HomeMy WebLinkAbout20170971.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO APRIL 5, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 5, 2017, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Amanda Petzold Controller, Barbara Connolly - EXCUSED • MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of April 3, 2017, as printed. Commissioner Conway seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PROCLAMATIONS: • 1) CHILD ABUSE PREVENTION MONTH, APRIL 2017: Chair Cozad read the proclamation into the record. Judy Griego, Director of Department of Human Services, thanked the Board of Comissioners for acknowledging this proclamation. a Heather Walker, Department of Human Services, stated the commitment of all Weld County communities makes this possible. El Veronica Cavazos, Department of Human Services, described the event at the Capital acknowledging Child Prevention Month, and stated it was a really nice event. eKathy Brown, Department of Human Services, spoke on all the events of the month happening through partnerships with United Way of Weld County, Life Stories, and the Public Health Department. a Commissioner Kirkmeyer thanked all the County staff and stated their efforts provided to our youth allow for a permanency of being thriving adults to society. aCommissioner Moreno acknowledged child abuse as a national issue and expressed his pride in the fact that Weld County is tackling this battle at a local level. Commissioner Freeman thanked 5/ 3/ @oi �1 Minutes, April 5, 2017 Page 1 2017-0971 BC0016 the staff for their continual support and hard work committed for citizens of Weld County. Commissioner Conway extended his thanks and commented on this being an ongoing effort that will continue to grow in the coming years. Chair Cozad commented on the role of foster families and thanked Ms. Griego and her staff. 2) DAY OF THE YOUNG CHILD, APRIL 8, 2017: Chair Cozad read the proclamation into the record. El Caroline Gelatt, United Way of Weld County, stated this is her 10th year organizing the Children's Festival, and commented on all the agencies of the County coming together to support our youth. • Sherri Hannan-Roh, United Way of Weld County, identified the importance of the County collaboration. eJamie Preuss-Morrison, Director of Promises for Children, stated she is honored to be a part of this month's activities. a Commissioner Conway commented on the unity of all the County agencies coming together for the Children's Festival. He stated the collaboration is impressive, and he thanked all County staff for working together. = Commissioner Freeman commented on the importance of the early stages of childhood as setting the tone for being lifetime learners, and he thanked the staff for all their commitment. Commissioner Moreno and Commissioner Kirkmeyer expressed thanks and stated that they value the support given to Weld County families and making a difference. • Chair Cozad thanked the staff for raising awareness, and stated she will be attending the Children's Festival. (Clerk's Note: The meeting was paused for a photo opportunity) • PUBLIC INPUT: No public input was given. • COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno mentioned the services for Charlie Archibeque, and stated that he was a tremendous man for the County, community, and State. El Commissioner Kirkmeyer commented on losing Francis "Mike" Loustalet. She reflected on his former performance as Weld County Treasurer, and stated he will be missed. a Commissioner Freeman reported on the High Plains Library District, and stated six applicants were chosen to replace and fill the vacancies in the Library District Board. He thanked Bruce Barker, County Attorney, and Bob Choate, Assistant County Attorney, for their work in navigating through this process. a Commissioner Conway thanked Commissioner Freeman for his work completed with the Library District. He too expressed condolescenes for Charlie Archibeque, and highlighted the many roles in which he served in his lifetime. Commissioner Conway commented on the ground -breaking for the new Civic Center of Greeley. He attended the Bullseye Mayor's Meeting, and stated the big issue discussed was regarding Colorado Department of Transportation (CDOT) and United Pacific Railroad (UP), in regards to Platteville, Greeley, and Eaton. He also attended the Evans Spotlight Event, which was largely attended. aChair Cozad reported on Hill -n -Park, and stated the Baptist Church has permitted use of their church, which may open the door for more opportunities for the youth. She stated transportation is still being explored and a lot of trails are being planned throughout the City of Evans. Lastly, she reported attending the Highway 66 Planning and Environmental Linkages (PEL) Visionary meeting, and stated there was good discussion on access control and pedestrian connections. BIDS: ki 1) PRESENT BID #61700073, LANDSCAPING (CENTENNIAL COURT PLAZA) - DEPARTMENT OF BUILDINGS AND GROUNDS: Trevor Jiricek, Director of General Services, stated four (4) bids were received and staff will bring back a recommendation on April 19, 2017. Toby Taylor, Director of Buildings and Grounds, stated that the bids have not yet been evaluated, but he