Weld County is a recipient of Community Services Block Grant (CSBG) funds from the Department of
Local Affairs (DOLA), administered by the Department of Health and Human Services. A routine on -site
monitoring review of the program was conducted on September 12, 2017 by our CSBG program team.
The following individuals were in attendance:

• Arilene Ocampo
• Lennie Bottorff
The review, which is required every three years by the CSBG Act, was performed to evaluate the
administration and compliance with the program per federal statute requirements, state contract
requirements and the federal organizational standards currently being implemented across all CSBG
programs. The review covers files that may include:
• Program Administration
• Financial Management
• Contract Requirements
• Client Files
Summary of the Monitoring:
DOLA appreciates Weld County's leadership of the CSBG program and attention to the required
reporting items. The. County has worked hard to restructure the tri-partite board by merging the board
with child welfare under the Weld County Human Services Advisory Commission. This new structure will
take effect on January 1st. The County will be focusing CSBG efforts on senior projects and emergency
assistance in the coming contract. We are also excited that Weld County is interested in data collection
for the program and appreciate your feedback about how we can improve our processes for reporting
and reimbursement. We view Weld County as a strong partner and we appreciate your team's
involvement and engagement in the CSBG network.
In addition to triannual onsite monitoring visits, the CSBG staff ensures ongoing program effectiveness
through a variety of regularly scheduled mechanisms. Weld County received a standard -risk rating in the
annual risk assessment of the CSBG program, last conducted in December 2016. The risk assessment
evaluates the ongoing accuracy and timeliness of reporting and allowability of costs by evaluating
monthly requests for reimbursements, quarterly financial reports, semiannual program reports, annual

amount of carryover funds and percent of organizational standards met annually. The primary section
that indicated risk was meeting the federally required organizational standards; Weld County needs to
increase its performance in this area to more than 60% to show minimal compliance. Weld County also
submits a desk review with full backup documentation at least annually.
Based on the information reviewed through the ongoing performance measurement mechanisms listed
above and our onsite visit and interview with staff, we find the Weld County's overall capacity to
administer and enforce the federal and state requirements of the contract and program to be
acceptable.
If you need additional training or technical assistance, please contact me for assistance. DOLA also
contracts with Colorado Community Action Association (CCAA) to provide training and technical
assistance to CSBG grantees at no cost to you.
