A public hearing was conducted on July 12, 2017, at 10:00 a.m., with the following present:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro -Tern
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:

Assistant County Attorney, Bob Choate
Planning Services Department representative, Kim Ogle
The following business was transacted:
El I hereby certify that pursuant to a notice dated June 2, 2017, and duly published
June 7, 2017, in the Greeley Tribune, a public hearing was conducted to consider the request of
DCP Operating Company, LP, for a Site Specific Development Plan and Use by Special Review
Permit, USR17-0023, for Mineral Resource Development, Oil and Gas Support and Service,
including oil and gas processing facilities and related equipment, including, but not limited to,
compressors associated with gas processing or which compress gas to enter a pipeline for
transport to market and one (1) 100 -foot in height Communications Tower in the A (Agricultural)
Zone District. Bob Choate, Assistant County Attorney, made this a matter of record.
IR Kim Ogle, Department of Planning Services, presented a brief summary of the applicant's
request for a continuance to August 16, 2017.
Patrick Groom, Attorney, represented the applicant and stated there is a property owner they
are attempting to work with and, therefore, requesting more time. He reported that a follow up
meeting is scheduled with this individual on July 19, 2017.
No public testimony was offered concerning this matter.
In response to Chair Cozad, Mr. Groom confirmed they are meeting with the one property
owner that has expressed concerns.

Commissioner Conway moved to continue the request of DCP Operating Company, LP, for
a Site Specific Development Plan and Use by Special Review Permit, USR17-0023, for Mineral
Resource Development, Oil and Gas Support and Service, including oil and gas processing
facilities and related equipment, including, but not limited to, compressors associated with gas
processing or which compress gas to enter a pipeline for transport to market and one (1) 100 -foot
in height Communications Tower in the A (Agricultural) Zone District, to August 16, 2017, at
10:00 a.m., to allow the applicant adequate time to schedule a meeting with surrounding property
owners to assist with mitigation. The motion was seconded by Commissioner Moreno, and it
carried unanimously. There being no further discussion, the hearing was completed at 10:40 a.m.
This Certification was approved on the 17th day of July, 2017.
