HomeMy WebLinkAbout20170850.tiffRESOLUTION RE: APPROVE SOLE SOURCE PURCHASE AGREEMENT FOR FLEET RADIO REPLACEMENT - MOTOROLA SOLUTIONS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Sole Source Purchase Agreement for Fleet Radio Replacement between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Safety Communications, and Motorola Solutions, and with terms and conditions being as stated in said agreement, and WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. In 2013, Weld County joined Front Range Communications Consortium who partnered with ADCOM to merge radio site assets in order to build out a local radio infrastructure using Motorola as its primary vendor. The County selected Motorola's ASTRO 25 offering for a number of reasons, including superior coverage, performance, and a host of value added subscriber radio features above and beyond the minimum requirements supported within the Project 25 standards. For the County to take full advantage of this level of performance and the full suite of features on the infrastructure, the County needs to equip all agencies with Motorola brand Project 25 radios. By doing so, the County will maintain the full integrity of the Project 25 standards, while realizing the full investment it has made in the ASTRO 25 infrastructure. There are unique parameters associated with the Motorola radios that differentiate their portfolio of subscriber radio products from other vendors in the market. These parameters are described in detail below. Audio Performance Motorola employs very aggressive ambient noise suppression technology on its radios that consistently outperforms noise suppression techniques demonstrated by its competitors. Coverage Performance Weld County will be optimized for operation with Motorola P25 radios. Other vendor radios will not experience the same quality of coverage performance due to demonstrated superior radio performance specifications designed and manufactured into the Motorola radios. Radio Specifications Motorola radios have consistently demonstrated best in class performance in all critical measures of radio performance including audio output, receiver sensitivity, frequency stability, selectivity, intermodulation, spurious response, FM hum and noise and audio distortion. These performance characteristics have direct impact on clarity of audio quality and radio coverage performance. Other vendor radios with poorer performance specifications will offer the County less usable coverage from the radio system and poorer audio clarity to radio users. Weld County uses a number of these features which are unique to Motorola and would not be 100% compatible with other manufacturer's subscriber radios. These include: • Programming Over P25 ("POP -25") - the ability to remotely program radios while in the field -not requiring personnel to leave the field in order to have radio parameters adjusted by the system manager. • Alphanumeric Text Service -- allows command and supervisory personnel to send mass notifications via text to all radio user personnel within County government operations; allows user to type and transmit text messages to dispatch or other radios. • Motorola Outdoor Location - Speaker microphone with GPS displays longitude and latitude coordinates on radio display and automatically transmits information to dispatch for mapping; this feature is critical to the safety of law enforcement and fire fighter personnel. • Channel Announcement- the ability to program a customizable audio clip into the radio to play when a channel is selected or changed; • Advanced Digital Privacy (ADP) - Digital encryption algorithm for securing communications from unwanted listeners. This software based encryption is not offered by other vendors and our Weld County force uses ADP exclusively. In any emergency it is imperative we have the ability to communicate with our local law enforcement. Operability, Usability and Durability Motorola's mobile and portable P25 radios are built on common platforms, making the end user experience common across any radio tier or configuration. For example, the user interface software provides commonality of operation across radios so that each feature is executed via the same step(s) on each radio. Button, knobs, rotary controls, soft keys and programmable keys initiate the same function on each radio. This means total knowledge transfer to the end user regardless of which radio the user is issued. Other manufacturers have not developed this "common platform" operation across their subscriber portfolios. Many of these current radios will be upgraded to operate on the FRCC network. As new radios are implemented users will only need refresher training. Introduction of other vendor radios will require additional training and the knowledge transfer of how to use features between different vendors will not exist. Mixing of different vendor radios will lead to inconsistencies of use and operation as well as create opportunity for injury, loss of life and/or damage to critical infrastructure. Many of the radios provide critical life -safety communications, and gaps created by using non standardized equipment and unfamiliarity with radio operation have the potential to create unnecessary confusion during emergency situations when radio communications are needed most. The County will incur additional costs to train radio users on other vendor equipment. Maintenance and Support In December of 2015 The Weld County Communication Department created a radio maintenance shop to maintain the Weld County radios. Procuring non Motorola radios would require the Communications Department to retrain their personnel to program and maintain the new make of radios. They would also be required to upgrade their test equipment to be able to support other manufacturers' radio products. The County will incur additional ongoing operational costs to service and maintain other vendor equipment. Spares and Accessories The County maintains an inventory of spare radios, batteries, antennas and user accessories such as battery chargers, speaker microphones and carrying cases unique to its Motorola fleet of radios. Many of these spares and accessories are interchangeable. Introducing other vendor radios into the fleet will require an additional inventory of spares and accessories. The County will incur additional ongoing capital and operational expenses to maintain additional spares and accessories as these components are not interchangeable between Motorola and other brand manufacturers. Future Capabilities Radio technology should offer built in software enhancement capability through upgrades and expansion of capabilities through hardware and software. Motorola's newest generation of radios offers this functionality with memory expansion and an available option board slot in its APX line of radios. This offers room for future capabilities such as Project 25 TDMA operation in these radios, or hardware based enhancements such as secure Bluetooth headset operation. The APX line is the only line of radios shipping on the market currently offering this future enabled technology leadership. . The 7/800 MHz Trunked Radio Communications System is comprised of P25 ASTRO Trunked Radio System, MCC7500 Consoles, ASTRO & ASTRO 25 Infrastructure and Mobile/Portable technology which is utilized by Weld County to enable mission critical radio communications for the Sheriff and all other County Agencies. Motorola is the sole source distributor of all of these products as well as any services and maintenance required to support this combination of technology in cooperation with Wireless Advanced Communications, located at 3901 West Service Road, Evans, CO 80620.
