The building will be used for maintenance and repair of equipment. It will be used as a staging area to prepare to go out on jobs. 2. The proposed use is consistent with Section 22-2-20 Goal 2 A.Policy 2.2. Allow commercial and industrial uses, which are directly related to or dependent upon agriculture, to locate within agricultural areas when the impact to surrounding properties is minimal or mitigated and where adequate services and infrastructure are currently available or reasonably obtainable. These commercial and industrial uses should be encouraged to locate in areas that minimize the removal of agricultural land from production. Also Goal 7: A1Policy 7,1. The improvements were previously made and the structure and surrounding grounds will remain as is, Drainage per engineer recommendations Engineering Questions: 1. The number of trips in and out varies from day to day. The traffic is primarily pickups with occasional deliveries. There is an average of 2-3 times in/out per day of 2-3 vehicles, 2. The travel will be in CR 80 3. The travel will occur 50% from the East and 50% from the West 4. The expected highest traffic volumes will be around 7AM coming to work and 5 PM leaving work. S. Access to the site is 300' from the western point of the property line and 231' from the eastern property line along CR 80. Also an additional access 40' from the western property line 6. The initial question by Mr. Houchin was regarding the USR. Mr. Carroll explained as he was aware the usage of the property would be changed from ag to commercial. Mr. Houchin asked if the change in zoning would affect them down the road if Mr. Carroll ever sold the property. Mr. Carroll did not have an answer as we have no plans to sell. Mr. Carroll discussed the nature of our Excavation business. It was reported to the attendee's that there was no retail business being proposed. We would continue to store equipment, supplies, maintain equipment on site and complete jobs off site. Mr Houchin & Ms. Diodati would like clarification if this is a full zoning change or whether it is a permit to use the acreage for a commercial business. Mr. Carroll explained that it was his understanding that it was a permit to utilize the existing structure and land to run a commercial business out of. Mr. Carroll did explain that there was a discussion of annexing the property into the town of Ault, and that Ault had declined as they would have to take over too much road maintenance between the property and the town. Mr. Houchin and Ms Diodati reported that they had no issue with the current excavating business. There main concern is the water issues. They feel that the change in the property has worsened their water issues on their property. Mr. Carroll explained that he left approximately half of the property below the road level to assist with water and that he is currently working with an engineer to address any drainage issue that there may be. The primary issue with water is when it crosses CR 80 from the farm field across the road and pools to the south of the road on all residents properties (Carroll's, Houchin/Diodati/Meyers). There was an extended discussion on water issues. Ms. Diodati reported to the group that she had looked into the City of Thornton to deal with the water from coming across the road. She also reported that she has talked with the county about increasing the depth of the ditch on the north side of CR 80 to handle more water run off so that it would not cross CR 80. She feels that if the group of owners to the south of CR 80 could be unified this would help to work with the county to address the water that crosses the road. Mr, Meyers participated in all discussion regarding water and did give some historical perspective on water issues to the south of CR 80 as he has been a long term resident. He reported that there has always been an issue with water pooling on the south side of CR 80 in heavy rains as it comes across CR 80 from the farm field to the north. He did not have any issues with Carroll Excavation continuing to run as is and that he has been in favor of the improvements made to the property. In closing Mr. Houchin & Ms. Diodati reported they are in favor of having the business, their primary concern was with water issues. Meeting End: 6:18 PM Additional information requested by county for USR application from Carroll Excavation & Repair Inc: 1. The letter from the Town of Ault was sent directly to the county. We did not receive a copy. Based on the preplanning meeting we were under the impression that the Notice of Inquiry only needed to be returned if the Ault was going to annex our property in. Storage of excavation equipment and supplies. The building will be used for maintenance and repair of equipment. It will be used as a staging area to prepare to go out on jobs. The owner and employees will come to the building in the morning and prepare equipment and supplies to go out to job sites. At the end of the day they will return equipment and supplies and go home. They will work in the shop during inclement weather or during slow work days and complete maintenance and repairs of equipment so that it remains in good working order to complete jobs. 3. Maintenance of equipment includes: oil/filter changes, greasing equipment, changing out broken parts. The basic maintenance that is required to keep equipment in safe and good working order. 4. The number of trips in and out varies from day to day. There are days that they will come in in the morning and leave at the end of the day. Other days they may be in/out 3-4 times depending on the job need for supplies or if they need to change out equipment for a different type of job. The traffic is primarily pickups with occasional deliveries. There is an average of 2-3 times in/out per day of 2-3 vehicles. Employees come to the building in the morning, park and use the Carroll Excavation vehicles to go out and complete jobs. 5. It was stated that there were no specific parking spaces indicated. Employees are free to park where they wish, however there can be designated spaces both to the north and south side of the building and along the fence to the east of the building. Deliveries are left at the garage doors on the East side of the building. 