a good job stabilizing community corrections services from the adversity of the previous provider, Avalon. Strong onsite educational services through their subcontractor CEO, good COOP working in unison with the County. Did not really offer anything new but Comments• ' they are known as good collaborators with the DCJ to implement evidence based programs and services (piloted the BSMART and Progression Matrix, for example). A much smaller company with weaker infrastructure than the other competing bidder. That is a concern. Tend to react to issues than anticipate and resolve. Lower pay structure and staff turnover also an ongoing concern. Not a Weld County based company, but is Colorado based. Overall, has good understanding of Weld County protocols.
