RE: APPROVE INSTALLATION OF A TRAFFIC CONTROL DEVICE ON COUNTY ROAD
57 AT COUNTY ROAD 20
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that a Stop sign R1-1 be installed on County Road 57 at County Road 20, to ensure safety to the
traveling public, and
WHEREAS, on September 25, 2017, the Board continued this mater to October 9, 2017,
allow staff to research the status of the road and schedule time for a work session, and
WHEREAS, on October 9, 2017, after further discussion, the Board continued this matter
to November 6, 2017, to allow staff to further research the area for the location of a row of trees
and to have another work session, and
WHEREAS, upon further review and confirmation of the sight distance the Board has
determined that said traffic control devices are necessary for the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install a
Stop sign R1-1 to the north -bound lane of County Road 57 at County Road 20, for the safety of
the general public, and said sign shall conform to the State Manual of Uniform Traffic Control
Devices.

Subject: Stop sign at WCR 20 & WCR 57 reevaluation

Hi Commissioners,
Public Works (PW) staff has reevaluated the stop signs at WCR 20 & WCR 57. The original option
was to place a stop sign at the northbound lane on WCR 57 and southbound lane on WCR 57
(driveway to the north). PW was asked to further evaluate all available options.
According to the AASHTO Policy on Geometric Design of Highways and Streets to leave this
intersection uncontrolled. Uncontrolled intersections are allowed based on adequate approach sight
distance which allows the driver to make a decision to stop or perform some other action before
reaching the intersection (see sheet one and two in the attachment). Installing "Yield" signs is still
considered an "Uncontrolled Intersection" according to AASHTO and would still require the approach
sight distances. Right now, this intersection would only meet the criteria to stay uncontrolled if we
dropped the speed limit to 15 MPH.
Since this matter is on Monday's BOCC agenda, we wanted to touch base with you prior to the
hearing to discuss all the available options. You may recall for the previous hearing, the sight
distance obstruction is a result of coniferous trees screening a property along WCR 57 and WCR
20. Therefore, vehicles approaching both sides of the intersection cannot see through the trees for
oncoming vehicles.
The below options will make the intersection at CR 20 & CR 57 safer.
Option 1 — Add a single stop sign to the northbound lane of CR-57 sheet four.
Option 2 - Add stop signs to the eastbound and westbound on CR-20 sheet five.
Option 3 — Add a single stop sign to the westbound lane of CR-20 sheet six.
Option 4 — Reduce the speed limit to 15 mph northbound on CR 20 and 15 mph westbound CR 57 as
per sheets one and two so speeds are at 15 mph 60 feet back from the intersection. This may
become an enforcement issue.

Option 5 — purchase the ROW at the northeast corner at the speed limit per sheets one and two that
is a more reasonable speed reduction. And then remove the trees.
Option 6 — Add stop signs to the northbound and southbound lane of CR 57. Staff's previous
recommendation.
Option 7 — Continue the agenda item in order to schedule a work session to discuss all the options in
more detail.

SUBJECT: Installation of Stop Signs on WCR 57 at WCR 20
Public Works is requesting approval to install traffic regulatory signs (Stop Sign, R1-1) at the intersection of
WCR 57 with WCR 20. The request is to stop traffic in the north and south bound directions on WCR 57
entering the intersection.
Both roadways are local gravel roadways. WCR 57 in not maintained by Weld County north of WCR 20. The
Manual of Uniform Traffic Control Devices (MUTCD) section 2B.06 suggests:
Stop signs should be considered if engineering judgement indicates that a stop is always required
because a restricted view exists that requires road users to stop, in order to adequately observe
conflicting traffic on the through street or highway.
There is an obstructed view to the east for north bound traffic entering this intersection. The sight distance
looking east from the intersection is impeded by a row of trees.
Public Works recommends that traffic be stopped in the north bound direction on WCR 57 at WCR 20. Public
Works also recommends that since the traffic will not be stopped in the east or west bound directions through
this intersection, another stop sign be installed for south bound traffic entering the intersection. Even though
this segment of CR 57 is not maintained by Weld County, traffic counts show similar traffic volumes entering
the intersection from this direction. Installing this additional stop sign will help alleviate any confusion for
vehicles approaching the intersection from any direction.

Brief description of the problem/issue:
WCR 57 has a restricted sight distance for northbound traffic entering the intersection. There is a row of trees
causing the sight restriction in the southeast corner of the intersection. The traffic volumes and year of the
traffic count data entering the intersection are:

WCR 57 is not maintained by the County north of the intersection, but there is a similar amount of traffic
entering the intersection from that direction.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
• Approve the installation of new signs to stop north and south bound traffic entering the intersection.
• Deny the installation and leave the intersection uncontrolled.
Recommendation:
Staff recommends installing two new stop signs on WCR 57 at the intersection with WCR 20.