6. Trash and recycling were not addressed as it was not in the application questionnaire. The dumpster is located to the east of the entrance gate, outside of the fenced area of the property. The trash is picked up by NCD. There is no recycling on site. 7. The gate on the east side of the property is a rolling gate. It does not swing. On the access on the west side of the building is not fenced. There is room to park 1 vehicle and access the propane tank and water meter. 8. It is not often that employees return to the shop late beyond 6 PM. As for Saturday hours the only person that may work on Saturday is the owner to catch up on jobs when behind as is the nature of construction. If an employee wishes to assist on a Saturday it is there discretion. There are times that there are emergency situations such as a water leak that they would work beyond the proposed hours of operation or over a weekend. 9. There are approximately 300 gal of petroleum products on site such as motor oil, hydraulic fluid, grease, DEF for the diesel vehicles. There is not one large 300 gal petroleum container. 10. The floordrain is a concrete area covered by a steel grate a pipe flows out of the building. The liquids will be contained in a sand/oil separator tank. 11. I was not aware that the photos needed to be labeled as that is not stated on the application. It states access pictures from right/left and into site. Both access sites are off of CR 80. F Ca a, Project Location The Carroll Property is located in the NW N. of Section 24, Township 7 North, Range 66 West, in Weld County, Colorado, The property lies south of and adjacent to Weld County Road 80, with the southern boundary of the property being the Larimer & Weld Canal (aka the Eaton Ditch). This property is the center parcel of three parcels along WCR 80 located between U.S. Highway 85 to the east and Weld County Road 35 to the west. The parcel to the west is owned by the Myers. The parcel to the east is owned by Angela Diodati and Corey Houchin. The property to the north across WCR 80 is irrigated agricultural land owned by the City of Thornton and leased to a local farmer. The property on the south side of the Larimer & Weld Canal is also irrigated agricultural land owned by the Dalton Land Company. Description of Property This property was acquired by the Carrolls in July of 2012 and is used as the location of the shop and office for their excavating company. Prior to 2012 there was a house and trailer located on this site. From 2011 Google Earth photography it appears that the site was approximately level with the gravel road at that time and a slight berm existed along the north side of the house and trailer. There is no drainage outfall from any of the three parcels south of CR 80 between U.S. Highway 85 and CR 35. There has been none since the Larimer & Weld Canal was constructed across the natural drainage from this area in the 1860's. The current situation appears to be very similar to conditions that have existed in this vicinity for many decades. It could be argued that the existing shallow retention area created on the eastern end of the property is an improvement in that it provides storage that did not previously exist for some volume of storm runoff. However, considering that the current use of the property was not officially approved, the owner is obligated to show that the runoff from this property in its current developed state can be stored on site with no more than a 10 -year historic discharge rate. The Carroll Property includes approximately 3 acres per the Weld County property information. Using the Weld County aerial photography on the Property Portal map, the area from the south edge of WCR 80 to the north edge of the Larimer & Weld Canal bank measures about 2.33 acres. Approximately half of the site is now gravel parking or building area and half is bare ground or vegetated area along the canal. The large majority of the soils in this site and the surrounding property are Kim loam, Hydrologic Soil Group A. A small percentage at the NE corner of the Carroll Property and in the surrounding area is Fort Collins loam, Hydrologic Soil Group C. Drainage Basins There are no FEINIA defined 100 -year floodplains ins affecting this property. There is a well-defined drainage basin to the north of CR 80 consisting of a single agricultural field containing approximately 57 acres. There is a berm and ditch at the north end of this field and borrow ditches along U.S. Highway 85 and CR 35 that intercept any runoff outside of the field. The field has an even grade with a slope of less than 1% to the south. The waste water from irrigation and initial storm runoff flows are collected in an earthen waste ditch and also the north borrow ditch of CR 80, then routed to a tail water pond located to the north of CR 80 near the west end of the Carroll Property. Water from the tail water pond is pumped to the top (north end) of the field for irrigation. It is also pumped into a lake north of the field during heavy rainfall events such as the recent storm on May 19-21, 2017. Per the Northern Colorado Water Conservancy District's Eaton gage located about 1 mile west of this site, 4.28 inches of rain fell over this 3 day period. The heaviest hourly rainfall was 0.48 inches/hour. During this event some runoff overtopped CR 80 and the high water line on the Carroll property was approximately 0.2 feet higher than