OFFICE This letter is in reference to the changes proposed for the property next door, Case # USR17-0006. I am writing on behalf of my Mother, Herta H it lma nn, owner of the property at 3197 E 18th St. Our property is directly west of the property seeking a variance. I am currently also residing there with my sister and Morn. We do not have an objection to their business. We do ask that, if the variance is allowed and the property is sold, it would revert back to agricultural zoning. Following are concerns we have that affect our daily lives; there is a plan to install a 9' tall metal fence around the perimeter of their property. I have searched the city and county to have an idea how such a fence appears and have not found one so tall and oppressive. The bottom of the eaves of our house is 9'-O" Their fence will be installed 14'-6" east from our house. Currently, our bedrooms are on that side of the house, which is not air conditioned. I open the south and east windows for an air flow on hot days. That fence would block a breeze. Also, metal absorbs heat from the sun. It would be radiating that heat all day and into the night. Last summer when a tanker truck was parked at the fence line outside my window for months, I could feel that heat into the night. This made it very uncomfortable. Since the fence is on the east, the morning sun would not shine on our house until midmorning. I love waking to the lovely sunshine. We are accustomed to a panoramic view. Even the Kersey fireworks could be seen from our yard. The prospect of a giant fence is claustrophobic. We would rather look at their trucks. Seeing the top 3' of a trailer is no different than seeing the whole truck. My mother is 92 and is homebound with my sister as her caregiver. She enjoys the home she has lived in since 1960, with the views and those neighbor's chickens coming over into our yard being the last reminder of her farming heritage. That would end. The fence would change our free lifestyle. Instead of a rural view of open fields, beautiful trees lining the river, barns and corrals of animals, we would view a 200' long 9' high wail that looks like a warehouse. Please, allow their variance, but let the shared chain link fence remain as our property separator. Sincerely, Elvira Flynn Hello
