RE: AMENDMENT TO CONDITIONAL USE PERMIT NO. 5 TO GOLDEN HARVEST
RANCH, INC. , BRIGGSDALE, COLORADO.
WHEREAS, a public hearing was held before the Board of County
Commissioners of Weld County, Colorado, on the 13th day of
December, 1976 upon the application of Golden Harvest Ranch, Inc. ,
Briggsdale, Colorado, requesting an expansion of the conditional
uses to be permitted on the following described real estate, to-
wit:
Section 5, Township 9 North, Range 62 West,
6th P.M. , Weld County, Colorado, and
WHEREAS, the petitioner was present, being represented by
Mr. Lee Steele, Presidentto the Board of Trustees of the Applicant
Corporation, and
WHEREAS, there was no opposition to the request of the
petitioner for the expansion of the conditional uses to be permit-
ted on the above described real estate, which conditional uses are
as follows :
1. Request approval to construct a 40 ' x 80 ' shop
building to be used on the lower level as a
mechanic shop and on the ground level as a carpen-
try shop. These two vocational areas will be part
of the overall school program for Golden Harvest
Ranch. The lower level to be constructed of poured
reinforced concrete walls and the upper level of
concrete block and subject overall to Department
of Labor standards.
2 . Request approval to construct a 20 ' x 20 '
storage building which will be one story and made of
concrete blocks.
3. Request approval to construct an 11 ' x 21'
greenhouse to more adequately provide for food
needs and to be constructed of concrete blocks and
tempered glass.
4 . To construct additional residential facilities
on said Golden Harvest Ranch, Inc.
WHEREAS, the Board of County Commissioners has heard all of
the testimony and statements of those present; has studied the
request of the petitioner and has studied the recommendations of
the Weld County Planning Commission, and having been fully informed;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis-
sioners of Weld County, Colorado, that the application of Golden
Harvest Ranch, Inc. , Briggsdale, Colorado, for additional

conditional uses on the above described real estate as herein-
above set forth, be and hereby are granted under the following
conditions:
1. That any water and sanitation facilities
to be installed shall be approved by the State
Health Department.
2. That the Development Standards as approved
by the Board, being attached hereto and made a
part hereof by reference, be endorsed on the
plat prior to recordation thereof.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 29th day of
December, A.D. , 1976.

siding on the premisis. The purpose is to create a school and home experience
for boys with agricultural orientation being a major factor. The character of

tural .
2. The Weld County Health Department has indicated that all sanitary and sewage
disposal systems are in compliance with State Health standards and regulations.
3. The Weld County Engineering Department has indicated they have no objections to this

RECOMMENDATION OF APPROVAL IS CONDITIONAL UPON:
1 . Submission of approval from the State Engineers, Division of Water Resources
of the domestic/irrigation well permit. Evidence of said approval shall be
submitted to the Department of Planning Services prior to scheduling of the
hearing by the Board of County Commissioners.
2. Corrections being completed on the plans showing the location of the sign
and the location of the proposed water line extension prior to scheduling
of the hearing by the Board of County Commissioners.

SUBJECT: Additional Information for Golden Harvest Ranch Conditional Land
Use Permit
DATE: July 26, 1976
It has come to our attention that the sewage line for the proposed new buildings
on the Golden Harvest Ranch plat are not shown. All of the proposed new build-
ings, except the shop, shown on the plat in the immediate nucleus now in existence
will be serviced by the existing sewage lagoon. The shop will use a separate
septic tank and leach field system approved by the Department of Public Health.
The 4 proposed new houses shown on the plat in the present nucleus will be used
for the permanent housing of the boys. Each house will be constructed to meet
housing standards by the State of Colorado Department of Social Services for
8 boys and their houseparents. Plans will be submitted prior to date of construct-
ion.
The sign for the ranch is a 1 faced sign located near the junction of County Road
77 and 110 on ranch property. It is a metal painted sign facing south and is
approximately 8' x 2' in size and of an oval shape.
GOLDEN HARVEST BOYS' RANCH - CUP
Development Standards
1 . The permitted uses on the hereon described parcel of land shall be as
follows:
a. The facilities for a non-profit home and school for boys in a ranch-
type setup as shown hereon, and
b. All those uses permitted in the Agricultural Zone District as set
forth in Section 3.3 of the Weld County Zoning Resolution.
2. The facilities shown hereon shall accomodate a maximum of 55 individuals.
3. All streets and roads as shown hereon shall be private, graveled roads
which shall be maintained by the property owners. Access shall be
limited to the one access off of County Road #110 as shown hereon.
4. One single faced sign sixteen square feet in size shall be permitted to
be located near the junction of County Roads 77 and 110. The annual
permit for this sign shall be obtained from the Department of Planning
Services.
5. All sanitary and sewage disposal systems shall be in compliance with
all applicable State Health Standards and regulations.
6. The domestic water supply shall be provided by an approved domestic/
irrigation well which has a 50 gallon/minute production rate.
7. The fire protection system shall consist of:
a. A pumper truck,
b. Water storage in the holding pond (11/2 acre feet), a 3,000 gallon cis-
tern, and the 14' X 35' swimming pool ,
c. Fire hose connections and hose located in each new building which is
serviced by the 2 waterline system, and
d. Heat or smoke detectors in all buildings.
8. The conditional Use Permit shall be limited to the plans submitted and
governed by the development standards stated above. Any changes to the
plans and/or the development standards shall require approval of another
Conditional Use Pemit before such changes shall be allowed.

