HomeMy WebLinkAbout20173126.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO SEPTEMBER 11, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 11, 2017, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of September 6, 2017, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification of Hearings conducted on September 6, 2017, as follows: 1) USR17-0025 — Lester and Kimberly Helburg, and 2) USR17-0029 — Lowell Three, LLC, c/o Bert Garcia, Pro Lawn Landscaping, LLC. Commissioner Conway seconded the motion, which carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. BIDS: 1) PRESENT AND APPROVE INFORMAL BID #61700138, PLUG-IN CARBON MONOXIDE AND EXPLOSIVE GAS ALARMS - DEPARTMENT OF PLANNING SERVICES: Rob Turf, Department of Purchasing, presented the five (5) bids and stated ordering in bulk results in better pricing. In response to Commissioner Conway, Mr. Turf stated the amount ordered is based on demand and if the order is 240 units, or more, the price is $32.41 each. Troy Swain, Oil and Gas Liaison, presented an update on / oS' O I _7 Minutes, September 11, 2017 Page 1 2017-3126 BC0016 the gas monitors, and stated there are 140 left to distribute, but it would be ideal to order 500 more to have a good inventory. Chair Cozad expressed the importance of having an inventory. Commissioner Freeman suggested ordering 250 units so there aren't extras and still be able to get the best price. Commissioner Freeman moved to approve said bid to purchase 250 gas monitors now. The motion was seconded by Commissioner Conway and it carried unanimously. NEW BUSINESS: • 1) CONSIDER CONTRACT ID #1421 MEMORANDUM OF AGREEMENT AND BUSINESS ASSIOCATE AGREEMENT FOR TITLE X FAMILY PLANNING SERVICES AND AUTHORIZE CHAIR TO SIGN - SALUD FAMILY HEALTH CENTERS: Dr. Mark Wallace, Director of Public Health and Environment, presented details of the agreement to improve access to, and availability of, no -cost adolescent family planning services to Weld County residents. He stated Salud Family Health Centers will provide Weld County clinic space in Fort Lupton. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. • 2) CONSIDER CONTRACT ID #1415 TASK ORDER AMENDMENT #2 FOR LEAD SURVEILLANCE - COLORADO CHILDHOOD LEAD POISONING PREVENTION PROGRAM AND AUTHORIZE CHAIR TO SIGN: Dr. Wallace reviewed the purpose of the task order amendment is to extend the period of performance by one year. Commissioner Moreno moved to approve said task order amendment and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. 3) CONSIDER CONTRACT ID #1422 MEMORANDUM OF UNDERSTANDING FOR COOKING MATTERS NO KID HUNGRY CAMPAIGN AND AUTHORIZE CHAIR TO SIGN - SHARE OUR STRENGTH: Dr. Wallace stated the Department of Public Health and Environment will provide healthy cooking and nutritious food shopping education to low-income Weld County residents. Commissioner Freeman moved to approve said memorandum of understanding and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. • 4) CONSIDER CONTRACT ID #1431 AGREEMENT CONCERNING PURCHASE OF TEMPORARY CONSTRUCTION EASEMENT FOR CR 87/40A BRIDGE PROJECT AND AUTHORIZE CHAIR TO SIGN NECESSARY DOCUMENTS — BIJOU IRRIGATION COMPANY: Tiffane Johnson, Department of Public Works, reviewed the details of the purchase agreement, which is part of the bridge reconstruction program for the amount of $400.00. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. • 5) CONSIDER CONTRACT ID #1429 AGREEMENT CONCERNING PURCHASE OF PUBLIC ROAD RIGHT-OF-WAY FOR CR 91/40A BRIDGE PROJECT AND AUTHORIZE CHAIR TO SIGN NECESSARY DOCUMENTS — BIJOU IRRIGATION COMPANY: Ms. Johnson presented the terms for the purchase agreement for the total amount of $650.00. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. 6) CONSIDER EXTENSION OF TEMPORARY ROAD CLOSURE OF CR 74 BETWEEN CRS 61 AND 69: Amy Joseph, Department of Public Works, reviewed the terms of the temporary road closure to extend the closure, for an additional eight (8) days, to September 23, 2017, due to utility conflicts and asphalt production issues, which have slowed down the schedule. Commissioner Conway moved to Minutes, September 11, 2017 Page 2 2017-3126 BC0016 approve said extension of temporary closure. The motion, which was seconded by Commissioner Moreno, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
