Box 758 Greeley, Colorado 80631 Dear Mr. Johnson: • In accordance with the usual practice of our firm, we are sending you this letter to confirm the terms of our engagement as discussed in your letter of January 17, 1975 to me and in our subsequent meeting. The purpose of this engagement is to examine such records and docu- ments of the various County funds which are under the direct control of the Board of County Commissioners to satisfy ourselves as to the legal expenses incurred by these funds for the calendar year 1974. The funds included in our examination are the General Fund, Road and Bridge Fund, Intragovernmental t Agency Fund, Contingent Fund, Social Services Fund, Old Age Pension Fund, Revenue Sharing Trust Fund, Capital Projects Funds and the Health Depart- ment. Our examination will not include expenditures incurred for legal ser-, vices by the Weld County General Hospital or the Weld County Municipal Airport. • Our examination of the legal expenses incurred for the above mentioned funds will be as detailed as seems necessary in the circumstances . We will inform you as quickly as possible should any unforeseen conditions arise which • would prevent us from making the detailed examination as agreed. The results of e our examination will be presented to you in a letter report. 4 • Our fee for the services to 'be rendered will be computed at.our standard hourly rates, and will be billed to the Home Rule Charter Commission at the • t completion of the engagement. We appreciate the confidence you have shown be retaining us as your inde- pendent accountants in this matter, and assure you that we will provide our best service to help bring this matter to a successful conclusion. In the discussion of the problem of the taxing of severed mineral interests, the committee ' suggests that it might be advisable to place the burden of placing severed mineral interests, including interests in property in general, upon the owner of the property; and require that any severed mineral interests that had not been placed on the property tax rolls by the owners after a reasonable time period f, could then be placed on the tax rolls and sold at tax sale with the surface owner of the lands having the priority right to redeem from the tax sale and purchase those severed mineral interests. This suggestion is being investigated and suggested to members of the legislature as a possible solution to this problem. }} • pr ti I r . Along with the other 18 local Leagues in Colorado, our 70 members have been studying governmental finance since 1950, with inten- sive studies in 1965 and 1970. We looked at various taxes used by states and local governments, and at the services supported by these taxes. Specifically we studied property tax assessment methods, and possibi— lities for making this tax more equitable. Also we considered the division of responsibility for financing services among the various levels of govern— ment, with special attention to the relationships between controlling the services offered, and the payment for those services. iany of our conclusions concern state level taxation, but some apply to the county level. In general we encourage the adoption of a tax system that is flexible enough to meet changing needs, and one that is both economi- cal and convenient to administer. Today we would like to discuss three con- cerns: first, county sales tax, second, the assessor's office and qualifica- tions, and third, the property tax. It should be emphasized that the League of Women Voters of Greeley- Weld does not support or oppose the imposition of a county sales tax. How- ever, because the issue has been raised at Charter Commission meetings, we do want you to know that the League urges the exemption of food. frromm any sales tax. This exemption would lessen the regressive nature of the sales tax and soften its impact on low-income families. Our second area of interest is the assessor's office. Because of in- equitable assessments within and between counties, we support the establish- ment of professional standards for the assessor. And, to maintain that, professionalism, we support requiring the assessor and staff to attend LWV-2 _ © Q state-coordinated in-service training. Further, we urge the adoption of measures that would decrease the time between completion of building con- struction and liability of taxes. This last suggestion would not only make each taxpayer's burden more equitable, it also should increase the county's revenue. To encourage the selection of an assessor on the basis of qualifica- tion rather than popularity or campaign effectiveness, we propose that the office of assessor be changed from elective to an appointed post. Third and finally, we come to the property tax. We beleive that the proportion of revenue raised by property tax should be lowered. We feel that taxes, to as great a degree as possible, should be based on the ability to pay. Along this same line, senior citizens on low, fixed incomes should re- ceive some exemption from full property tax payment. To reiterate, the League of Women Voters of Greeley-Weld urges the exemption of food from sales tax, the appointment of a qualified assessor, a rapid placement of new buildings on the tax roles, tax exemptions for sen- ior citizens, and a decreasing dependence upon property taxes for county funding. Thank you for this opportunity to express our positions on taxing and finance.
