HomeMy WebLinkAbout20171112.tiffRESOLUTION RE: APPROVE ADDENDUM TO INTERAGENCY AGREEMENT FOR RESTORATIVE JUSTICE GRANT ACCEPTANCE OF FUNDS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Addendum to Interagency Agreement for Restorative Justice Grant Acceptance of Funds between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the 19th Judicial District Attorney's Office, Division of Juvenile Diversion, and Youth and Family Connections, and the Colorado Judicial Department, Office of the State Court Administrator, commencing upon full execution of signatures and ending June, 2017, with further terms and conditions being as stated in said addendum, and WHEREAS, after review, the Board deems it advisable to approve said addendum, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the with Addendum to Interagency Agreement for Restorative Justice Grant Acceptance of Funds between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the 19th Judicial District Attorney's Office, Division of Juvenile Diversion, and Youth and Family Connections, and the Colorado Judicial Department, Office of the State Court Administrator, be, and hereby is, approved. Cozad, Chair, PR 242017 °e°77- ///� ATTACHMENT 1 Weld County Juvenile Diversion Restorative Justice Program Budget Modification Request Estimated Request: $7,550 Timeline:. September 2016 to June 2017 Purpose: The purpose of this budget increase is to accommodate needs that were unknown when the funding application was submitted in February. These funds will allow for necessary travel and daily programmatic functioning in order to advance Restorative Justice in our community. Justification and stated needs: At the time funds were requested, it was unknown that a program in Durango would be funded. As a result of this new development, funds are now needed to attend an implementation meeting scheduled for June 23, 2017 in Durango. After research, it appears that the most cost effective option would be to fly from Denver the morning of the meeting and fly back to Denver that evening. The current airfare from Denver to Durango for the intended date is $589 on United Airlines. We are requesting $650 to cover airfare and travel expenses for the meeting in Durango on June 23. Only one person from Weld will attend as a result of the cost. These funds will fall under the travel line item for the funded program. The National Association of Community and Restorative Justice has announced their biannual conference in Oakland in June of 2017. This is an association that the Weld County Restorative Justice team has been members of since the Program Director attended the last conference in May/June of 2015. This was such a valuable experience that we desire to send 3 people to the conference in June of 2017. Too few details were available at the time of funding application to be comfortable requesting funds for travel at that time. However, this conference is a setting that would allow advancement of practice within the state as well as contributing to the advancement'of Restorative Justice at a national level. Based on the cost of the past conference and estimated hotel and airfare, the need is estimated to be around $2000 per person, or $6000 total, to cover the expenses for three members to attend the June 2017 conference. These funds would be divided in our line items; $2000 would be added to the travel line item for the funded program and $4000 would be for the contracted agent in their travel budget. An area of need that has emerged as the program has been able to expand is the need for a wifi hotspot. The program utilizes an encrypted, web -based client record management system and access to this system during intakes and conferences at remote locations allows the program to avoid paper and printing costs. The wifi hotspot connectivity costs $40 per month. A $400 increase to the budget of the contracted agent would cover hot spot costs for September, 2016 to June, 2017. This $400 would be in the contracted agent line item for the funded program and would be in their supply and operating costs. Page 2 of 3 ATTACHMENT 1. Since the inception of the program at the beginning of the Pilot phase in 2013, a way to engage and track volunteers has been desired. A program, Volgistics, would allow easier coordination of volunteer scheduling, record sharing, and hour tracking. This would allow more streamlined and professional communication and would also allow the program to report to the RJ Council more accurately how many hours volunteers are contributing to programming. The cost of this program is $47 per month. The request is for the amount of $500 to cover the monthly costs of the Volgistics program from September, 2016 to June, 2017 plus funds to allow for training of volunteers on the new process. This $500 would be in the contracted agent line item and would be in their supply and operating costs. The total increased amount that we are requesting is $7,550.
