URBANIZING VS NON -URBANIZING DRAINAGE AREA:
This area IS within a Non -Urbanizing Drainage Area:
Non -Urbanizing Drainage Areas typically require detention of runoff from the 1 -hour, 100 -year, storm falling
on the developed site and release of the detained water at the historic runoff rate of the 1 -hour, 10 -year
storm falling on the undeveloped site for NON -URBANIZING areas.
Detention Pond summarized in a Drainage Report:
The applicant has submitted a Preliminary Drainage Report. A Final Drainage Report will be required prior
to recording the final plat. A checklist is available from Engineering.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications
are accepted after the planning process is complete (plan recorded). An Early Release Request Form may
be entertained only after the applicant and Planning Department have reviewed the referral and surrounding
property owner comments. The Early Release Request may or may not be granted depending on referral
comments and surrounding property owner concerns. Contact an Engineering representative from the
Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:

Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.
CONDITIONS OF APPROVAL:
A. A Final Drainage Report and Certification of Compliance stamped and signed by a Professional
Engineer registered in the State of Colorado is required. (Department of Planning Services -Engineer)
B. The plan shall be amended to delineate the following:
1. The applicant shall show and label the accepted drainage features and drainage flow arrows. Water
quality features or stormwater ponds should be labeled as "Water Quality Feature/Stormwater
Detention, No -Build or Storage Area" and shall include the calculated volume. (Department of

Prior to Construction:
A. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

COMMENTS:
General Project Information/Location:
Project description: A Site Specific Development Plan and 5th Amended Use by Special Review Permit No.
USR-542 for Mineral Resource Development Facilities, Oil and Gas Support and Service, Natural Gas
Processing facility, and the addition of new gas processing equipment to improve capacity and efficiency
of the existing plant and one (1) up to one hundred (100) feet in height secure communications tower in the
A (Agricultural) Zone District. (DCP Operating Company, LP — Mewbourn Gas Plant)
This project is west of and adjacent to CR 35 and is south of CR 40. Parcel number 105735400002.
Access is from CR 35.
Access:
An access permit has been approved for the access to the site (AP16-00466).
AP16-00466 Special Requirements or Comments:
"Parcel 105735400002 & 105735400008. Utilize existing access points on CR 35 (4 -Industrial) located
approx. 385 ft., 1500 ft., & 2210 ft., 2400 ft. North of CR 38. Existing point on CR 35 approx. 2400 ft. North
of CR 38 SHALL be gated and locked at all times EXCEPT for seasonal maintenance. Note: CR 35 is a
Collector roadway with a 60 ft. setback from centerline."
Chapter 6, Sections 6.3, 6.4 and 6.5 of the Weld County Engineering and Construction Criteria, offer

CECC%20Manual pdf Existing access points with change of use or new access points may or may not be
granted. Questions pertaining to access permits or access design shall be directed to the Public Works
Department.
For shared accesses, Public Works strongly recommends that the property owner establish an access road
maintenance agreement so future owners of the properties will be aware of their requirements for shared
maintenance of the access road. This is not a requirement for the recorded exemption but is recommended
to avoid property owner conflicts in the future.
Entrance gates (if applicable) must be set back a minimum of 100 feet from edge of shoulder to allow a
truck with trailer or RV to pull completely off of the roadway and open the gate. In no case shall any
vehicle(s) stopped to open a gate be allowed to create a safety issue for roadway users.
When feasible, there shall be no net increase in the number of accesses to a public road. Contact Public
Works to discuss your access.
Roads:
County Road 35 is a gravel road and is designated on the Weld County Road Classification Plan as a
collector road, which requires 80 feet of right-of-way at full buildout. The applicant shall delineate on the
site plan the future and existing right-of-way. All setbacks shall be measured from the edge of future right-
of-way. This road is maintained by Weld County.
The County Road 38 Section Line is estimated to have 60 feet of unmaintained section line right-of-way
per the Weld County GIS right-of-way map. The applicant shall delineate the existing right-of-way on the
site plan. All setbacks shall be measured from the edge of right-of-way.
Traffic:
Latest ADT on CR 35 was taken on 10/29/2012 which counted 221 vpd with 37% trucks.
A traffic narrative was submitted with the application materials and indicated that there will be approximately
10 daily roundtrips. The expected traffic routes are north and south along CR 35 and distribution of traffic
is estimated to be 75% to the north and 25% to the south. The site will have 10 employees.
TRACKING CONTROL:
Tracking control is required to prevent tracking from the site onto public roadways. Minimal standards are
listed below. Temporary Tracking Control shall be used during construction unless permanent tracking
control is installed ahead of construction activities.
Less than 20 passenger vehicle round trips/day, no upfront tracking control requirements.
Improvements and Road Maintenance Agreement:
No improvements agreement will be required as the anticipated traffic is less than 21 round truck trips/day
or 50 round passenger vehicle trips/day or if defined as a Site Plan Review (SPR). A development standard
will be applied to the recorded map indicating any impacts to the road must be mitigated by the owner. The
access on the site shall be maintained to mitigate any impacts to the public road including damages and/or
offsite tracking.
CONDITIONS OF APPROVAL:

