HomeMy WebLinkAbout790539.tiff RESOLUTION RE: SELECTION OF COMMUNICATIONS SYSTEM FOR CENTENNIAL COMPLEX AND COURT HOUSE. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado Statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners authorized the issuance of a request for proposal for a new communications system to serve the Centennial Complex and Court House, and WHEREAS, Mountain Bell and United Business Systems submitted proposals for the County's consideration, and WHEREAS, the Board of County Commissioners appointed an evaluation committee to evaluate the proposals and make recommendations to the Board of County Commissioners, and WHEREAS, the evaluation committee has made the attached recommendation to the Board of County Commissioners concerning the selection of the Bell Telephone System, and WHEREAS, the Director of Finance and Administration has recommended to the Board of County Commissioners that the communications system be funded from available capital projects appropriations for 1979, with the condition that the savings from the new communications system be used to replace the capital funds in future budgetary years. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that Weld County hereby selects the system pro- posed by Mountain Bell, and BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County, Colorado hereby direct the Director of Communications to pro- ceed with representatives of Mountain Bell to develop a final design of the communications system and to proceed with the installation of the system, and BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County, Colorado authorize the system to be paid for from the appropriations in the Public Works County Buildings Fund in 1979 and that the Weld County Director of Finance and Administration is hereby directed to take appropriate actions in the preparation of the 1980 and 1981 budgets to insure that the 7/4.4..e, ✓ Capital Projects Funds are replaced by the savings realized from the new com- (r4 ✓ 790539 rm munications o s system in the Centennial Complex and Court House. On June 8, 1979, the evalua- tion committee met with both vendors to discuss the proposals submitted, in order to properly assess both systems. In addition to the inter- views, members of the evaluation committee studied both proposals to determine which system would best meet the communication needs of Weld County in the most efficient and cost effective way. Based upon the detailed evaluation of both proposals the following con- clusions were reached by the members of the evaluation committee: 1. From a technical and feature point of view the Rolm IV and Dim- mension 4000 systems appear to be comparable. 2. In a detailed analysis, the Mountain Bell system appears to be less expensive over the anticipated five year life of the communication system being proposed. 3. The UBS proposal would require added features in order to accomplish the functions specified in the request for proposal. 4. In the opinion of the evaluation committee, Mountain Bell appears to be able to provide better maintenance services than UBS pro- posed. Specifically, Mountain Bell could respond within 1 hour on an emergency basis, UBS indicated a 2 hour guarantee, and on rou- tine service calls Mountain Bell would respond within 8 hours and UBS indicated 24 hours. 5. Both proposals would offer substantial savings to Weld County over the five year anticipated technical life of the systems. RECOMMENDATION Based upon the assessment of both proposals submitted in response to Weld County's request for proposal for a communication system for the Centennial Complex and Courthouse, it is recommended that the Board of • County Commissioners acquire the system proposed by Mountain Bell . The Mountain Bell system is recommended due to the fact that their proposal appears to be the most cost effective system, and Mountain Bell, based upon the proposals, can provide the best and most responsive maintenance service to the system installed. Since many of the County's operations supported by this communications system are emergency support units, the responsiveness to emergency service repairs is a major factor in considering any communication system. • It is also the recommendation of the evaluation committee that the Mountain Bell system be acquired a- proposed under the prepay 36 month Tier A Plan, which would call for a capital outlay of $138,875 for equipment and an additional $46,855, approximately, for installation for a total of $185,730 initial outlay with on-going annual operational cost of approximately $77,000. Final costs could vary up to 10% due to final design considerations and tariff increases prior to installation.
