RESOLUTION
RE: SURFACING OF COUNTY ROAD NO. 23 , IN WELD COUNTY, COLORADO
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, it has been brought to the attention of the Board
of County Commissioners of Weld County, Colora , that County
Road No. 23 in Weld County, Colorado, is i e d of sur acing,
and
WHEREAS, on July 13, 1977 , at the r gularly he uled
meeting of the Board of County Commission rs of We County,
Colorado, it was determined by sai B fter hearing a
presentation from Frank Smith, Wel Co ty Engineer, regarding
County Road No. 23, that t e stim ed cost of materials for
low density surfacing woul be $ 7, 500. 00, and that labor costs
• will not be includ in th ' gure as Weld County crews will
be performi g the co tion, and
WHERE S, at said Jul 13, 1977 meeting, it was concluded
said Bo rd be rep red to make a final decision on this
att r at e July 18 , 1977 regularly scheduled meeting of
e :oard o Cou y Commissioners, and
REAS, after careful consideration and discussion among
t ,Board uembers on the below-mentioned date , it was decided that the sur-
facing of Weld County Road No. 23, be approved.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the surfacing of
Weld County Road No. 23 be, and hereby is approved.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 18th day of
July, A.D. , 1977.

subject: County Road 23(Surf acing)on or Before
The Department of Engineering, Materials Division , has taken
twenty five tests on Road 23 from 18 to 28 . The tests were
taken to obtain soils information on the existing surface and
the subgrade.
The tests ' results indicate that the subgrade is of sand with
a very low capacity to support heavy loading. The existing
surfacing is of low quality to support heavy loading.
It is recommended by the Engineering Department that the
existing surfacing be blended with the subgrade and additional
select crushed material from the Koenig Pit and processed as
the new subgrade. Base course of crushed material to be placed
a minimum of six inches in depth with both subgrade and base
course compacted to present standards AASTO T-99 95% and
surfaced with low density surfacing would be feasible for' this
section of road.
Presently it is possible to do this with approximately ten miles
of low density surfacing available for commitment . The estimated
cost of materials for this project is $17,500. 00.
At this time there is not any crushed material at the Koenig Pit.. -
Test holes at the pit indicate a very clean gravel that can be
crushed to a 3/4" base material with the addition of binder
material to meet gradation specifications. The binder would not
have to be added to upgrade the existing material on the roadway
as there is an excess of fines. The existing densities average
80% and with existing material this is about all we can get .
The traffic count is included and indicates a definite need for
upgrading this five miles of County Road 23twith"COunty'Road 28
being upgraded from County Road 21 1/2 to Colorado 85 .