the low point of the crown on CR 80. This high water line was about 1.4 feet below the top of the north bank of the Larimer & Weld Canal. The lower (south) end of the field is approximately a foot lower than CR 80 and retains a significant volume of water before overtopping CR 20 as sheet flow near the east end of the Carroll Property. The Carnal Property consists of a shallow retention area at the eastern end, a graveled parking area around the shed and to the east of the fenced parking area, and vegetated area between the fence and the Larimer & Weld Canal. The property slopes gently from east to west with a small retention area at the SW corner of the property. The peak 100 - year flow is calculated to be 7.86 cfs in its current developed state. The calculated 100 - year retention volume is calculated to be .284 acre feet. Design Criteria The Rational Method was chosen for the storm drainage analysis since the drainage basins areas are well within the limits for this method. The design storm rainfall is from NOAA Atlas 14, Volume 8 version 2. The 100 -year — 1 hour design storm is 2.75 inches. The 10 -year —1 hour design storm is 1.44 inches which would typically be the allowed release rate for a detention pond. Hydrologic Soil Groups were found in the NRCS Web Soil Survey for Weld County, Colorado, Southern Part. As noted previously in the description of the property, the large majority of the soils in this site and the surrounding property are Kim loam, Hydrologic Soil Group A. A small percentage at the NE corner of the Carroll Property and in the surrounding area is Fort Collins loam, Hydrologic Soil Group C. The UDFCD Excel spreadsheets for the Rational Method, from February 2017, were used to calculate the peak runoff for the 10 -year and 100 -year recurrence intervals and the required detention volume for the 100 -year developed condition of the Carroll Property. The peak 100 -year flow from the field north of the Carroll Property is calculated to be 21 cfs before considering any flow attenuation from natural retention along the north side of CR 80. The south end of the field is about a foot lower than CR 80. The peak loo -year flow from the Carroll Property in its current developed state is calculated to be 7.86 cfs. The calculated 100 -year retention volume required to completely contain runoff from the entire Carroll Property is calculated to be .284 acre feet. Copies of all sources and the UDFCD spreadsheets are included in the appendix. Proposed Drainage Improvements There is a significant volume of storage now existing on the east and west ends of the Carroll Property. Since there is no feasible way to completely drain by gravity any storage pond constructed on the Carroll Property, the retention/detention pond must have a volume adequate to store the entire site runoff from a 100 -year developed condition. The site would be graded so that all of the area east of the shed would drain to the east. The elevations noted on the Drainage Plan included at the end of this report and included in the description of proposed improvements below are based on an assumed elevation of the finish floor of the shed of 100.00. The spot elevations on the Drainage Plan are existing grades. The proposed improvements would be to shape and grade the shallow detention area on the east end of the property to create a detention area 160 feet long by 100 feet wide. This provides an area of 0.37 acres and would be constructed to an average depth of 2 feet to provide storage volume of .73 acre feet. The perimeter of the pond would be set at an elevation of 98.8 which would tie into the existing elevation at the centerline of CR 80 60 feet east of the low point where runoff from the north field crosses the road. The bottom of the pond would slope to the SW corner where any accumulated stormwater would be pumped into the Larimer & Weld Canal within 72 hours of the end of the storm event. Representatives from the Larimer Weld Irrigation Company have been contacted and indicated this would be acceptable to them. As an overflow from this area and as an outlet for runoff above the required 100 -rear retained volume, a 15 inch culvert would be installed at the SW corner of the retention area to discharge into the Larimer & Weld Canal. The culvert elevation of 97.5 would be set to discharge at a level 0.1 feet above the normal high water line of the canal. A flap gate would be installed to prevent any backflow from the canal should an upstream storm raise the water level above the normal high water line and above any water level that might exist on the Carroll property. Representatives from the Larimer & Weld Irrigation Company indicated this outlet culvert would also be acceptable to them. The retention/detention pond would be constructed so there would be an average depth of 1 foot below the invert of the 15 inch culvert. The top of the pond would be at an elevation equal to the center line elevation of CR 80 30 feet west of the east boundary of the Carroll Property. This elevation would be at the crown of the 15 inch outlet culvert. The small retention area now existing at the SW corner of the Carroll Property would be shaped to provide at least 0.1 acre feet of storage to protect the property to the west of the Carroll Property. The depth of this pond would be no more than 2 feet and the top of the pond would be no higher than the floor elevation of the storage shed on the property to the west. This stormwater volume would be pumped into the Larirrier & Weld Canal within 72 hours of the end of a storm event. The combination of the expanded retention/detention pond at the east end of the project, the expanded retention pond at the SW corner of the site, and the 15 inch overflow provide more than required retention storage volume for the Carroll Property in its developed state.
