Griego, Director, Human Services RE: Colorado Department of Human Services Agreement with Equifax Verification Services (EVS) for the Work Number Please review and indicate if you would like a work session prior to placing this item on the Board's agenda. Request Board Approval to Extend the Colorado Department of Human Services Agreement with Equifax Verification Services (EVS) for the Work Number. The Colorado Department of Human Services fully executed an agreement with Equifax Verification Services (EVS) in October 2016 in order to offer statewide access to the Work Number, the largest proprietary database of up-to-date employment and income data. Due to delayed contract execution for 2018, the State is requesting approval via email from each county to extend the current agreement term through February 2018, maintaining the existing cost per transaction of $5.53. The State is requiring email approval from the counties by Friday, December 22, 2017. I do not recommend a Work Session. Securing a statewide agreement enables a discounted price, via economies of scale, compared to what any individual county would likely secure. Simultaneous with signing the Work Number agreement, in 2016 the Department initiated Intergovernmental Agreements (IGAs) with all counties using the Work Number under the contract. The Work Number is the largest proprietary database of up-to-date employment and income data, providing real-time searches for income or employment status among millions of employment records from more than 4,300 employers nationwide. In Colorado, the Work Number is a tool available to county workers to verify applicant and participant income for public programs (including Colorado Works, Adult Financial, Food Assistance, Medicaid, LEAP, Child Care Assistance, Child Support Programs, and Child Welfare IV -E) enabling counties to serve customers more efficiently and effectively. Counties using the Work Number under this statewide contract are charged $5.53 for each search that returned income or employment information relevant to a case file. The Department pays the monthly EVS invoice on behalf of the counties, who are charged for their discrete program usage through the monthly settlement process. 2018: Next Steps Given the delayed 2018 contract execution, EVS has agreed to extend the current agreement and maintain the same price per transaction ($5.53) for the first two months into 2018 (January and February). This extension will give the counties and the state time to complete rate negotiations with EVS and secure a signed contract for calendar year 2018. As a participating county, the state needs your county's email approval to execute the contract extension. Please email Barry Pardus (Barry.pardusastate.co.us) as quickly as possible with your approval to extend the current agreement and maintain the same price per transaction ($5.53) for the first two months into 2018, no later than 12:00 noon on Friday, December 22nd.
