BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MAY 17, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, May 17, 2017, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro -Tern
Commissioner Sean P. Conway — EXCUSED (at 9:30 a.m.)
Commissioner Mike Freeman

IR MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of May 15, 2017, as printed. Commissioner Moreno seconded the motion, and
it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Moreno seconded the motion, and it carried unanimously.

PRESENTATIONS:
1) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT,
AND GENERAL SERVICES — TREVOR JIRICEK: Chair Cozad read the certificate into the record. Trevor
Jiricek, former Director of General Services, expressed appreciation to the staff of Weld County and to
the Board of Commissioners, and reflected on how blessed he is to have shared memories with them
through the years. He stated the time he spent serving Weld County has taught him so much and has
provided him and his family many opportunities. Commissioner Moreno expressed being honored to work
with him, and commented on how Mr. Jiricek always spoke highly of the staff he worked with.
Commissioner Moreno stated Mr. Jiricek will be missed. Commissioner Freeman thanked him for all he
has done, and expressed how he has always trusted his opinion. Commissioner Freeman wished him
best of luck in the future. Commissioner Conway stated it has been an honor and a priviledge to work
with Mr. Jiricek. He commented on Mr. Jiricek's professionalism, and his ability to analyze a challenge
and provide a solution in a versatile way. Commissioner Conway commented on his willingness to take
on multiple tasks to serve Weld County. He thanked him, and stated he will be missed. Chair Cozad
reflected on how their paths have crossed multiple times in their lives, and she looks forward to crossing
paths again in the future in some capacity. She commented on Mr. Jiricek's demeanor with the staff and
the citizens of Weld County. She stated he is a real problem solver with a down-to-earth, common sense
personality. Chair Cozad thanked him for the example he has set for her to learn and grow from.
Chair Cozad invited anyone from the audience to share parting thoughts with Mr. Jiricek. Lauren
Light, Department of Environmental Health, stated Mr. Jiricek is a wonderful leader who has taught her
to be frugal. Deb Adamson, Department of Environmental Health, stated Mr. Jiricek is smart and the most
true -hearted public servant she has had the pleasure of working with. Tom Parko, Planning Services
Director, thanked Mr. Jiricek for the mentorship he provided him, and wished him the best in the future.
Ryan Rose, Director of Information Technology, expressed his trust in Mr. Jiricek, and stated his honesty
and opinion are valued. Janet Lundquist, Department of Public Works, reflected on the lesson she has
learned from Mr. Jiricek, which will remain as a constant reminder of how best to serve the public of Weld
County, and to always provide the best customer service. Esther Gesick, Clerk to the Board, commented
on Mr. Jiricek's perspective always being outside the box, and stated it is invaluable. Marcia Walters and
Rose Everett, Department of Purchasing, both thanked him and stated they will miss him. Doug Erler,
Department of Justices Services, commented on Mr. Jiricek's ability to take on the role in Criminal Justice
because of his analytical and good sense skills. He stated Mr. Jiricek will be missed. Bruce Barker,
County Attorney, commented on Mr. Jiricek's persona as being a classy gentleman, and stated he
represented Weld County well. He further commented on his drive to always do the right thing. Phil
Brewer, Department of Environmental Health, echoed all the comments made previously. Barbara
Connolly, Controller, expressed having big shoes to fill taking on the role with Purchasing, and she wished
him the best of luck. Patti Russell, Director of the Department of Human Resources, expressed
appreciation for Mr. Jiricek's approach to always do the right thing, for the right reason, for the people.

PUBLIC INPUT: No public input was given.
COMMISSIONER COORDINATOR REPORTS: Chair Cozad thanked Toby Taylor, Director of
Buildings and Grounds, his team, and the Sheriff's Office in reference to putting on the Veteran's Pinning
Ceremony in Southwest Weld. No other coordinator reports were given.

