Dear Ms. Ford:
We are initiating the Executive Order 12372. "Intergovernmental Review of Federal
Programs" process on behalf of the U.S. Department of Agriculture, Rural
Development (Agency). The Agency is being asked to consider providing financial
assistance for the proposal described below and your comments are invited on this
proposal regarding:
1) Consistency with State and local government planning goals;
2) Extent to which the proposal duplicates, runs counter to, or needs to be
coordinated with other activities, or might be revised to increase its
effectiveness;
3) Contribution to achieving State or local government goals relating to natural
and human resources, or economic and community development;
4) Extent of environmental impacts and alternatives that should be considered in
the Agency's environmental review;
5) Influence on area growth or delivery of services, including any
disproportionate effects on minority groups;
6) Impacts on energy resource supply and demand; and
7) Possible displacement of people or businesses

RE: Additional Information for Review Letter
This project proposes a strategy to replace the failing wastewater treatment plant owned by the
Galeton Water and Sanitation District. The proposed strategy involves decommissioning the existing
lagoon system with a packaged mechanical treatment plant that will be capable of meeting all current
and future foreseeable discharge permit requirements.
The total cost of the proposed project is approximately $1,100,000. The town is applying for a 75%
grant through USDA to help fund the project. The remaining 25% is expected to be in the form of a
loan, also through USDA. The repayment of this loan will be supported by rate increases to the users.
The proposed packaged mechanical treatment plant will be constructed entirely on land that is
already owned by the Galeton Water and Sanitation district and will only disturb previously disturbed
soils. The project will not significantly impact land use, important farmland, formally classified lands,
prime rangeland, floodplains, wetlands, cultural resources, biological resources, water quality, air
quality, transportation, or noise. The project will have positive impacts on groundwater quality as the
new packaged mechanical treatment plant will prevent seepage of raw wastewater from the current
lagoon system into the groundwater, which avoids contamination being released to the surrounding
soil and groundwater. The impact due to construction for any environmental disruption will be temporary
in nature. No impacts to protected resources are anticipated.
Erosion control measures will be placed during construction as needed to prevent pollution of surface
waters and all applicable BMPs will be followed.
Should any unanticipated archeological discoveries be made during construction, the contractor will
stop work immediately and proper authorities will be notified.