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and 5th Amended Use by Special Review Permit No. USR-542 for
Mineral Resource Development Facilities, Oil and Gas Support and Service, Natural
Gas Processing facility, and the addition of new gas processing equipment to improve
capacity and efficiency of the existing plant and one (1) up to one hundred (100) feet in
height secure communications tower in the A (Agricultural) Zone District. (DCP
Operating Company, LP — Mewbourn Gas Plant).
As stated in the application, no additional employees will be added once construction is
complete. Water will continue to be provided by Central Weld Water District. A septic
system (SP -0900170) services the site and is adequate for the current employee usage.
During construction bottled water and portable toilets will be used which is acceptable.
We have no objections to the proposal; however, we do recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions. The facility shall operate in accordance with Chapter 14,
Article 1 of the Weld County Code.

4. Fugitive dust and fugitive particulate emissions shall be controlled along the
construction route. Uses on the property should comply with the Colorado Air
Quality Commission's air quality regulations.
5. Secondary containment shall be constructed around tanks to provide
containment for the largest single tank and sufficient freeboard to contain
precipitation. Secondary containment shall be sufficiently impervious to contain
any spilled or released material. Secondary containment devices shall be
inspected at regular intervals and maintained in good condition. All secondary
containment will comply with the Colorado Oil and Gas Conservation (COGCC)
Commission Rule 604 and/or the provisions of the State Underground and
Above Ground Storage Tank Regulations.
6. Any contaminated soils on the facility shall be removed, treated or disposed of
in accordance with all applicable rules and regulations. All spills will be reported
to local, state and federal agencies in accordance with all state and federal
regulations.
7. The applicant shall obtain a Colorado Discharge Permit System or CDPS
permit from the Colorado Department of Public Health and Environment
(CDPH&E), Water Quality Control Division, as applicable.
8. This facility shall adhere to the maximum permissible noise levels allowed in
the Industrial Zone as delineated in 25-12-103 C.R.S.
9. All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling. All chemicals must be stored secure, on an
impervious surface, and in accordance with manufacturer's recommendations.
10.Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. As employees or contractors
are on site for less than 2 consecutive hours a day portable toilets and bottled
water are acceptable. Records of maintenance and proper disposal for portable
toilets shall be retained on a quarterly basis and available for review by the
Weld County Department of Public Health and Environment. Portable toilets
shall be serviced by a cleaner licensed in Weld County and shall contain hand
sanitizers.
11.Any septic system located on the property must comply with all provisions of
the Weld County Code, pertaining to On -site Wastewater Treatment Systems.
A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
12. The applicant shall submit an Air Pollution Emission Notice (A.P.E.N.) and
Emissions Permit Application and obtain a permit from the Air Pollution Control
Division, Colorado Department of Public Health and Environment, as
applicable.
13.A Spill Prevention, Control and Countermeasure Plan, prepared in accordance
with the applicable provisions of 40 CFR, Part 112, shall be available on site.
14. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.
