Dear Mr. Howard:
This letter is in response to your request for water service commitment for a 5/8 -inch tap each for two
single family residences proposed to be located at 6450 Weld County Road 52.25 (WCR 52.25) and
currently in review by Weld County as PUDK16-0003 or more generally at the location described as
follows:

Parcel 095730300049, also known as 6450 WCR 52.25, Johnstown, Colorado
The District provides water service within its service area as defined by the District. The provision of
water service by extension of existing water lines of the District to the above property and the
installation of taps for lots is done under the terms of the Rules and Regulations of the District
established by the Board of the District from time to time. You may obtain a copy of the Rules and
Regulations from the District. This letter outlines the provisions of the Rules and Regulations, however
this letter does not change any provisions of the Rules and Regulations. The Board of the District may
alter and amend the Rules and Regulations at any time, and the provisions of this letter are subject to
alteration and amendment based on changes in the Rules and Regulations of the District.
We currently serve the property located at 6450 WCR 52.25 in unincorporated Weld County from a
meter pit located off of WCR 13 (Tap 7462). The District has a 1.25 -inch line in WCR 52.25 that
connects to a 6 -inch line at WCR 13 and transitions to a 2 -inch line approximately '/ mile east of the
property. The 1.25 -inch line adjacent to the property does not have capacity to serve the property. We
can commit to provide service for two additional lots at the property described above, subject to the
limitations in this letter, with the following additional limitations on the provision of water service:
1. All improvements to District facilities required to provide service will be the financial
responsibility of the developer in accordance with the District Rules and Regulations.
All improvements must conform to District Specifications.
2. Little Thompson Water District does not currently accept cash in lieu payments
for water rights for developments. You will be required to provide water rights to
meet the projected needs of the proposed development. Information regarding accepted
water shares can be found on the District's website. You may also contact Nancy Koch
with the District to evaluate the options. Ms. Koch can be contacted at 970-344-6388.
3. Prior to initiating water service, you will need to provide evidence that the property is
included the Municipal Sub District of the Northern Colorado Water Conservancy
District. You can find information on having your property included in the Municipal
Sub District at the offices of the Northern Colorado Water Conservancy.
4. In order to supply domestic service to this site you would be required to install a
minimum 6 -inch diameter water line from the existing 6 -inch line in County Road 13
described above and extend the new 6 -inch line to the eastern edge of the proposed
development. The design, installation and total cost of the project will be the
responsibility of the developer.
5. If a fire hydrant is required for the subdivision there is a $2,000 fire hydrant fee that
needs to be paid prior to installation of the fire hydrant. Provision of fire flows to this
location could require the construction of additional system improvements to supply
fire flows. You will be responsible for any improvements or upgrades needed to meet
the required fire flows in your development.
The District has, from time to time, participated with small line improvements when additional
participants have been interested in sharing the costs for an upgrade to a larger line. At this time, there
are no funds to assist in a small line improvement project this year. The District may have funds
available next year for small line improvement participation. The existing line in WCR 52.25 has been
on the list for potential participation in the past; however, the District's participation in the upgrade of
the line is not guaranteed.
This commitment letter will expire two years from the date of this letter if the taps have not been
purchased, paid for and installed by that date of expiration. The current fee for the domestic 5/8" tap is
$11,375 with installation provided by the owner (excluding water dedication). Upon request, the
District can install the meter pit and service line for an additional fee of $1,135 per service. YOU ARE
HEREBY ADVISED THAT THE RULES, REGULATIONS AND TARIFFS OF THE
DISTRICT ARE SUBJECT TO CHANGE WITHOUT NOTICE; AND THIS LETTER IS
ISSUED WITH THE SPECIFIC LIMITATION THAT THE DISTRICT MAY CHANGE THE
RULES, REGULATIONS AND TARIFFS APPLICABLE TO THE ABOVE PROPERTY AT
ANY TIME WITHOUT NOTICE TO YOU OR ANY PERSON.

The property is already served by a public water source, Little Thompson Water District, which indicates in its letter that
it can serve the two new residences created by the PUD, with two significant limitations. First, Wayne will need to
purchase and dedicate water to the District. This shouldn't be a problem, as the District accepts Colorado Big Thompson
water, which is generally available for purchase. Second, the District indicates that the current 1.25" water line serving
the current residence is insufficient to serve the two new residences. It appears that Wayne will be required to install a
new 6 inch line starting at WCR 13 and extending approximately 1/4 mile to the property. That may prove cost prohibitive,
but it is possible. I would want to see something more concrete before PUD Final Plan approval, but for the sketch plan,
have no concerns with the provision of water to the PUD.
