BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 25, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 25, 2017, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer

• MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of January 23, 2017, as printed. Commissioner Conway seconded the motion,
and it carried unanimously.
• AMENDMENTS TO AGENDA: Commissioner Kirkmeyer moved to add the following under New
Business: 1) Consider Task Order Contract for Prevention of Infertility and the Management of STI and
authorize Chair to sign. Seconded by Commissioner Freeman, the motion carried unanimously.
CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
• PUBLIC INPUT: Fire Chief Ron Bateman, Front Range Fire, requested a letter of support from the
Board for the Safer Grant because they didn't receive the grant last year and will be applying for the grant
again this year, which will allow them to hire additional staff. He stated that the Front Range Fire and
Rescue Board of Directors directed Mr. Bateman to begin the process to form a single fire district authority
and he hopes to have this achieved by November, 2017. Lastly, he mentioned the GallagherAmendment
and lowering the rate of 6.56%. He believes it will be challenging for smaller districts because they are
asking home owners to increase their tax which has been voted down by homeowners in the past.
COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno attended the Trump
Economic luncheon. He stated he attended the Greeley Downtown Development Authority Board of
Directors Meeting, the Greeley -Weld Airport Authority Board as an incoming board member, as well as,

the Upstate Colorado Economic Development meeting. la Commissioner Kirkmeyer announced the
Commissioners attended the Aims Community College 50th Anniversary event and thanked
Commissioner Freeman for representing the Commissioners well by giving a speech. a Commissioner
Freeman stated he thought the Aims Community College celebration was very well organized.
Commissioner Conway thanked Kenny Monfort for having the insight to offer an educational institution
which was available for anyone regardless of their test scores or their ability finanically to attend college.
He commended Commissioner Freeman for giving a great speech. Chair Cozad stated she feels
like these kinds of events remind leaders they are working for the people. She attended the Farm Show
and invited everyone to make time to attend. Chair Cozad went to the Freedom Parkway meeting and
they discussed the County Road 54/ 37th Street, Highway 402 Corridor, and are looking at the road from
a visionary standpoint. Commissioner Moreno added he attended the Fort Lupton Chamber where they
recognized local businesses in the area.
BIDS:
• 1) APPROVE BID #B1700001, PATROL SEDANS (QTY. 6) - SHERIFF'S OFFICE: Trevor Jiricek,
Director of General Services, stated staff recommends awarding the second low bid from Spradley Barr
Ford of Greeley for the amount of $169,374.00. Commissioner Moreno moved to approve the second
lowest bid. The motion was seconded by Commissioner Conway, and it carried unanimously.
• 2) APPROVE BID #61700002, PATROL SUVS (QTY. 8) - SHERIFF'S OFFICE: Mr. Jiricek stated
staff recommends awarding the second low bid from John Elway Chevrolet of Englewood for the amount
of $293,792.00, because the low bidder, Auto Nation Ford, did not meet the needs of the Sheriff's Office.
Commissioner Moreno moved to approve the second low bid. Seconded by Commissioner Conway, the
motion carried unanimously.
• 3) APPROVE BID #B1700003, INVESTIGATION SEDAN - SHERIFF'S OFFICE: Mr. Jiricek stated
staff recommends awarding the second low bid from Spradley Barr Ford of Greeley, in the amount of
$23,969.00. The other low bids did not meet the specifications for a non-traditional police sedan. Josh
Noonan, Sheriff's Office, stated the vehicle will be used for surveillance operations and needs to blend
in. Mr. Jiricek confirmed that the specs of the vehicles are being communicated to the vendors ahead of
time. Commissioner Freeman moved to approve the second low bid. The motion, which was seconded
by Commissioner Conway, carried unanimously.
• 4) APPROVE BID #B1700004, INVESTIGATION SUVS (QTY. 2) - SHERIFF'S OFFICE: Mr. Jiricek
stated staff recommends awarding the low bid from Johnson Auto Plaza, Inc., of Brighton, for the amount
of $52,592.00. Commissioner Conway moved to accept the second low bid from John Elway Chrysler
Jeep as the local vendor for $53,028.00. The motion was seconded by Commissioner Moreno, and it
carried unanimously.
• 5) APPROVE BID #B1700005, 3/4 TON 4X4 EXT CAB LONG BED PICKUP - SHERIFF'S OFFICE:
Mr. Jiricek stated staff recommends awarding the low bid from Dellenbach Motors of Fort Collins, in the
amount of $28,794.00. Commissioner Moreno moved to accept second low bid from Spradly Barr Ford
of Greeley as the local vendor in the amount of $28,976.00. Seconded by Commissioner Conway, the
motion carried unanimously.
6) REJECT BID #61700006, VAN (DETENTION) - SHERIFF'S OFFICE: Mr. Jiricek stated after
review, none of the bids meet the Sheriff's Office needs or all specifications. Mr. Noonan stated the van
needs to have specific gas mileage capacity. Commissioner Conway moved to reject this bid. The motion

