HomeMy WebLinkAbout20171261.tiffMINUTES WELD COUNTY COUNCIL March 20, 2017 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, March 20, 2017, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: El The meeting was called to order by President Brett Abernathy. Councilmen Michael Grillos, Jordan Jemiola and Gene Stille were present, constituting a quorum of members. Councilman Charles Tucker was absent and excused. Also present was County Attorney Bruce Barker and County Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilman Grillos made a motion to add an item to the agenda — to consider a replacement of legal counsel pertaining to the ongoing audits, seconded by Councilman Jemiola and carried unanimously DISCUSSION REGARDING BIDS FOR AUDITS OF THE CLERK AND RECORDER'S OFFICE AND COUNTY COMMISSIONERS Councilman Grillos stated the audits are progressing. APPROVAL OF DOCUMENTATION Approval of February 13, 2017, Minutes Councilman Jemiola made a motion to approve the February minutes, seconded by Councilman Grillos, and the motion carried. PUBLIC COMMENT: Dave Kisker, of Johnstown, questioned the ethics of a county commissioner who attended a gala in January and sat at a table sponsored by Noble Energy. O7 County employee Eliza Kunkel questioned a conflict of interest of Councilman Grillos and his wife attending a black tie event for the Boys and Girls Club and sitting with local officials who are undergoing audits. Councilman Abernathy stated it was a fundraiser. Councilman Grillos responded he will continue to be impartial. Wolfgang Dirks, of Johnstown, said all information gathered during audits should be made public. Councilman Grillos said a final report of audits will be made public. �--" Dan Kunkel, the husband of Eliza Kunkel, said he understands County Council is the watchdog of the County Commissioners. He asked who were the watchdogs of County Council? Councilman Stille said the public is Council's watchdog. 0_9)MCYNo(N; Cox -Horns 2017-1261 5181 Karen Grillos, of Hudson, and wife of Councilman Grillos, stated the Boys and Girls Club fundraiser was a benefit and she was happy to have attended. Councilman Grillos stated he paid $350 for he and his wife to attend. NEW BUSINESS: Coordinator Reports There were no coordinator reports. Bills Councilman Jemiola made a motion to approve bills, it was seconded by Councilman Grillos and carried. o Weld County Phone Bill for February o 1st quarter Mileage Reimbursement Councilman Stille o 1st quarter Mileage Reimbursement Councilman Tucker Discussion of Independent Legal Counsel Pertaining to Ongoing Audits $19.96 $37.08 $55.62 Councilman Grillos made a motion to seek independent legal counsel regarding the ongoing audits of the County Commissioners and County Clerk and Recorder's office, seconded by Jemiola, and passed. Councilman Stille voted against the motion. OLD BUSINESS: There was no old business. CLOSED EXECUTIVE SESSION - PERSONNEL ITEMS a Councilman Abernathy made a motion to move into executive session regarding personnel items, seconded by Councilman Jemiola and passed. Council went in to executive session at 7:08 p.m. and invited the public to reconvene at 7:22 p. m.
