RE: APPROVAL OF RENEWAL APPLICATION FOR A LIQUOR STORE (COUNTY)
LIQUOR LICENSE FROM RLF, INC., DBA CJ'S LIQUORS, AND AUTHORIZE CHAIR
TO SIGN - EXPIRES AUGUST 5, 2018
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, RLF, Inc., dba CJ's Liquors, presented to the Board of County
Commissioners of Weld County, Colorado, an application for the renewal of a Liquor Store
(County) Liquor License, for the sale of malt, vinous and spirituous liquors, and
WHEREAS, pursuant to Exhibit 5-H of the Weld County Code, said applicant has paid the
sum of $137.50 to the County of Weld for the renewal of the existing license, and
WHEREAS, said applicant has exhibited a State Liquor License for the sale of malt, vinous
and spirituous liquors in sealed containers not for consumption at place where sold, outside the
corporate limits of any town or city in the County of Weld at the location described as follows:

WHEREAS, the Licensee shall host "responsible vendor" training every six (6) months as
agreeable to the Colorado Department of Revenue Liquor Enforcement Division, and this training
shall be open to other area licensees. Each employee shall be "responsible vendor" trained, and
the Licensee shall provide documentary evidence that each employee has been "responsible
vendor" trained to the Weld County Sheriff's Office within thirty (30) days of the first available
"responsible vendor" class after hiring. Evidence of such shall be included in the referral report
submitted by the Sheriff's Office at the time of annual renewal.

NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, having examined said application and the other qualifications of the applicant,
does hereby grant License Number 2017-16 to said applicant to sell malt, vinous and spirituous
liquors, in sealed containers not for consumption at place where sold, only at retail at said location;
and the Board does hereby authorize and direct the issuance of said license by the Chair of the
Board of County Commissioners, attested to by the Clerk to the Board of Weld County, Colorado,
which license shall be in effect until August 5, 2018, providing that said place where the licensee
is authorized to sell malt, vinous, and spirituous liquors, in sealed containers not for consumption
at place where sold, shall be conducted in strict conformity to all of the laws of the State of
Colorado and the rules and regulations relating thereto, heretofore passed by the Board of County
Commissioners of Weld County, Colorado, and any violations thereof shall be cause for
revocation of the license.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 21st day of June, A.D., 2017.

I reviewed our local RMS (Spillman) and found no significant issues within the past year for manager Jackie
Merrill. However, for the business address, the Sheriff's Office responded to no less than 5 "hold up alarms" at 3907
Hwy 119. Hold up alarms imply that someone is in distress, the business is actively being robbed or other emergency
type situations. Our protocol is to respond to these alarms "Code 3" or with lights and sirens (believing that someone is
in danger of physical harm).
All of the alarms were false, not one was an actual robbery or emergency situation. Some of the calls indicate,
"problems with the alarm system".
The only concern with the business would be addressing the problematic alarm system and reducing the false
activations.

Liquor Store (County) Renewal Application
Good Morning,
Your liquor license renewal application was reviewed by the Weld County Board of Commissioner's at this
morning's hearing. The Weld County Sheriff's Office noted a response to no less than five (5) hold-up alarms.
Hold-up alarms imply that someone is in distress, the business is actively being robbed, or a different type of
emergency is occurring. The Sheriff's Offices' protocol is to respond to these alarms at a "Code Three (3)" with
lights and sirens. All five (5) of the alarms were false, and indicate a problem with your alarm system. Because
of the impact on Sheriff's Office deputies of numerous false alarms, the Commissioner's have requested you
mitigate the problem. Your renewal application was approved, with the direction that next year's approval for
renewal may be contingent upon the significant decrease of false alarms at your establishment.