was seconded by Commissioner Freeman, and it carried unanimously.
• 7) APPROVE BID #61700007, COMPACT VEHICLE - SHERIFF'S OFFICE: Mr. Jiricek stated staff
recommends awarding the low bid from John Elway Chevrolet of Englewood, in the amount of
$21,310.00. Commissioner Freeman moved to approve said low bid. The motion, which was seconded
by Commissioner Conway, carried unanimously.
• 8) APPROVE BID #61700008, 1/2 TON 4X4 EXT CAB BI -FUEL CNG PICKUPS (QTY. 2) -
BUILDING INSPECTION: Mr. Jiricek stated staff recommends awarding the low bid from Spradley Barr
Ford, in the amount of $77,728.00. Commissioner Conway moved to approve said low bid. The motion
was seconded by Commissioner Moreno, and it carried unanimously.
• 9) APPROVE BID #61700009, 1/2 TON 4X4 CREW CAB PICKUPS WITH SHELL (QTY. 3) -
CORONER'S OFFICE: Mr. Jiricek stated staff recommends awarding the low bid from Spradley Barr
Ford in the amount of $31,837.00 each a total of $95,511.00 for the three (3). Commissioner Moreno
moved to approve low bid. The motion, which was seconded by Commissioner Conway, carried
unanimously.
• 10) APPROVE BID #61700010, 1/2 TON 4X4 CREW CAB PICKUP - DEPARTMENT OF PUBLIC
SAFETY COMMUNICATIONS: Mr. Jiricek stated staff recommends awarding the low bid from John
Elway Chrysler Dodge Jeep Ram of Greeley, in the amount of $28,153.00. Commissioner Conway moved
to approve said low bid. Seconded by Commissioner Freeman, the motion carried unanimously.
• 11) APPROVE BID #B1700011, LUBE TRUCK — MOTOR POOL: Mr. Jiricek stated staff
recommends awarding the third low bid from MHC Kenworth for the amount of $156,795.00. In response
to Commissioner Kirkmeyer, Barb Connolly, Controller, stated the service area and parts will be local.
Commissioner Freeman moved to approve third low bid. The motion was seconded by Commissioner
Moreno, and it carried unanimously.
• 12) APPROVE BID #B1700012, AGRICULTURAL TRACTOR - DEPARTMENT OF PUBLIC
WORKS: Mr. Jiricek stated staff recommends awarding the low bid from B and G Equipment for the total
amount of $60,694.39. Commissioner Freeman moved to approve said low bid. The motion, which was
seconded by Commissioner Conway, carried unanimously.
• 13) APPROVE BID #61700013, MOTORGRADERS (QTY. 3) - DEPARTMENT OF PUBLIC
WORKS: Mr. Jiricek stated staff recommends awarding the second low bid from 4 -Rivers Equipment, for
the amount of $749,689.00. Commissioner Freeman moved to approve second low bid. The motion was
seconded by Commissioner Conway, and it carried unanimously.
Ei 14) APPROVE BID #B1700014, ARTICULATING WHEEL LOADER - DEPARTMENT OF PUBLIC
WORKS: Mr. Jiricek stated staff recommends awarding the second low bid from Power Equipment for
the amount of $194,443.00. Jay McDonald, Director of Department of Public Works, stated for the low
bidder, Kough Equipment, there are no local mechanics or local parts service. Commissioner Freeman
moved to approve said second low bid. The motion, which was seconded by Commissioner Conway,
carried unanimously.
▪ 15) APPROVE BID #61700015, HYDRAULIC EXCAVATOR - DEPARTMENT OF PUBLIC
WORKS: Mr. Jiricek stated staff recommends awarding the third low bid from 4 Rivers Equipment for the