will identify why there is such a large spread in the amounts reflected in the bids. Minutes, April 5, 2017 Page 2 2017-0971 BC0016 • 2) PRESENT BID #B1700074, UPS (LAW ADMINISTRATION BACKUP) - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Jiricek stated staff received bids from two (2) vendors, and will bring back recommendation on April 19, 2017. NEW BUSINESS: • 1) CONSIDER CONTRACT ID #1058 INDIVIDUAL PROVIDER CONTRACT FOR THE PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - KAYLA AND RENAE WALKER: Ms. Griego stated there is a daily rate provided based on the needs -based -care assessment of the child. She stated the home is located in Windsor and will be contracted to end June 30, 2017. Commissioner Conway moved to approve said individual provider contract and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. • 2) CONSIDER CONTRACT ID #1066 INDIVIDUAL PROVIDER CONTRACT FOR THE PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - ANGEL RYCKMAN AND STEVEN HENRIET: Ms. Griego stated there is a daily rate provided based on the needs -based -care assessment of the child. She stated the home is located in Greeley and this contract will end June 30, 2017. Commissioner Freeman moved to approve said individual provider contract and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. 3) CONSIDER CONTRACT ID #1115 INTERGOVERNMENTAL MUTUAL AID AGREEMENT FOR SWAT AND OTHER ASSISTANCE CALLS AND AUTHORIZE CHAIR TO SIGN - GREELEY POLICE DEPARTMENT: Steve Reams, Weld County Sheriff, stated this is a reauthorization of the mutual aid agreement with the Greeley Police Department, and stated that the two agencies depend upon each other on large scale events. Commissioner Moreno moved to approve said intergovernmental mutual aid agreement and authorize Chair to sign. The motion, which was seconded by Commissioner Conway, carried unanimously. CI 4) CONSIDER CONTRACT ID #1114 GRADE CROSSING CONSTRUCTION AND MAINTENANCE AGREEMENT AND AUTHORIZE CHAIR TO SIGN - MARTIN MARIETTA MATERIALS, INC. / GREAT WESTERN RAILWAY OF COLORADO, LLC: Janet Lundquist, Department of Public Works, stated this will allow for completion of the last railroad crossing on County Road 13. She stated the approximate cost is $400,000.00 for the project that is solely paid for by Martin Marietta. She stated the work is to be completed by Great Western Railway of Colorado and a contractor on behalf of Martin Marietta. She stated the estimated time -frame for construction completion is between April 17, 2017 and mid May. Commissioner Conway moved to approve said construction and maintenance agreement and authorize Chair to sign. Commissioner Moreno seconded the motion, and it carried unanimously. • 5) CONSIDER RESOLUTION OF THE WELD COUNTY TASK FORCE CONTROL BOARD AUTHORIZING TRANSFER OF EQUITABLE SHARING FUNDS AND AUTHORIZE THE CHAIR TO SIGN - EVANS POLICE DEPARTMENT: Mr. Barker stated on March 21, 2017, the Weld County Task Force Control Board authorized the transfer of $11,625.00 of equitable sharing funds to the Evans Police Department for purchase of 155 rescue kits. He stated this is the resolution requesting the Chair's signature for the fund transfer. Commissioner Kirkmeyer moved to approve said resolution for the transfer of equitable sharing funds and authorize Chair to sign. Commissioner Conway seconded the motion, and it carried unanimously. Minutes, April 5, 2017 Page 3 2017-0971 BC0016 Ei 6) APPROVE APPOINTMENT TO REGIONAL COMMUNICATIONS ADVISORY BOARD: The motion to approve the appointment to the Regional Communications Advisory Board, which was made by Commissioner Freeman, and seconded by Commissioner Conway, carried unanimously. 7) APPROVE REAPPOINTMENT TO ISLAND GROVE ADVISORY BOARD: The motion to approve the reappointment to the Island Grove Advisory Board, which was made by Commissioner Moreno, and seconded by Commissioner Conway, carried unanimously. 8) APPROVE APPOINTMENTS TO AREA AGENCY ON AGING: The motion to approve the appointments to the Area Agency on Aging, which was made by Commissioner Kirkmeyer, and seconded by Commissioner Conway, carried unanimously. 9) APPROVE APPOINTMENTS TO WORKFORCE DEVELOPMENT BOARD: The motion to approve the appointments to the Workforce Development Board, which was made by Commissioner Conway, and seconded by Commissioner Moreno, carried unanimously. 10) APPROVE APPOINTMENTS TO EXTENSION ADVISORY COUNCIL: The motion to approve the appointments to the Extension Advisory Council, which was made by Commissioner Kirkmeyer, and seconded by Commissioner Freeman, carried unanimously. 11) APPROVE APPOINTMENTS TO JUVENILE COMMUNITY REVIEW BOARD: The motion to approve the appointments to the Juvenile Community Review Board, which was made by Commissioner Kirkmeyer, and seconded by Commissioner Moreno, carried unanimously. Eri 12) APPROVE REAPPOINTMENTS TO CHILD PROTECTION CITIZEN REVIEW PANEL: The motion to approve the reappointments to the Child Protection Citizen Review Panel, which was made by Commissioner Kirkmeyer, and seconded by Commissioner Freeman, carried unanimously. Chair Cozad commented on the interview process for the appointments, and thanked the participants. RESOLUTIONS: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