BIDS:
• 1) APPROVE BID #B1700090, PRISONER TRANSPORT VEHICLE (CARGO VAN) - SHERIFF'S
OFFICE: Deputies Josh Noonan and Brandon Cody, Weld County Sheriff's Office, stated two (2) bids
were received, and the Sheriff's Office recommends awarding to the low bidder, Spradley Barr of Greeley,
for the amount of $30,967.00. Commissioner Freeman moved to approve staff recommendation. The
motion was seconded by Commissioner Moreno, and it carried unanimously.
• 2) APPROVE BID #B1700089, TRAINING CENTER REMODEL - DEPARTMENT OF BUILDINGS
AND GROUNDS: Barbara Connolly, Controller, stated a single bid was received, and staff recommends
awarding TCC Corporation for the amount of $120,074.00. Commissioner Moreno moved to approve
staff recommendation. The motion was seconded by Commissioner Freeman, and it carried unanimously.
e 3) APPROVE BID #61700088, POLYCOM VIDEO ARRAIGNMENT MAINTENANCE —
DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of
Information Technology, stated five (5) bids were received, and staff recommends awarding to the low
bidder, Solutionz Conferencing, Inc., for the amount of $11,720.04. Commissioner Freeman moved to
approve staff recommendation. The motion was seconded by Commissioner Moreno, and it carried
unanimously.
▪ 4) APPROVE BID #61700092, EMC MAINTENANCE — DEPARTMENT OF INFORMATION
TECHNOLOGY: Mr. Rose stated five (5) bids were received, and staff recommends awarding to the low
bidder, SHI International, for the amount of $150,062.84. Commissioner Moreno moved to approve staff
recommendation. The motion was seconded by Commissioner Freeman, and it carried unanimously.
NEW BUSINESS:
• 1) CONSIDER REVISIONS TO OPERATIONS MANUAL SECTION 2.000, HUMAN SERVICES
DIVISION POLICIES AND PROCEDURES: Judy Griego, Director of Department of Human Services,
stated this policy has been reviewed by staff and the County Attorney's office, and she asked for approval
of the Weld County Reasonable and Prudent Parent Standard Policy revisions. She stated the standard
is applied by all out -of -home care providers when making careful and sensible parental decisions that
help maintain the health, safety, and best interest of the child and youth. Additionally, the standard
encourages emotional and developmental growth of the youth. Commissioner Freeman moved to
approve said revision. The motion was seconded by Commissioner Moreno, and it carried unanimously.
• 2) CONSIDER TEMPORARY CLOSURE OF CR 31 BETWEEN CRS 74 AND 76: Janet Lundquist,
Department of Public Works, stated a request was received from Public Service Company of Colorado
to close CR 31 between CRs 74 and 76 from May 15, 2017, through May 19, 2017, to perform repairs
on an existing gas service main line. Commissioner Moreno moved to approve said temporary road
closure. The motion, which was seconded by Commissioner Freeman, carried unanimously.
IEJ 3) CONSIDER APPOINTMENT TO WORKFORCE DEVELOPMENT BOARD: Commissioner
Freeman moved to approve said appointment. Commissioner Moreno seconded the motion, and it carried
unanimously.
• 4) CONSIDER EXTENSION OF OIL AND GAS LEASE COVERING CERTAIN PROPERTY
OWNED BY WELD COUNTY, COLORADO - S23, T8N, R60W (LE0327-1): Esther Gesick, Clerk to the
Board, stated this item, and items five through seven (5-7), are each very small parcels which total 1.21
acres. She stated pursuant to the terms of the standard lease, a one-time six month extension is afforded.
Ms. Gesick advised the four have paid the appropriate rates, which totals the amount of $1,936.00.

Commissioner Moreno moved to approve said extension of lease. Commissioner Freeman seconded the
motion, which carried unanimously.
El 5) CONSIDER EXTENSION OF OIL AND GAS LEASE COVERING CERTAIN PROPERTY
OWNED BY WELD COUNTY, COLORADO - S23, T8N, R60W (LE0327-2): The motion to approve said
extension of lease, which was made by Commissioner Freeman, and seconded by Commissioner
Moreno, carried unanimously.
El 6) CONSIDER EXTENSION OF OIL AND GAS LEASE COVERING CERTAIN PROPERTY
OWNED BY WELD COUNTY, COLORADO - S22, T8N, R60W (LE0327-3): Commissioner Moreno
moved to approve said extension of lease. Commissioner Freeman seconded the motion, which carried
unanimously.
7) CONSIDER EXTENSION OF OIL AND GAS LEASE COVERING CERTAIN PROPERTY
OWNED BY WELD COUNTY, COLORADO - S22, T8N, R60W (LE0327-4): Commissioner Freeman
moved to approve said extension of lease. The motion, which was seconded by Commissioner Moreno,
carried unanimously.
8) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND
GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE AND AUTHORIZE CHAIR TO SIGN -
NOBLE ENERGY, INC. (LE0007): Ms. Gesick stated this is a new small tract lease for 1.45 mineral acres.
She stated Noble Energy has submitted the standard lease, and the bonus amount is $1,740.00, for a
strip along CR 59. Commissioner Moreno moved to waiver the bid procedure, approve said lease, and
authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried
unanimously.
9) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND
GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN -
AZTEC EXPLORATION, LLC (LE0428): Ms. Gesick stated the lease is for .6657 mineral acres, for a
bonus amount of $798.84. She stated the collective three small parcels are within the City of Evans. The
motion to waive the bid procedure, approve the lease, and authorize the Chair to sign, which was made
by Commissioner Freeman, and seconded by Commissioner Moreno, carried unanimously.
10) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL
AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE AND AUTHORIZE CHAIR TO SIGN
- AZTEC EXPLORATION, LLC (LE0429): Ms. Gesick stated the lease is for .3616 mineral acres, for a
bonus amount of $433.92. She advised this is for an additional parcel within the City of Evans, which is
located in a different part of town. Commissioner Freeman moved to waive the bid procedure, approve
the lease, and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