amount of $165,650.00 since the first and second low bids did not meet specs. Commissioner Conway
moved to approve third low bid. Seconded by Commissioner Moreno, the motion carried unanimously.
• 16) APPROVE BID #B1700016, 4"X4" AUTOMATIC SELF -PRIMING TRASH PUMP -
DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the second low bid
from Wagner Rents for the amount of $33,439.63. Commissioner Freeman moved to approve second
low bid. The motion was seconded by Commissioner Conway, and it carried unanimously.
• 17) APPROVE BID #61700017, 6"X6" AUTOMATIC SELF -PRIMING TRASH PUMP -
DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the third low bid
from Wagner Rents at a cost of $38,564.72. The first and second low bids do not meet specs.
Commissioner Moreno moved to approve third low bid. Seconded by Commissioner Freeman, the motion
carried unanimously.
• 18) APPROVE BID #B1700020, 20 -TON HYDRAULIC SLIDING AXLE TRAILER - DEPARTMENT
OF PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the low bid from Utility Trailer Sales
of Colorado in the amount of $36,962.00. The top four bidders did not meet the specifications.
Commissioner Conway moved to approve low bid. The motion, which was seconded by Commissioner
Kirkmeyer, carried unanimously.
El 19) APPROVE BID #B1700021, TANDEM AXLE TILT DECK TRAILER - DEPARTMENT OF
PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the fifth low bid from Transwest Truck
Trailer for the amount of $30,909.92. Commissioner Kirkmeyer moved to approve bid as recommended
by staff. Commissioner Moreno seconded the motion, and it carried unanimously.
• 20) APPROVE BID #61700022, SINGLE AXLE WATER TRUCK WITH 2000 GALLON TANK -
DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the low bid from
McCandless Truck Center for the amount of $87,986.00. Commissioner Conway moved to approve low
bid. The motion was seconded by Commissioner Freeman, and it carried unanimously.
• 21) APPROVE BID #61700023, 2 -TON CREW CAB PICKUP WITH UTILITY BOX - DEPARTMENT
OF PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the low bid from Spradley Barr Ford
Lincoln of Greeley for the amount of $54,365.00. Commissioner Conway moved to approve low bid.
Seconded by Commissioner Moreno, the motion carried unanimously.
• 22) APPROVE BID #61700024, 4X4 CAB AND CHASSIS WITH SPECIAL UTILITY BOX -
DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the low bid from
Rush Medium Duty Truck Centers of Colorado for the amount of $62,913.00. Commissioner Freeman
moved to approve low bid. The motion, which was seconded by Commissioner Moreno, carried
unanimously.
23) APPROVE BID #B1700025, 4X4 CAB AND CHASSIS WITH STAKE BED - DEPARTMENT OF
PUBLIC WORKS: Mr. Jiricek stated staff recommends awarding the low bid from Rush Medium Duty
Truck Centers of Colorado, for the amount of $63,136.00. Commissioner Freeman moved to approve low
bid. The motion was seconded by Commissioner Moreno, and it carried unanimously. In response to
Commissioner Kirkmeyer, Mr. Jiricek explained the bid came from Commerce City, but the service and
the truck will be delivered out of Weld County. (Clerk's note: Commissioner Conway was excused at
9:57 a.m.)

NEW BUSINESS:
1) CONSIDER TASK ORDER CONTRACT FOR PREVENTION OF INFERTILITY AND THE
MANAGEMENT OF SEXUALLY TRANSMITTED INFECTIONS (STI) AND AUTHORIZE CHAIR TO
SIGN: Dr. Mark Wallace, Department of Public Health and Environment, stated this contract will allow
support of the prevention of infertility through screening, treatment, and partner management of these
infectious diseases. Commissioner Kirkmeyer moved to approve said task order contract and authorize
the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously.
2) CONSIDER 2016 ANNUAL MILEAGE AND CONDITION CERTIFICATION REPORT FOR THE
HIGHWAY USER TAX FUND: Evan Pinkham, Department of Public Works, presented the report for the
2016 Annual Mileage and Condition Certificate Report of the Highway User Tax Fund. Chair Cozad asked
for clarification concerning how CDOT classifies the amount of paved roads versus gravel.
Commissioner Kirkmeyer moved to approve said 2016 Annual Mileage and Certification Report.
Seconded by Commissioner Freeman, the motion carried unanimously.
3) CONSIDER APPOINTMENT TO UTILITIES COORDINATING ADVISORY COMMITTEE:
Commissioner Moreno moved to approve said appointment. The motion was seconded by Commissioner
Kirkmeyer, and it carried unanimously.
El 4) CONSIDER APPOINTMENT OF STEVE MORENO TO YOUTH AND FAMILY CONNECTIONS
BOARD AND EXECUTIVE COMMITTEE: Commissioner Kirkmeyer moved to appoint Steve Moreno to
the Youth and Family Connections Board and Executive Committee. The motion was seconded by
Commissioner Freeman, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 10:04 a.m.
