Re: Contract Amendment Request — CDBG 15-504
Dear Mr. Sandoval:
As you know, Weld County has been working diligently on the Wattenberg water systems improvements project in spite of all the unforeseen
complications. Weld County is extremely disappointed with JVA, Inc. the design engineer on the project, whose company is supposed to specialize in
these types of projects. Besides nickel and diming WIA and the county, we have discovered their piping design was based on as -built drawings without
doing any on -site field verification. As a result, we have encountered many inconsistencies with the design from items being located incorrectly to
required items being left out altogether. The costs we are having to pay for these types of errors and omissions is more than $13,400. In addition, when
we had to reduce the scope of work to fit the budget, JVA recommended removing the tank mixer without consulting CDPHE. While CDPHE later
determined the tank mixer isn't required, they do recommend having one in order to address stagnant water due to the increased size of the new water tank.
This is another $8,000 cost to the project. It has been brought to our attention there is approximately $3,800 in CDBG funds that could be available to
help off -set the unforeseen costs incurred on this project. Therefore, Weld County respectfully requests applying these available funds to CDBG 15-504.
These funds will help keep the project within budget. In addition, since we are going through this process, we would like to also request a time extension.
Due to the fact this project has a very short construction schedule, which has been predominately over the winter and included many weather delays as a
result of all the freezing temperatures, we request the contract deadline be extended from March 31, 2017 to September 29, 2017.
If approved, Weld County requests increasing the construction/improvements costs portion of the budget by $3,800 as identified below:
