BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JULY 19, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, July 19, 2017, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro -Tern
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer - EXCUSED
Also present:

MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of July 17, 2017, as printed. Commissioner Conway seconded the motion, and
it carried unanimously.
e CERTIFICATION OF HEARINGS: Commissioner Conway moved to approve the Certification of
Hearings conducted on July 17, 2017, as follows: 1) 5MJUSR17-83-542 — DCP Midstream, LP.
Commissioner Freeman seconded the motion, which carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Moreno seconded the motion, and it carried unanimously.
PUBLIC INPUT: No public input was given.
COMMISSIONER COORDINATOR REPORTS: Commissioners Moreno and Freeman attended
services for former County Councilman, Chuck Tucker's spouse in Carr, Colorado, and he extended his
condolences to the Tucker Family. Commissioner Conway stated he attended the 1-25 Coalition Meeting.
Chair Cozad reported on the first meeting held for the Freedom Parkway Coalition and stated it was well
attended. She reported the second meeting, for the Freedom Parkway Coalition will be held in Evans this
evening. Chair Cozad stated Keith Maxey, Extension Office, did a wonderful job with the 2017 Dairy

Extravaganza and submitted a flyer of the participants, marked Exhibit "A". She attended the Criminal
Justice Advisory Council.
NEW BUSINESS:
1) CONSIDER GRANT AWARD CONTRACT FOR AREA AGENCY ON AGING LONG-TERM
CARE SERVICES AND MEDICAID FINANCIAL ELIGIBILITY COORDINATION PROJECT AND
AUTHORIZE THE DIRECTOR OF HUMAN SERVICES TO SIGN: Judy Griego, Director of the
Department of Human Services, presented the grant award for additional funding to improve business
process and client experiences when working with Long Term Care and Medicaid clients.
Commissioner Moreno moved to approve said grant award contract and authorize the Director of Human
Services to sign. Seconded by Commissioner Freeman, the motion carried unanimously.
EJ 2) CONSIDER TEMPORARY CLOSURE OF CR 390 BETWEEN CRS 110 AND 118:
Janet Lundquist presented the day closures of County Road 390, effective July 17, 2017, through
August 11, 2017, for new construction; concrete treated base, road base and paving. She stated staff will
use magnesium chloride for the gravel portions of the detour route, and standard road signs and
barricades. Commissioner Moreno moved to approve said temporary day closure. The motion was
seconded by Commissioner Conway, and it carried unanimously.
3) CONSIDER TEMPORARY CLOSURE OF CR 70 BETWEEN CRS 43 AND 45: Ms. Lundquist
reported the closure effective July 31, 2017, through August 11, 2017, for a bridge re -deck. She stated
staff will use magnesium chloride for the gravel portions of the road, as well as standard road signs and
barricades. Commissioner Conway moved to approve said temporary closure. The motion was seconded
by Commissioner Freeman, and it carried unanimously.
4) CONSIDER TEMPORARY CLOSURE OF CR 88 BETWEEN CRS 31 AND 33: Ms. Lundquist
stated the closure will be effective August 1, 2017, through August 4, 2017, for a culvert replacement.
She stated staff will use magnesium chloride for dust abatement and message boards in advance of the
closure. She stated staff will use standard road signs and barricades. Commissioner Freeman moved to
approve said temporary closure. The motion, which was seconded by Commissioner Conway, carried
unanimously.
5) CONSIDER TEMPORARY CLOSURE OF CR 33 BETWEEN CRS 86 AND 88: Ms. Lundquist
presented the temporary closure effective August 8, 2017, through August 11, 2017, for a drainage
culvert replacement. She stated staff will be using message boards in advance of the closure and
standard road signs and barricades. Commissioner Conway moved to approve said temporary closure.
Seconded by Commissioner Moreno, the motion carried unanimously.
El 6) CONSIDER REAPPOINTMENTS TO BOARD OF ADJUSTMENT: Commissioner Moreno
moved to approve said reappointments. The motion was seconded by Commissioner Conway, and it
carried unanimously.
7) CONSIDER REAPPOINTMENTS TO PLANNING COMMISSION: Commissioner Conway
moved to approve said reappointments. Seconded by Commissioner Freeman, the motion carried
unanimously. Commissioner Conway extended his appreciation for Joyce Smock serving the citizens of
Weld County for eight (8) years. Chair Cozad stated she represented her part of the County well.

8) CONSIDER APPOINTMENT TO BOARD OF PUBLIC HEALTH: Commissioner Freeman moved
to approve said appointment. The motion was seconded by Commissioner Conway, and it carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
