Spindle B Station 13005 Weld County Road 18 1/2 Fort Lupton, CO 80621 EPA ID No. COR000216127 Record Manager Code: 1.4 Dear Mr. Killough: The Colorado Department of Public Health and Environment's (CDPHE's), Hazardous • Materials and Waste Management Division (the Division) has reviewed the above referenced December 2010 - August 2010 Release Corrective Action Plan Update and December 2011 Spindle B Station Sampling Report and No Further Action Request (the Reports) for the Suncor Spindle B Station ("the Facility"). The Reports provide the results of groundwater monitoring and soil confirmation sampling conducted on the Facility. The results show that the concentration of volatile organic compounds (VOCs) associated with releases of crude oil were below state of Colorado groundwater standards, or not detected at all, for at least two groundwater sampling events. The results of soil confirmation sampling show that the concentrations of VOCs and polyaromatic hydrocarbon (PAH) compounds are below the Division's residential/unrestricted use concentrations. Based on the soil and groundwater monitoring data, the Reports request that the Division issue a No -Further -Action (NFA) determination for the Facility. Based on the information provided in the Reports the Division agrees that the concentrations of VOCs in groundwater beneath the Facility are all below applicable Colorado groundwater standards at 5 CCR 1002-41. In addition, the Division agrees that the releases of crude oil to soil have been remediated to achieve residential/unrestricted use criteria. Therefore, the Division hereby makes the determination that no further action is required at the referenced facility. All boreholes and monitoring wells shall be plugged and sealed in accordance with Rule 16, Standards for Plugging, Sealing, and Abandoning Wells and Boreholes (2 CCR 402-2). This determination may no longer be valid if at a later sampling date data is received that suggest a new release may have occurred as a result of activities after the date of this letter. Also, if any tenant, owner or operator manages hazardous wastes at the site in future, these wastes must be handled in accordance with the Colorado Hazardous Act, 25-15-201 et seq., C.R.S., and it's implementing regulations, (6 CCR 1007-3).
