Projections from both Weld County and the State of :olorado suggest much more rapid growth along the 1-25 and Highway 85 orridors between which this area lies. I would much rather see controlled rowth which best utilizes and respects the mixed use area which in fact already xists. • The Roos proposal states that they would be willing to share enhanced firefighting tools to the immediate neighbors. • They have explained that they will contain any light pollution with downward projecting and timer operated lights. • The proposal to create a series of detention ponds to reduce the impact of flooding in the area would be most helpful. • The acreage currently is a source of nuisance weeds, prairie dogs and vermin. The proposed business would eliminate this problem. As a business they will pay a greater share of any future road improvements and the general tax rate for the property will be higher as well. • It is my hope that as more growth comes to this corner of Weld County that patrols by Weld County sheriff's department will increase. Our home has been broken into twice, most recently last November. I feel that the thefts I have experienced have had more to do with being a rural, isolated home. The suggested business plan proposed by the members of the Roos family should be accepted as a model of the type of business that would best fit into this area. They have been honest and open in their explanation of their proposed business. The proposed storage facility will surround my two properties on 3 sides. In reviewing the application I am happy with the design that indicates a safe, secure site with high tech amenities. Specifically, I like the standard of design and construction proposed 1 feel it will set a high bar for future projects which will only improve our changing neighborhood. During the application process. 1 have found the applicants, Richard Roos Sr, Betty Roos and Jim Roos to be very straight forward in their presentations, responsive to my questions and inclusive in their outreach. This process started with their initial concepts and has evolved, in part, because of input from myself and the community. 1 ardently support the project for many reasons and here are a few for your consideration: /Z 0b6E699E0E aEog qed boa IngequaD e L yid ZZ:60 LT0Z'80'AEN • This project being proposed is a real compliment to the mixed -use, diverse character of southern Weld County. It would be a useful and attractive addition to the community. • The proposed facility will make good use of land has been vacant and unattended for more than 18 years. It will be a welcome new addition, replacing current agricultural land that has proven unsuitable for farming or grazing. • It would be an ideal low impact business. The facility design appears to be thoroughly researched by the applicants with consideration being given to the effects of surrounding property owners. • The applicants have included fire suppression systems for the facility and have indicated that these suppression systems would be made available to surrounding properties if a fire occurred outside of their facility. • The application details a comprehensive and aesthetically pleasing landscape and fencing design which will enhance and improve what is currently barren and weed ridden land • By approving this application it would create a property where noncompliance with the USI? conditions would be grounds for revocation of the use permit. It would hold the applicants accountable to develop and maintain the property as defined in the application. RECEIVED MAY 3 0 2017 WELD COUNTY COMMISSIONERS First, we would like to apologize for our absence at the hearing scheduled for May 31, 2017. We will be out of state on a prior scheduled vacation. We hope you will consider the weight of this written request the same as if we were present at the hearing. We are both adamantly against having an RV storage facility directly across the road from our home for the following reasons: (1) TRAFFIC: The influx of the traffic on Road 17 will increase significantly. With the proposed 1,000 rental spaces in the facility, it is ludicrous to think that the traffic will not increase. Road 17 is a dirt road scarcely wide enough for two normal sized cars meeting each other. The dust factor from the traffic as it now exists is and always has been a health concern at times. More traffic will cause this issue to be exacerbated. Are the Roos' or the County going to pave this road? I think not. The expense would be exorbitant. The four homeowners which include John & I are directly across from this proposed site and do not sit back from the road. We are fairly close to the road. Consequently, we are all grossly affected by the dust and the traffic. (2) FENCING: The Roos' have stated that they will build a fence that will be comparable to the Todd Creek entrance on Highway 7. They have told us something different each time they have spoken about this situation, all the way from a wood fence with brick posts, iron fence in front of the wood fence, with staggered pine trees and bushs. The last information given was the fence would be chain length with metal slats, very few trees and bushes. We are very skeptical as it what to expect, If approved, I would hope this would be the first plan of action to be taken to preserve our privacy. (3) PROPERTY VALUES: Studies have shown that placing uses like an RV storage facility, no matter how small or large, lower property values. RV storage facilities should be placed in appropriate zoned areas, not in an established agricultural zoned area with residents in such close proximity. The Roos' have attempted to convince all of us that our value will increase significantly and their reasoning has been atrocious. In fact, we felt insulted by their comments. (4) ZONING: Approval of this zoning will not protect NOR enhance the quality of life for any of us. There are presently four of these facilities in close proximity and the prospect of another is not feasible. It appears that none of these are at full capacity. Why another one? There are numerous properties for sale along north Colorado Blvd and the frontage road along 1-25 with easy access and in a business district. Allowing another in a clearly residential area would be devastating to the homeowners across the road and surrounding residents. In closing, we hope you will consider our concerns seriously. For us, Weld County has been a great place to live for the last 30 years. Approval of a business zoning in this area would not be compatible nor consistent with this area or land use. The Roos' have stated that all of the homeowners have agreed to the zoning which blatantly is untrue and once again they have not been forthright. We all hope you understand the gravity of the impact this issue has on our lives and this beautiful countryside. I can't imagine anyone wanting this eyesore across the street from their home.