Golden Harvest Ranch, which is located on 673 acres of land, 10 miles north
of Briggsdale, Colorado, will have virtually no air pollution due to the
electric heaters, propane, and wood stoves used for heat. Water pollution
is also kept to a minimum via the use of a Public Health approved sewage
lagoon which is constructed away from other natural drainage. Inasmuch as
the operation is a school and home for boys, agricultural and shop experiences
are designed to keep noise and glare to a minimum.
Fire protection will be provided by a pumper truck which will use the ranch
retaining pond, the swimming pool, and the reservoir for water sources. The
pumper unit can also be used to assist other area residents as needed. The
retaining pond will store at least 1 1/2 acre feet of water. The reservoir
will store approximately 3,0O0 gallons, and the swimming pool. Each new
building will contain fire hose connections and hose. All buildings will be
equipped with heat or smoke detectors and will provide adequate fire exits.
The fire protection system was designed after consultation with Chief Jim
Edwards of the Western Hills Fire District. Water is supplied for the ranch
via a 300' well delivering approximately 40 gallons a minute. Note the
accompanying well permit. Date of adjudication has not been received to date.
The school program will emphasize classroom and shop instruction, as well as
gardening, livestock, and landscaping. The boys will be living with house-
parents in groups of no more than 8 per set of houseparents. Boys will also
learn the basics of house construction and remodeling, concrete work, and
general carpentry. The shop instruction will include mechanics and furniture
making. A small sign located on the northeast corner of the land designates
the location of the ranch.
In total the ranch will be able to provide for approximately 25 - 30 boys
plus staff, or about 50 individuals when fully operational.

immediate areas surrounding the homes, shop, and school buildings.
h. Street standards:
All streets and roads on the property will be graveled and
maintained by the ranch.
n. Parking:
Parking for staff and visitors will be in designated areas
immediately adjacent to each building.

General access to the ranch is via one entrance on the north
boundary line which is County Road #110.

Dear Sirs:
Golden Harvest Ranch is making a formal request to modify the Conditional
Land Use permit tentatively granted in 1974 as follows:
1. Request approval to construct a 40' x 80' shop building to be used on
the lower level as a mechanic shop and on the ground level as a carp-
entry shop. These two vocational areas will be part of the overall
school program for Golden Harvest Ranch. The lower level to be
constructed of poured reinforced concrete walls and the upper level
of concrete block and subject overall to Department of Labor standards.

Inasmuch as the Lester Orr estate has been settled and taxes have been paid
on this section of land, Mr. Orr has assured us that the final deeding of the
land is now in the process of completion through his attorney and should be filed
within approximately 10 days transferring the deed to Golden Harvest Ranch.
We would appreciate the Commission's positive consideration on these requests
as these items will aid Golden Harvest Ranch considerably in the development of
a more comprehensive training program toward the original goals and objectives
set forth for Golden Harvest Ranch.

Dear Mr. McWilliams:
This is to acknowledge receipt of material pertaining to the above
referenced conditional use permit application. As requested, I have re-
viewed the water supply plan for the proposed boy's home and have found
that the well permit for the well on the property has expired. Apparently,
the well was constructed and is producing 40 gpm; however, in that the
well permit has expired, the applicant should contact our Ground Water
Section to determine the procedure to renew the permit.
I cannot recommend final approval of the application until the
proper well permit has been obtained . If I can be of further service , please
feel free to contact me .
